POLICE TARGET "CRACKHOUSE"
“Crackhouse” is a term used for properties where people congregate to deal or use illegal drugs. Frequently the activities in and around these properties have a severe negative impact on all of the other local residents. There is an increase in noise, litter and anti-social behaviour. Neighbours are also intimidated by the persons going to and from the house at all times of the day and night. It is not an easy matter for landlords to evict these people despite these problems. If the Police are able to prove (in court) an offence of supply of controlled drugs at these premises then a court will evict. However, if Police can only prove possession at the property the matter is much more difficult and the problems persist.
Police have been using a relatively new piece of legislation to target these properties and during the past three months have closed down two such properties in Herefordshire. The first was in Hereford and the second was in Leominster. The Leominster address had been a problem for quite some time and when the evidence for Police to put a “Closure Notice” on the property. This is done on a Superintendent’s authority and prohibits anyone other than the tenant from entering the property. Police have to take the tenant to court within 48 hours of this notice to give the occupant a chance to consent the matter. At the Leominster address persons did continue to enter the property and five persons were arrested for breach of this order and will be subject to charges at a later date.
At the full court hearing the matter was not contested and a full order was made by the court. The effect of this is that no person can enter the property for the next three months. The appropriate Housing Association then appeals to the court during this time period for a full eviction based on the evidence presented by the Police. In the case of the Leominster property it has been fully secured and will be emptied out, cleaned and re-let to a different tenant, the current resident having voluntarily surrendered their tenancy. This will give some much-needed relief to a lot of local residents.
We then did exactly the same at a second address in Leominster with the same result, the occupier has left the address and peace has returned to the neighbourhood.
Police are looking at the whole of Herefordshire at all addresses where complaints of this nature are received with a view to considering similar action.

SMARTWATER
There has been a small increase in burglaries from garden sheds and garages (non-dwellings) in Leominster Rural areas.Recently an address on North Road in Kingsland has been targeted; a large ride on lawn mower was taken. Here is some information on how to beat garden crime and also some information on SMARTWATER. We ask that you are extra vigilant and if you see any suspicious vehicles or persons in the area you live, please call.
