TRAINEE BUILDING CONTROL OFFICER

STRUCTURED TRAINING PROGRAMME

MODULE TITLE: Establish relationships with customers, provide advice on solutions to complex problems and dealing with dangerous structures

ASSIGNMENT: Two

Aims

To demonstrate an understanding of the role of the Building Control Surveyor when dealing with customer relationships in difficult situations where situations have to be quickly evaluated and actions taken.

To demonstrate an understanding of the systems in place for the notification of people when enforcement is necessary and the methods of monitoring appropriate information.

To demonstrate an understanding of the procedures for following up enforcement action and the methods of publicising information and the role of building control.

To demonstrate an understanding of the legislation and policies in place.

Objectives

To research, prepare and submit a portfolio of evidence showing the range of understanding and knowledge gained during the assignment.

The portfolio will cover the content of month two in the training plan.

General Information

All work must be submitted on an A4 format with all sections clearly categorised, marked and fully referenced.

The length of the assignment should be approximately 2000 words.

Detailed Brief

1. You receive a request by telephone from the Fire Brigade to attend a building which has been destroyed by fire. When you arrive you find that the building is in Colne Town Centre and now appears to be in danger of collapse.

2. What legislation would be involved and what would be your immediate course of action?

3. You decide that the main street must be closed and the adjacent building evacuated. What must you do to get this organised and who must be involved?

4. What legislation gives you the necessary powers to deal with the immediate danger?

5. The front of the building requires to be shored. Sketch out a suitable arrangement to shore the front of a three storey building,as above, fronting onto the highway.

6. Sketch out suitable hoarding and other temporary works necessary, when the shoring is in place, so that the road and footpath can be re-opened. (Highways Act 1980 S 172)

7. What is the next procedure which you must now take in order to obtain a Court Order to secure the repair or demolition of the building?

8. The building is situated on the main street in Colne which is in a conservation area. What special arrangements are necessary in this case?

9. What are the Council’s responsibilities if they are arranging work and instructing contractors, under health and safety legislation?

10. You are required to prepare a press release detailing the Council’s involvement. Prepare a suitable document. What are the Council’s policies relating to communicating with the press?

11. What arrangements have to be made to have the gas, electricity, telephone and water services disconnected?

12. What involvement have the Health and Safety Executive if the building is to be demolished?

13. What notice must be given to the Council from the owner/demolition contractor?

14. How must the Council respond to this notice, and how can the right to support and weather protection of adjacent buildings be dealt with?

Collection of Evidence of Competence

The trainee, this month should begin to collect evidence in the form of copies of correspondence and witness statements from other building control officers.

This should gradually build up a portfolio of the trainees competence. The evidence should be referenced in the portfolio as shown in the table.

The work given this month should be designed to assess the trainee's competence in convening, leading, conducting and contributing to meetings (which can be informal) and group discussions aimed at solving problems and arriving at balanced decisions. Meetings might include, for example, two or more people having structured discussions on relevant issues.

SECTION 1
Establish relationships with customers
REQUIREMENTS
1. Liaison and communications with customers are conducted and concluded in a manner which promotes goodwill and trust.
2. Honest and constructive relationships are established with workmates and clients.
3. Clients are kept informed at the apprpriate level about progress of applications.
4. Advice and help is offered to workmates and clients.
5. When applications or work are rejected, the reasons are stated and alternative solutions are given.
6. Differences of opinion are dealt with to aviod conflict and maintain respect.
THE TRAINEE SHOULD BE QUESTIONED AND OBSERVED IN METHODS TO ACHIEVE THE ABOVE, FACE TO FACE, BY TELEPHONE AND IN CORRESPONDENCE.
SECTION 2
Exchange information and provide advice on technical matters.
1. Obligations to clients are identified, stated clearly and confirmed in writing within the agreed timescales.
2. Information at the appropriate detail is given.
3. Information and advice is given is summarised accurately and focused on critical matters.
4. The information is presented in a suitable format for clients.
5. Clients having difficulty understanding are offered extra advice and guidance.
RECIPIENTS OF ADVICE:
Other officers, junior and senior, craft and manual workers, councillors and members of the public.
 
THE TRAINEE SHOULD BE OBSERVED AND RECORDED PERFORMING THE ABOVE TASKS AND APPRPRIATE GUIDANCE GIVEN WHEN NECESSARY.
