Review of Phase One
PH: Try to avoid future use of Mosely Coaches for quality assurance & cost
Programme slightly rushed-we have more lead in time for this phase
Schools: Those that attended sessions at the club venues really enjoyed it
Numbers of attendees were generally good, however there was a drop off: Need to look at why?
Festivals: We missed an opportunity with the festival to really sell the clubs: This was tackled as an new agenda item: see below
DS: The monitoring/registration system wasn’t adhered to. A coaches contract will be drawn up which will require required monitoring info to be submitted before payment is made.

Festival
Due to the missed opportunity last phase with regards to the ‘festival’ it was decided that we should have a joint festival for yrs 9&10 in phase 2. Tasks agreed were as follows:

Finances
Firstly we would like to thank Dick Timmons in his role as treasurer. The finances have been immaculately kept & have been submitted to our funding partners: NRF along with the Quarter 4 report.
We recorded no under spend against our grant claim from the NRF. The basic figures were as follows:
Income
NRF Grant: £10,156
West Brom Building Society Sponsorship: £500
Expenditure:
£10,158.13

Sport Structures Contract
The group was presented with a paper that suggested the roles & responsibilities of Sport Structures. These were agreed (please see attached document for details)

Phase 2
The phase two coaching programme will be a foundation course/introduction to TAG rugby. It will be a six-week programme that will be continuous (excluding Whitsun h/t). The programme will commence on Tuesday 17th May. (Coaches unavailable to start on the Mon 16th so the Monday programme will begin & end one week later). This makes the following dates available:
>Tues: 17th, 24th May, 7th, 14th, 21st, 28th June
>Wed: 18th, 25th May, 8th, 15th, 22nd, 29th June
>Thurs: 19th, 26th May, 9th, 16th, 23rd, 30th June
>Fri: 20th, 27th May, 10th, 17th, 24th June, 1st July
>Mon: 23rd May, 6th, 13th, 20th, 27th June, 4th July

All the sessions will be delivered on the school site during curriculum hours (we are unable to over after school sessions due to coach availability)
End of phase festival:
Each club will have an end of phase tag tournament.
North: Wednesbury RC. 5th July. 1p.m Start
South: TBC Either 5th/6th/7th July

Community Rugby Coach
The potential of employing a community rugby coach is being explored. We was looking into the potential of ‘matching’ our current grant and employing a 3-yr CRC for 2-days per week. However, our current grant can’t be matched.

TAG course
It has been identified that some of our new coaches need to be put onto a TAG course. We will put on our own at Wednesbury RC. The date is still to be confirmed. Promotional details will be sent out when confirmed.

Coach Education
Clubs are going to hold a coach skills sharing day to provide coaches old & new with fresh coaching ideas:

Schools Competition
Warley RFC coach & George Salter Learning Mentor Karl Blick has expressed an interest in developing competitive rugby coaching for secondary schools. To be discussed in next meeting how that support might happen. There was potential that the clubs may be able to support in areas such as officials etc

Alan Humbleday-RFU, informed group of the ‘Emerging schools competition’

Details:
For yrs 7&8. Final @ Twickenham

For schools playing less than 8 games per term and less than 12 games per year

Action: Address list to go to Alan so he can pass schools on information

Important Info from NRF passed on after meeting
Following a meeting with NRF it has become clear that we have not hit schools within Rowley Regis & Tipton. Rowley does however have the Breeze project from which pupils then get involved in Warley rugby club. Those young people have had direct benefits from the programme particularly around club & coach development. We must however have a strong focus on getting into a number of schools within Tipton.

In addition anyone involved with finances must meet soon to discuss budget for the reminder of the year.

Alan H: There is the potential of forming a South Black Country Development Group (Sandwell & Dudley).

Action: Group to send two reps to Dudley RDG.

Dave Bryant & Spencer Lamb to attend on Sept 12th @ Dudley Kingswinford: 7p.m

Maz: is looking into the development of a number of teams including u12’s & womens at Wednesbury Rugby Club

Dave B: Clubs need to follow up now to schools that have had the rugby coaching to do more promotion of the clubs

Barry D: Article on the programme went into the Express & Star on Wednesday 6th June
Alan H: Chance to promote the project in the RFU’s Touchline Magazine-digital photo’s etc can be included if available.

Spencer L: Rugby Coaches

16k required to be matched. Potential for a number of community coaches to be employed. One F/T, 2 P/T.

Spencer is looking into gaining commercial support for this

Dave’s position update
Dave informed the group that he will be moving to Sheffield shortly. He will continue in his role until the end of this years funding.

Update from NRF review meeting and key points to be put into next phases
DS informed the group of information from the NRF review meeting. The following information was provided:

Only target we are not reaching is the community sessions
We have failed to get to schools in Tipton
We have not reached schools in Rowley (although BREAZ programme has and young people have had direct benefits in terms of the clubs development from the programme

Actions:
The clubs were informed that they are required to deliver to 3 community programmes each. Maz stated that she will organise a community programme in Tipton.
Alexandra and Willingsworth will both be offered coaching programmes for the next phase. Also 3 primary schools will be targeted during the next phase
Heathfields & St Micheals high schools will both be offered coaching programmes during the next phase. Also 3 primary schools will be targeted during the next phase

Next Phase
The next phase will predominately target pupils in years 7 & 8. It will also target primary schools in Rowley and Tipton:

Coaches availability:
Maz to e-mail Dave her university timetable and also Lee’s. Dave to contact Travis & Nigel to get their availabity. DS will then assess if we have enough coaches available. If not coaches may be available through Dudley MBC, Carl Scales & Adam Blackford

Contact Schools:
DS will contact the schools and SSCO’s. A timetable will be drawn up of coaches availability and places will offered to schools on a first return basis. DS will then pass the complted timetables to the coaches

Tournament/Festival
There will be a North & South Festival. The festivals will begin at 1p.m. The tournaments will take place between 5th – 9th December. DS will check with PDM’s on the best date for the schools.
Once the date has been provided responsibilities are as follows:

DS to contact schools and organise transport

Clubs to organise everything else including food, coaches, referees and pitches.

South Black Country Development Group: U14 & U15 development squads to be set up. Don Hunt will send forms to clubs direct
