A very warm welcome to the new CSO Bulletin. It has been in excess of two years since my colleagues and I commenced our roles as the first Community Support Officers in Herefordshire Division, and indeed the first within the West Mercia Force.

One of our key aims remains to be to increase and improve communication between the Police Service and the Public. With that in mind I have decided to trial this bulletin. It is my hope that the content on these pages proves to be informative and, with a positive response from the readers, it will become apermanent newsletter for the Herefordshire Division.





CSO Powers Explained


With the CSO role developing nationally at such a rate I think it pertinent to provide you with a brief explanation of current and future Community Support Officer ‘Powers’. These ‘powers’ vary from force to force and indeed in some cases from Division to Division. I will endeavour to make this explanation as clear and concise as possible.

Current Herefordshire Division CSO ‘Powers’ (Designated):

• Power to issue fixed penalty notices. **

• Power to require name and address of person who has committed a relevant offence.

• Power to require name and address of person acting in an anti-social manner.

• Powers of a Constable under section 12 of the Criminal Justice and Police Act 2001 (c. 16) (alcohol consumption in a public place).

• Powers of a Constable under section 1 of the Confiscation of alcohol (Young Persons) Act 1997 (c. 33) (confiscation of intoxicating liquor).

• Power to seize anything that a Constable in uniform has a duty to seize under sub section (3) of section 7 of the Children and Young Persons Act 1933 (c. 12) (seizure of tobacco etc. from young persons) and to dispose of anything that a constable may dispose of under that subsection.

• Powers of a Constable under section 17 of the PACE Act 1984 to enter and search any premises in the relevant police area for the purpose of saving life or limb or preventing serious damage to property.

• Power to seize vehicles to cause alarm etc.

• Power to remove abandoned vehicles.

• Power to carry out road checks and to stop a vehicle in order to do so.

• Power of a Constable in uniform under section 36 of the Terrorism Act 2000 (c. 11) (enforcement of cordoned area) to give orders, make arrangements or impose prohibitions or restrictions.

• Power to stop and search vehicles etc., in authorised areas.

• Power to disperse groups of youths under section 30 of the Anti Social Behaviour Act 2003.

. ** May be issued for litter, cycling on a footpath and dog fouling though this power is not yet in effect.



Herefordshire Division CSO’s are not designated with the Power to detain. This power enables designated CSO’s to detain a person that they have reason to believe has committed a relevant offence in the relevant police area, for a period not exceeding 30 minutes. This power is under constant review and West Mercia have not yet decided on whether this power will be designated to CSO’s within our Force. However… Any person may, without warrant, arrest any person that they have reasonable grounds to believe has ommitted or is committing an arrestable offence. Arrestable offences include, amongst numerous others, theft, assault and criminal damage .

The Serious Organised Crime and Police Bill

This Bill is proposed, amongst other things, to give additional powers to CSO’s would include:

• a power to direct traffic.

• a power to deter begging.

• a power to search detained persons for dangerous articles or items that may be used to assist escape.

• a power to enforce certain licensing offences and to enter licensed premises; and free up police time by enabling civilian staff access to data on drivers of vehicles for the prevention and detection of road traffic offences.



CSO ‘Surgeries’

A little over 2 years ago I began my first drop-in ‘surgery’ at Newton Farm Information Centre. The surgery was by no means a new idea as PC Paul Greenwood had been doing a monthly drop-in at the Centre for a year or so before my arrival, however the CSO surgery was a first within West Mercia.

Since that time, and following a very successful beginning, I have now commenced a second surgery based at Eastholme Community Centre in Belmont. I am very pleased to say that raised issues and discussions have been very useful and informative. I hope that any information reciprocated has been equally well received.

May I take this opportunity to thank the Trustees of Newton Farm Information Centre and the Committee of Eastholme Community Centre for their ongoing support.

The date’s for upcoming surgeries are given further down this page.

Look out for further announcements on this subject as I hope to commence a Redhill Surgery sometime in late 2005.

All ‘surgeries’ are not guaranteed to be attended due to urgent commitments that may occur.



Herefordshire Signposting

Do you know someone over 60 who you feel would benefit from a referral to the Herefordshire Signposting?

This scheme aims to ensure that individuals over the qualifying age are visited in person by a member of a Partnership Agency and should any issue become apparent based on the individuals quality of life, the Agency best suited will attempt to remedy that issue. Examples include state benefit advice, crime risk assessment and fire safety (amongst several others).

C.e.r.a. — College residents association continues to fight for improved facilities on College estate. CSO Alison Williams and I continue our County Hospital surgery every Wednesday 1.30pm to 3.30pm. I would encourage members of the public interested in visiting the surgery to do so.

As some people may know already, I have been off work since Christmas due to ill health. I am now back on recuperative duties, which means I am station bound until further notice. I’m feeling a lot better in myself but I am still with the specialist at the hospital undergoing further tests. I hope to be back soon, so if you have any information or problems that you think I should know about I am available on my work mobile. Although I cannot deal with the problems personally I can discuss the issue and offer advice. To contact me call 08457 444 888 asking for extension 4730 or ring my mobile.

I am holding a Police Surgery every Monday (except Bank Holidays) from 7pm – 9pm in the Scout Hut at Hunderton. It will continue but its frequency may be amended at some point due to a lack of attendance. If so it will be reduced to once a month – You will be updated in the next issue. May I take this opportunity to encourage people to report any incidents, no matter how minor you think they may be, as this will help us and the Beat Manager’s to have the incidents recorded. This in turn helps us gain extra help from other officers to patrol the areas when we are not on duty.

I conduct along with Roger Thomas a surgery at Herefordshire County Hospital every Wednesday 1330- 1530hrs as my colleague has already mentioned. I would also like to encourage those living in my ‘patch’ interested in Neighbourhood Watch to contact me for further information.

New CSO for Hinton, Putson & St Martins

In May the new CSO for Hinton, Putson and St Martins joined Local Beat Manager Alex Graham on the patch. CSO Crispin Abel joined West Mercia in March this year and has recently completed his training and mentoring period. Crispin was formerly an employee of Royal Mail and is looking forward to working in the South Wye area in his new role.
