Energy Conservation
Under Regulation 16 of the Building Regulations 2000 and Regulation 12 of the Building (Approved Inspectors etc) Regulations 2000, a person who builds a new dwelling or creates one by a material change of use in connection with which building work is carried out, must calculate the energy rating of the dwelling by means of a procedure approved by the Secretary of State. He must notify the rating to the relevant building control body (the local authority or an approved inspector) and (depending on the circumstances) he must post up a notice of the rating in the dwelling or give a notice of it to the occupier.
Calculation of the rating must be carried out in accordance with SAP 2001 (SAP stands for Standard Assessment Program) Calculations are normally carried out using specialist computer software such as Superheat.
