Let's get rid of the toll booths from the Itchen Bridge

I propose to get a petition to have the toll booths removed from the Itchen Bridge as Southampton city Council agreed to remove them once the bridge had paid for itself!?
I need to gather information i.e. some facts and figures. I also intend to question the council about reasons for the booths still taking money from the people of Southampton...they made an agreement with us which they're not upholding, could that be classed as fraud against us?
