Local Coaching Action Plan
 | Basingstoke & Deane Borough Council in partnership with a variety of local sporting agencies are progressing their coaching action plan for 2006 - 2010.
Overview
Sports coaches have a vital role in providing opportunities within sport at all levels from grass roots to elite participation. As the power of sport to deliver wider social benefits in health, crime and community engagement becomes more widespread the responsibility of sport coaches gains even greater significance. The revised coaching action plan has been developed to provide a co-ordinated approach to coaching across the borough that meets the needs and targets of each partner and ultimately the local community.
Background
Coaching and coach education has been given a strategic direction through the Government Plan for Sport ‘Game Plan’ and the development of the UK vision for Coaching. Coaching has been acknowledged as central to the development of sport at every level from grass roots clubs to elite sport.
A number of key issues that will influence coaching over the next 10 years include:
A substantial increase in after-school and inter-school competition created through the Specialist Sport College programme
A growing demand for volunteer grass roots coaches
An increased need for talent development pathways, requiring coaches to work with talented and gifted athletes
A more structured approach to elite sport in the UK with the need for full time coaches
Pressure to improve access to the ‘coaching profession’ to under represented groups
An increase in sport programmes to tackle wider social issues (health, social exclusion, crime and disorder, and engagement) puts a greater emphasis on sports coaches.The UK vision for coaching provides guidance and recommendations for the direction of coaching in the 21st century. The vision aims that by 2012 the practice of coaching in the UK will be elevated to a profession acknowledged as central to the development of sport and the fulfilment of individual potential.
By 2012 coaching will have:
Professional and ethical values and inclusive and equitable practices
Agreed national standards of competence as a benchmark at all levels A regulated and licensed structure
Recognition, value and appropriate funding and reward
A culture and structure of innovation, constant renewal and continuous professional development.Local Background
Sport Hampshire and Isle of Wight have taken the lead in developing a Coaching Strategy for the County to achieve a common vision for coaching that meets both regional and national priorities for coaching. The Hampshire and Isle of Wight Coaching Strategy 2006 – 2010 sets the framework from which the Basingstoke and Deane coaching action plan has been produced. This will ensure a coordinated approach to the future development of coaching within Basingstoke and Deane.
Basingstoke and Deane Borough Council have previously recognised the importance of coaching and the influence coaches have to promote and increase sporting opportunities within the community. The Coaching Development Action Plan 2000 – 2005 was delivered in partnership with the Local Sports Council to ensure that coaching resources were fully utilised at local level to contribute to the delivery of the Sport and Recreation Strategy.
Key successes include; implementation of the Coaching Resource Centre in Basingstoke Library, administration of the Coaching Bursary Scheme, comprehensive programme of NCF and scUK coaching workshops, and recognition of coaches and volunteers through the annual sports awards.
The revised document has again been developed with the Local Sports Council but also with a number of key partners, including the School Sports Partnership, further education colleges, local clubs, and other leisure providers, to ensure a joined-up approach to coaching. Over the next five years the action will ensure that an infrastructure is in place to enable the council and partner organisations contribute to council plan priorities and to achieve their own targets and objectives through the contribution of coaches and clubs.
The Vision
To create an environment that encourages the development of local coaches that are ‘fit for purpose’ and appropriately valued and supported to enable them to coach to their desired level, providing high quality sporting experiences to the local community.
The Vision is supported by four objectives:
- Coach Identification and Recruitment - Education, Training and Development - Coach Employment and Deployment - Coach Retention and Recognition
Each objective has a number of key actions that show what, and how, each partner will contribute to the action plan. The document will be constantly reviewed and revised over the next five years by the coaching working group who will meet quarterly to ensure that the plan meets the needs of all partners and local coaches. |
