Minutes of the Meeting of Cassop cum Quarrington Parish Council held on Wednesday 21st January 2004 in Bowburn Community Centre at 7 p.m.

Present: Councillors Armstrong, Barker, G. Marsden, Raine, J. Robinson, M. Robinson, S. Robinson, Shutt, Syer, Temporal and Tickell (Councillor M. Robinson in the chair).

1 Apologies

2Police Consultation

Due to recent incapacity suffered by P.C. Cockburn, Sgt. Steve West attended the Meeting to give Members a report on recent offences committed in the Parish area. Amongst other things discussed, Members expressed their concerns about the recent spate of arson attacks at various places in Bowburn. Sgt. West assured Members that Police resources would be concentrated upon apprehending the culprit(s) before someone is killed in a fire started deliberately. Sgt. West also referred to the future introduction of a team of Special Community Police Officers in the area.
In due course, Members thanked Sgt. West for his report, whereupon he left the Meeting.

3 Minutes of Meetings held on the 17th December 2003
Resolved that the Minutes of the Meeting of the Parish Council held on 17th December 2003 be agreed and signed as a true and accurate record.

4 Matters arising
A.The Clerk reported to Members that he had received correspondence from Durham City Council’s Legal Services Department indicating that the request to purchase a strip of land in front of the Old School at Tursdale could proceed as the land in question is not Statutory Allotment Land requiring the consent for disposal of the First Secretary of State.
Resolved that the strip of land in front of the Old School, Tursdale be sold to the occupier of the Old School House, Tursdale subject to independent valuation of the land by the District Valuer and the purchaser agreeing to bear the Parish Council’s costs in the matter. The Clerk was instructed to advertise information about the sale in a local newspaper and notify British Coal of the proposed sale in accordance with ongoing legal requirements.

B.The Clerk reported to Members that he had completed the arrangements for the engraving of the Parish Shields to be awarded to the Multiple Category Winners of the Beautiful Durham Competition 2003. Finishing touches were still being done to the Form of Certificate to be awarded to Single Category Winners. A date and venue for the presentation of all of the awards is still to be arranged.

C.The Clerk reported to Members that the deadline had expired on 31st December 2003 for receipt of communications from the various Statutory Undertakers about the proximity (or otherwise) of their equipment to the proposed locations for the Village Entrance Stones throughout the Parish area.
Permission from Durham City Council to locate a Village Entrance Stone on their land in front of the bungalows at Dene View, Cassop was still awaited.
D.The Clerk reported to Members that he had received a written request from the Secretary of Bowburn Boys Football Club for sponsorship to assist their application to take part in the Sage Soccer Festival 2004 to be held at Maiden Castle on 24th and 25th July 2004. The Vice-Chairman of the Parish Council, Mr. W. Tickell, spoke to Members of the Parish Council in support of the Football Club’s application.
Councillor Tickell proposed and Councillor Raine seconded a motion to pay the sum requested by Bowburn Boys Football Club in their letter of application for sponsorship.
Resolved that the Parish Council should pay Bowburn Boys Football Club the sum of £120.00 to cover the cost of entering two teams (an under 8’s team and an under 9’s team) into the Sage Soccer Festival 2004.
E.The Clerk reported to Members that Councillor Temporal had taken over responsibility for publication of Parish Council Minutes and other public information on the relevant pages of the Communigate Website. The previous custodian of the website pages, Mr. Hutchinson, has now decided to launch his own private website. Councillor Temporal gave Members further details of the recent changes to the website layout and the Clerk recommended to Members that the following policy should be adopted with regard to future information displayed on the website:
·Information published on the website pages should be considered first by Members of the Parish Council.
·News Items should be released simultaneously onto the website pages and to the Bowburn Interchange Newsletter for those parishioners who are not online.
·No details of personal transactions or confidential information should be displayed on the website pages or in the Parish Council News Items in the Newsletter.
Councillor Syer reminded Members that the information displayed on the website pages should be limited to public service information only and it should not include private news or opinion polling items etc.
Councillor Marsden proposed and Councillor Tickell seconded a motion to approve the new arrangements for the website pages.
Resolved that the new arrangements for the website pages be approved.


5. BMX Cycle Track, Parkhill

The Clerk reported to Members that he had received further correspondence from Durham City Council concerning the Parish Council’s request for assistance towards Public Liability Insurance and possible Track Resurfacing Costs on the proposed BMX Track at Parkhill.
The City Council has reaffirmed that it has not helped another neighbouring Parish Council with initial set-up costs on its BMX Cycle Track nor does it give financial assistance towards any running costs on that Track. The City Council must limit its assistance to the granting of a short-term lease of seven years of the land at Parkhill Recreation Ground where it is proposed to locate the BMX Cycle Track. If the Parish Council applies to extend the lease beyond the initial term of seven years, then the City Council will be obliged to charge a full economic rental for the land for that extended period and, due to recent changes in legislation, the lease agreement between the City Council and Cassop-cum-Quarrington Parish Council would have to be registered with the Land Registry, which would involve additional cost to the Parish Council on top of the full market rent for the land.
Councillor Syer proposed and Councillor Tickell seconded a motion that the Parish Council should proceed with the short-term lease of the land for the Cycle Track at Parkhill on the terms offered by the City Council.
Resolved that the motion to proceed with the short-term lease of the land from the City Council for the BMX Cycle Track at Parkhill be approved.

6. Annual Contribution to Bowburn Community Centre 2004/2005

Councillors M. Robinson, S. Robinson, Syer and Tickell declared their personal interests in the matter to be discussed.
After a brief deliberation, it was resolved that the matter should be deferred to a forthcoming Meeting of the Finance and Forward Planning Sub-Committee of the Parish Council where the budget for the financial year ending 31st March 2005 would be considered. Member also resolved that an offer of financial assistance towards the upkeep of Cassop Community Centre would be made if it were requested.

7. Allotments, Garages & Cemetery

Allotments

The Clerk reported to Members that he had contacted Durham City Council after the recent fire at the Back Burn Street Garage Site to request that the remnants of Garage no. 34 be removed from the site as originally agreed and that the recently abandoned garage no. 33 be also demolished and removed from the site. Garages no. 33 and 34 had both been damaged in the recent fire.
The Clerk recommended to Members that, in order to minimise the future risk of arson attacks and vandalism damage on the site, consideration could be given to construction of purpose built brick walled garages. If Members agreed to this suggestion, the Parish Council would need to review annual rentals to be charged for such garages and sites.
Members also discussed the possibility of fencing off the Back Burn Street Site to limit access only to garage tenants who could have keys to a locked gate.
Resolved that the Clerk be instructed to seek alternative price quotations for construction of an unspecified number of brick walled garages for the Back Burn Street Site. The Clerk is also instructed to ascertain whether planning permission is required in respect of such garage structures.
The Clerk also reported that arrangements could now be put in place to obtain a supply of old road planings to lay down as an improved access road on the Group Garage Site.
Resolved that the Clerk be authorised to proceed with arrangements discussed at the Meeting to improve the access road at the Group Garage Site. The Clerk was also instructed to arrange for fly tipped rubbish to be cleared away from the vicinity of the garages on the site. Members gave instructions for a “No Fly Tipping” sign to be erected on the site.

Cemetery

The Clerk informed Members that, pursuant to instructions given to him at the December 2003 Monthly Meeting, copies of Scale of Charges for the Cemeteries at Sherburn and Belmont had been obtained in order to make comparisons with Charges levied for Bowburn Cemetery.
Resolved that when the report on the Review of the Scale of Charges for the Cemetery is completed, the Clerk be instructed to submit the report to Members of the Parish Council’s Finance and Forward Planning Sub-Committee for consideration.
Councillor S. Robinson informed Members that an e-mail had been sent to County Councillor Morgan about the deteriorating state of the access road leading to the entrance of Bowburn Cemetery. The e-mail enquired whether action could be taken by Durham County Council to repair the access road.

2 Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been no Criminal Offences reported in Cassop, no Criminal Offences reported in Parkhill and 3 Cases of Criminal Damage, 2 Cases of Assault, 1 Case of Burglary (Home), 2 Cases of Theft and 3 Cases of Arson in Bowburn.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.

Resolved that the Minutes of the Meeting of the Parish Council held on 21st January 2004 be agreed and signed as a true and accurate record.

4 Matters arising

a.The Clerk reported to Members that two of the three required letters of approval from local City Councillors had been sent back to the City Council’s offices in connection with the proposed new Bus Shelter at Dallymore Drive, Bowburn.
b. The Clerk reported to Members that the Co-operative Bank required fresh completed cheque mandate forms from the Parish Council.
c. The Clerk reported to Members that an order had been placed for the supply of two replacement roadside seats for Durham Road, Bowburn to replace the seats damaged in a road traffic accident last year. The Parish Council is seeking to recover the cost of the seats from the vehicle driver’s Insurance Policy.
d. The Clerk reported to Members that he had received a response from the Durham Association of Parish & Town Councils about the City Council’s proposed Charter for Parish Councils. The Clerk outlined the main points of the response from D.A.P. & T.C. for Members’ information. The Clerk also informed Members that, due to his personal circumstances and pressure of day-to-day work commitments for the Parish, he was not able to commence the course of training for the AQA Certificate in Local Administration. Members generally acknowledged the difficulties of the Clerk’s particular circumstances.
However, it was resolved that Mr. Tom Toward of the Durham Association of Parish & Town Councils be invited to attend a forthcoming Monthly Meeting of the Parish Council to speak to Members about Quality Parish Status and the potential repercussions of the forthcoming referendum on a Regional Assembly for the North East.
e. The Clerk reported to Members that he had replied to Durham City Council accepting their terms and conditions for lease of the part of Parkhill Recreation Ground to be used for the proposed BMX Cycle Track. Arrangements had been made for East Durham Groundwork Trust to liaise as necessary with officers of the City Council in order to progress the scheme.
f. The Clerk informed Members that he had received a written letter of application from the Treasurer of Cassop Community Centre for an annual contribution towards the upkeep and maintenance of the Community Centre.
Resolved that the terms and conditions of any annual contribution towards the maintenance of Cassop Community Centre be considered by the Parish Council’s Finance and Forward Planning Sub-Committee as part of its Parish Council Budget deliberations for the 2004/05 Financial Year.
g. The Clerk reminded Members that no firm arrangements had yet been made to present the engraved Parish Shields and the Certificates of Merit to the various category winners of the Beautiful Durham Competition 2003 for the Parish.
Resolved that Shields and Certificates be presented at the Monthly Meeting to be held on 17th March 2004.

5 Christmas 2003 Pantomime at Bowburn Community Centre
Members considered the payment of a contribution towards the cost of the Christmas 2003 Pantomime held at Bowburn Community Centre.
Councillors M. Robinson and Syer declared their personal interests in the matter being discussed.
Resolved that the Parish Council pay a contribution of 50% of the cost of the Christmas 2003 Pantomime to Bowburn Community Association.

Garages

The Clerk reported to Members that a meeting had taken place with an officer from Durham City Council concerning the submission of a price quotation for construction of brick walled garages on the Back Burn Street Site.
After an examination of the Site, the officer gave a verbal estimate that construction of four brick walled garages and replacement of four sets of concrete foundations would cost approximately £12,000. The Clerk advised Members that it would not be financially prudent to incur costs of this magnitude on construction of brick walled garages, especially as demand for them is uncertain.
No response has yet been received from the private contractor who has been requested to provide a price quotation. Members agreed that research was required to ascertain the level of demand for garages at Back Burn Street, bearing in mind the recent arson attacks and acts of vandalism there.

Cemetery

The Clerk informed Members that a report comparing Scales of Fees for Bowburn Cemetery with those of Belmont and Sherburn Cemeteries had been completed. The report contained recommendations to Members for some variation of existing fee scales.
The Chairman confirmed that the Parish Council’s Finance & Forward Planning Sub- Committee would consider the report in due course.
The Clerk reported that a letter from Durham City Council offering to continue the seasonal grass cutting service at the Cemetery had been received.
Resolved that the seasonal grass cutting service performed by Durham City Council be continued for the duration of 2004 Season at a cost of £154.29 plus VAT.

2 Beautiful Durham Competition 2003

The Clerk presented Inscribed Parish Shields and Certificates of Merit to Local Parish Prize-winners in the Beautiful Durham Competition 2003. Parish Shields were presented to Mrs. Doris Gardiner and Councillor W. Tickell (who accepted the Award on behalf of Mr. Raymond Atkinson). Certificates of Merit were awarded to Mrs. Joyce Broughton and Bowburn Junior School. The Clerk delivered another Certificate of Merit to Mr. Graeme Rutter on 18th March 2004, as Mr. Rutter was unable to attend the Awards Ceremony at Bowburn Community Centre.

3 Police Consultation and Fire & Rescue Service Briefing

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 1 Case of Criminal Damage in Cassop, no Criminal Offences reported in Parkhill and 3 Cases of Criminal Damage, 6 Cases of Burglary (Home), 3 Cases of Burglary (Other), 2 Cases of Theft and 1 Case of a Theft of a Car in Bowburn.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.
Officer Peter Hewitson from County Durham Fire and Rescue Service also attended the Meeting to give Members information about how the Fire Service and the Police have worked together to deal with the recent spate of arson attacks and hoax calls to the emergency services. Officer Hewitson offered to attend the Monthly Meeting of the Parish Council once every three months to give Members an update on the work of the Service in the Parish area.

4 Quality Parish Status/Charter for Parish Councils (Presentation)

Mr. Tom Toward from the Durham County Association of Parish & Town Councils (D.A.P. & T. C.) attended the Monthly Meeting by invitation to give Members a talk about the necessary requirements from Members and Parish Clerks of those authorities that are seeking to achieve Quality Parish Status. Mr. Toward outlined the different means by which Parish Clerks could undertake the A.Q.A. Certificate in Local Administration, the time scales involved with the different methods of study and the other criteria, including Member Training, to be met in order to achieve Quality Parish Status.
Mr. Toward also gave Members a detailed insight into the means other than Quality Status whereby Parish Councils could negotiate with the principal local authorities about taking over responsibility for local services and funding in the Parish Area. He also indicated that it would be several months before Parish Councils knew how the review of local government would change the situation in the North East of England.

6 Matters arising
a. The Clerk reported to Members that he had arranged to meet a representative from County Council Service Direct to mark out the locations for the Village Stones.
b. The Clerk reported to Members that a Public Notice about the proposed sale of land in front of the Old School, Tursdale had been published in the Northern Echo on March 11th 2004. Objectors to the sale of land should notify the Parish Clerk in writing by March 31st 2004.
c. The Clerk reported to Members that a letter of thanks had been received from Mrs. Sheila Dodds, wife of Chief Inspector Dodds from the Durham Constabulary. The letter referred to the bouquet of flowers sent by the Parish Council.

The Clerk informed Members that an invitation had been received from Durham City Council to renew the refuse collection arrangements in place for Bowburn Cemetery.
The invitation refers to the financial year ending on March 31st 2005.
Resolved that the refuse collection arrangements with Durham City Council for Bowburn Cemetery be renewed for the year ending 31st March 2005 at a cost of £120.00 plus VAT, an increase of 6.8% from £112.40 for the current year.

2 Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been no Criminal Offences reported in Cassop, no Criminal Offences reported in Parkhill and 3 Cases of Criminal Damage, 1 Case of Assault, 1 Case of Burglary (Home), 5 Cases of Theft, 1 Case of a Theft of a Car and 1 Case of Theft from a Car in Bowburn.
Members of the Parish Council discussed the worsening state of communications with the Police, illustrated by the case wherein a request for Police to attend and deal with an offence at Parkhill was met with the question from Police Control in Durham “Where is Parkhill?”
Resolved that the Clerk be instructed to write to Assistant Chief Constable Stoddart to complain about the lack of local area knowledge displayed by some Control Room Response Staff and its effect upon public confidence in the Police.
P.C. Cockburn was asked to increase patrols around the Depot Allotment Site in the wake of the recent arson attacks there.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.

3 Minutes of the Monthly Meeting held on 17th March 2004

Resolved that the Minutes of the Meeting of the Parish Council held on 17th March 2004 be agreed and signed as a true and accurate record.

4 Matters arising
a.The Clerk reported to Members that Groundwork Trust had requested that a meeting be set up with local children in Parkhill to seek new comments about the design of the proposed BMX Track.
b.The Clerk reported to Members that an application for planning consent in respect of the Village Entrance Stone for the northern approach to Cassop had to be submitted to Durham City Council. Amongst other things, the City Council requires a detailed drawing or image of how the Stone would look once it is in place.
c.The Clerk reported to Members that a Site Meeting with an officer of Durham City Council had resulted in acceptance of the Bus Shelter being provided in a revised Bus Stop location further along Dallymore Drive in the direction of Henry Avenue, Bowburn.
The Clerk further informed Members that he is convening a further Site Meeting of all interested parties (Police, Bus Companies, County Council, Parish Council, City Council etc.) to achieve unanimous agreement about the new Shelter.

5 Parish Council Budget Statement 2004/2005

The Clerk circulated to Members a Budget Statement that itemised the expenditure items for the financial year ending on March 31st 2005. Members of the Finance & Forward Planning Sub-Committee have recommended the Budget Statement to Members of the full Parish Council for approval. The Statement also includes Parish Council Bank and National Savings Balances as at April 1st 2004, details of committed expenditure items still to be completely spent for the year ending March 31st 2004 and estimated income for the year ending March 31st 2005.
Councillor Armstrong asked for an explanatory note about the Depot Site Fencing costs to be attached to the Budget Statement, indicating that the fencing replacement costs were being defrayed out of accumulated allotment rental income received by the Parish Council since it acquired the allotments from British Coal in December 1997.
Councillor M. Robinson declared a personal interest in the matter under discussion due to her position as Secretary of Bowburn Community Association. Councillor Syer declared a personal interest in the matter under discussion due to his membership of Bowburn Community Association. Councillor George Marsden declared a personal interest in the matter under discussion due to his membership of Cassop Community Centre. Councillor J. Robinson declared a personal interest in the matter under discussion due to his position as an allotment tenant at the Depot Allotment Site.
Resolved that the Parish Council approves the Parish Council Budget Statement 2004/2005 as recommended by the Finance & Forward Planning Sub-Committee.

Allotments

The Clerk informed Members that allotment no. 39 on the Depot Site had been recently cleared of abandoned hay deposits, a derelict stabling shed, tarmac deposits and abandoned asbestos sheeting. The clearance had been arranged in response to the concerns of other allotment tenants and Parish Councillors about fire and vandalism risks.
It is intended to split the site into two halves in due course with one half of the site available for normal cultivation and the other half left as fallow land.
Asbestos deposits have also been removed from allotment no. 37A, before the site is relet.

It was proposed by Councillor H. Armstrong and seconded by Councillor S. Robinson that Councillors M. Robinson and W. Tickell be Delegates to the County Association. Councillor Tickell proposed and Councillor M. Robinson seconded a motion that Councillors S. Raine and S. Robinson be also nominated as Delegates. It was agreed that all four Members would be available as Delegates to the County Association and the Durham District Association of Parish Councils.

2 Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 2 Cases of Criminal Damage in Cassop, no Criminal Offences reported in Parkhill and 4 Cases of Criminal Damage, 1 Case of Assault, 3 Cases of Burglary (Home), 4 Cases of Theft, 1 Case of a Theft of a Car and 2 Cases of Theft from a Car in Bowburn. Inspector West also attended the Meeting in order to answer Members’ questions.
The Clerk read out to Members a letter received from Inspector Blakey at Aykley Heads. The letter gave an explanation about a previous request for Police to attend and deal with an offence at Parkhill. The request for assistance had been met with the question from Police Control in Durham “Where is Parkhill?” Inspector West gave Members further details about how the new Call Response System works and how it would develop in the future.
Members thanked Inspector West and P.C. Cockburn for their attendances at the Meeting.

3 Minutes of the Monthly Meeting held on 21st April 2004

4 Matters arising
a.The Clerk reported to Members that a Draft Licence Agreement had been received from the City Council concerning the location of the Village Entrance Stone on the grassed land in front of the bungalows at Dene View, Cassop.
In addition, photographs and general dimensions for a Specimen Village Stone had also been submitted to the City Council.
b.The Clerk reported to Members that Durham City Council has notified the Parish Council about the final cost for installation of the new Roadside Seats in front of Bowburn Community Centre. The installation costs of £300 (excluding VAT) and the purchase costs for the two seats will be recovered from the Motor Insurance Policy of the driver who had demolished the old seats in a road traffic accident last year.
c.Councillor Syer informed Members that he had received e-mail correspondence from County Councillor Dennis Morgan about the possibility of accepting sponsorship for the placement of some flower tubs near the Prince Bishops Guest House. The Clerk was instructed to pursue the matter to see if the City Council or the Parish Council could place flower tubs at the desired spot.
d.The Clerk raised the matter of possible sponsorship of the Beautiful Durham Competition for 2005. Members were asked whether they wished to offer a cash sum in sponsorship of the Competition as well as preparing the Inscribed Parish Shields and Certificates of Merit for Local Parish Winners. Resolved that the Parish Council agrees to sponsor the Beautiful Durham Competition for 2005.
e.The Clerk reported that he had received a letter of thanks from Mrs. Anne Chalder at Bowburn Library in respect of the Parish Council’s donation towards the Library’s Easter Card Competition 2004. The letter also thanked Parish Councillors Stanley Robinson and William Temporal who judged the entries in this year’s Easter Card Competition.

5 Bowburn Regeneration

Members discussed the latest developments concerning the Bowburn Regeneration Proposals. The Clerk gave Members details of the response that he had received from the Chief Executive of Durham City Council to the Parish Council’s letter about Bowburn Regeneration. The Parish Council had expressed its concerns to Durham City Council about the lack of direct notification about Bowburn Regeneration, despite the promises on general consultation set out in the Proposed Charter for Parish Councils.
The Chief Executive of Durham City Council indicated that a number of Parish Councils had not yet given a response to the proposals set out in the Charter, so that it was premature to rely upon implementation of the Charter at this stage.
Councillor Syer arranged with the Clerk that copies of his progress report on Regeneration Proposals would be sent to all Members individually by surface post or e-mail in order that they could update themselves before the next Monthly Meeting
Resolved that the Chief Executive of Durham City Council be invited to the next Monthly Meeting of the Parish Council on 16th June 2004 at Cassop Community Centre.

6 Footpaths

Members of the Parish Council discussed the recommendations of its Lighting and Footpaths Sub-Committee about tidying up and clearance work required on local footpaths as well as a proposed new Footpath no. 39.
Resolved that the Chairman and the Clerk liaise on the preparation of a Parish Paths Grant Application for 2004 in order to secure finance from the County Council for the measures discussed by Members and it was also
Resolved that the Parish Council accepts the recommendations contained in the reports of its Lighting and Footpaths Sub-Committee.

7 Sale of Land at Tursdale

Allotments

The Clerk informed Members that a valuation of £20,000 had been received from the District Valuer in respect of the strip of land in front of the Old School, Tursdale.
It was resolved that the request of the prospective purchaser of the strip of land that the Parish Council bear its own legal costs and charges in connection with the sale be refused.
Members felt that the Parish Council’s Internal Auditor and External Auditor would criticise any sale arrangements that fell short of the “Best Price” that could be obtained as required under Section 123 of the Local Government Act 1972.
The Clerk informed Members that he had sought further advice from the District Valuer concerning any effect on the valuation price that would occur if the purchaser could buy the strip of land in front of the Old School House and the Old School at Tursdale.
Mr. Gibson, the District Valuer involved with this matter, sought specialist advice from other colleagues in the Valuation Office. He has subsequently informed the Clerk that if the purchaser can supply documentary evidence that he has previously secured right of access across the land at the time of purchase of the Old School & the Old School House, then the stated valuation price of £20,000 would not change.

8 Allotments, Garages & Cemetery

Allotments

The Clerk informed Members that reminders had been issued to those allotment and garage tenants who had not paid their annual rent demands by April 30th 2004.
The Clerk also informed Members that arrangements had been made with Durham City Council to clear away the burnt out garage debris left on allotment no. 29B at the Depot Site. Councillor Syer suggested that the Parish Council should offer that particular tenant a one-off cash payment by way of apology due to the fact that necessary fencing repairs on his allotment plot had taken several weeks to be done. The delay in doing repairs to the fence (which was also damaged by fire) has been due to circumstances outside of the Parish Council’s control.
Resolved that the sum of £20.00 be offered to the relevant tenant as a gesture of apology.

3 Minutes of the Monthly Meeting held on 16th May 2004

Councillor Syer asked that, after Item 10 (Planning Applications) in the Minutes of the Monthly Meeting held on 16th May 2004, a note should be inserted, as he had requested at the Meeting, indicating that he reserved his position on the planning application from Messrs. Johnson Brothers concerning the proposed erection of agricultural dwellings at Quarrington Farm. Councillor Syer took no part in any discussion by Members on this planning application.
Resolved that the Minutes of the Meeting of the Parish Council held on 16th May 2004 be amended accordingly.

4 Matters arising

a.The Clerk reported to Members that the approved amendments to the Annual Accounts for the year ended 31st March 2004 discussed by Members of the Parish Council at the Parish Council’s Annual General Meeting on 19th May 2004 had been implemented.
Resolved that the action be noted.

b.The Clerk reported to Members that a Site Meeting concerning the proposed new Bus Shelter had taken place today at Dallymore Drive, Bowburn. Representatives from the County Council, Parish Council, the Police Authority and the Bus Company had been present. All parties present were in agreement that the Shelter could be erected at the revised location, providing that concerns about overhanging branches of the nearby tree were resolved. The approved location did not obstruct the entrance gate of the nearby field.

c.The Clerk informed Members that a site visit had also taken place at the Prince Bishop Guest House, Bowburn with the proprietor, Mr. Richardson, about the siting of the flower tubs that he wished to sponsor. The Clerk is seeking the appropriate permission from the Highway Authority about the siting of the tubs.

d.The Clerk informed Members that the Village Entrance Stones had nearly all been quarried and County Council approved metal Village Name Plates have been attached to five of the Stones. The Parish Council is still awaiting the receipt of the required planning consent from Durham City Council about the location of the Village Entrance Stone at the northern approach to Cassop.

5 Bowburn Regeneration

Members welcomed Mr. Brian Spears, the Chief Executive of Durham City Council, who had attended the Monthly Meeting at Members’ invitation to give a talk about the City Council’s role in the Bowburn Regeneration proposals.
Mr. Spears circulated to Members and the Parish Clerk a City Council Report called “Let’s Change Bowburn”. The Report gave details of local community consultation events carried out in recent months by the City Council’s SRB6 Community Team.
Mr. Spears spoke to Members at length about the timescale of recent events and the receipt by the City Council of Government Funding to finance Regeneration Proposals for the Village. Mr. Spears informed Members about the City Council’s Partners in the Villages Regeneration Plan i.e. Messrs. Keepmoat Partnerships and Hassel Lloyd Partnerships. The SRB6 Community Team working with local residents and elected representatives had established the Bowburn and Parkhill Community Partnership.
Members expressed their concerns about the City Council’s lack of direct consultation with the Parish Council about the Regeneration Proposals, despite the promises and assurances contained in the Proposed Charter for Parish Councils published last year by the City Council. Mr. Spears assured Members that there had been no deliberate attempt by City Council Officers to leave Members of the Parish Council out of the consultation process and he promised that, in future, the Parish Council would be fully informed about the progress of Regeneration Proposals.
Mr. Spears answered questions about the Regeneration Proposals from various Members of the Parish Council.
The Chairman thanked Mr. Spears for his attendance at the Monthly Meeting, whereupon he left the Meeting.

The Clerk informed Members that, apparently, some informal approaches had been made to the fencing contractor on the Depot Site by allotment tenants seeking the provision of wider gates on their plots as part of the Fencing Replacement Programme on the Site.

2. Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been no Reported Offences in Cassop, 1 Case of Burglary (Home) and 1 Case of Theft in Parkhill and 7 Cases of Criminal Damage, 1 Case of Burglary (Home), 4 Cases of Burglary (Other), 5 Cases of Theft and 1 Case of a Theft of a Car in Bowburn.
Resolved that Chief Inspector Dodds be invited to the September 2004 Meeting of the Parish Council to give Members a talk on the new “Streetsafe” Initiative.
Members thanked P.C. Cockburn for his attendance, whereupon he left the Meeting.

3. Minutes of the Monthly Meetings held on 19th May 2004 and 16th June 2004

The Clerk informed Members that the Minutes of the Meeting of the Parish Council held on 19th May 2004 had been amended in accordance with Councillor Syer’s request.
Accordingly, it was resolved that the Minutes of the Meetings of the Parish Council held on 19th May 2004 and 16th June 2004 be agreed and signed as a true and accurate record.

4. Matters arising
a.The Clerk reported to Members that the official date for public inspection of the Annual Accounts of the Parish Council for the year ended 31st March 2004 had been set for the four week period commencing 9th August 2004.
Resolved that the information be noted.
b.The Clerk reported to Members that a price quotation has been recommended by Durham City Council in respect of the construction of the proposed new Bus Shelter at Dallymore Drive, Bowburn. The recommended quotation from Messrs. Commutaports Ltd. of Glasgow for supply and installation of a 3 Bay Enclosed Flat Roof Shelter with two openings is for the sum of £2,138.00 plus VAT.
Resolved that the recommended price quotation for the Bus Shelter from Messrs. Commutaports Ltd. be accepted.
c.The Clerk informed Members that he had been notified by the County Council’s Street Lighting Section that the new Street Lighting Column at Holmfield Villas, Coxhoe had been installed in error on a piece of land in private ownership.
The Clerk was instructed to find out from the owners of the land in question, Messrs. D. & J. Franks (Builders) of Gilesgate, what financial terms they would require in order to allow the Lighting Column to remain on the site.
d.The Clerk informed Members that he had commenced discussions about a possible inter-authority arrangement concerning Grasscutting in some Parish Areas.
Resolved that the Parish Council approaches the County Council once again to explore the possibility of a joint arrangement between the Parish Council and the County Council concerning the employment of a Lengthsman for the Parish Area.
e.The Clerk introduced Mrs. Fiona Neasham, the newly appointed Local Strategic Partnership Co-ordinator, to Members of the Parish Council. Mrs. Neasham is employed by the Durham City Council for Voluntary Services.
Mrs. Neasham spoke to Members of the Parish Council about the role of the Local Strategic Partnership within the community and the areas of activity with which it will involve itself. LSP is an enabling force, which seeks to engage local organisations, community groups and individuals in dialogue about their need for improvements in cultural development, public protection and the local economy etc. Mrs. Neasham indicated that a Community Plan is expected to be finalised by September 2004.
Members thanked Mrs. Neasham for attending the Meeting and informing them about the Local Strategic Partnership.

5.Bowburn Regeneration

Councillor Syer gave Members an update on this continuing matter.

6.Sales of Land

The Clerk informed Members that the occupiers of the Old School House, Tursdale, wished to purchase the strip of land in front of the Old School House as well as the strip of land adjacent to the Old School House.
Resolved that Members of the Parish Council arrange a site visit to Tursdale on Wednesday, 4th August 2004 to view the areas of land being sought by the occupiers of the Old School House.
The Clerk informed Members that he had received no further information about the potential sale of the small strip of land at Steavenson Street, Bowburn connected to the proposed housing development there.

7. Allotments, Garages & Cemetery

Allotments

The Clerk informed Members that he had approached the Government Office (North East)(G.O.N.E.) once again asking them to reconsider their refusal to give consent to the sale of allotment land to the occupier of 61, Ramsey Street, Tursdale. The Clerk informed Members that there was no longer a Waiting List for Allotments at Tursdale. The sole person on the previous Waiting List has been allocated an allotment given up by a former tenant due to health problems. The removal of the Waiting List may provide sufficient grounds for G.O.N.E. to reconsider their earlier decision.
The Clerk was instructed to contact Durham City Council concerning complaints from some tenants on the Depot Allotment Site that old fencing debris and used cement bags had been left on site by the contractor after the second phase of the fencing work had been completed.

Garages

The Clerk informed Members that the tenant of Garage no. 5 on the Depot Site had been served with one calendar month’s Notice to Quit due to non-payment of rent.

2 Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 1 Case of Criminal Damage and 1 Case of Burglary (Other) in Cassop, 5 Cases of Criminal Damage and 2 Cases of Theft in Parkhill and 6 Cases of Criminal Damage, 2 Cases of Burglary (Home), 1 Case of Assault and 2 Cases of Theft in Bowburn.
Inspector Dodds also attended the Monthly Meeting to give Members a presentation on the new “Streetsafe” Crime Prevention Initiative and show a video about the initiative. A discussion about matters related to the Streetsafe Initiative between Inspector Dodds, P.C. Cockburn and Members of the Parish Council followed after the showing of the video.
Members thanked Inspector Dodds and P.C. Cockburn for their attendance, whereupon they left the Meeting.

3 Minutes of the Monthly Meeting held on 21st July 2004

Resolved that the Minutes of the Meetings of the Parish Council held on 21st July 2004 be agreed and signed as a true and accurate record.

4 Points to note
a.The Clerk reported to Members that he had received a telephone call from Messrs. D. & J. Franks of Gilesgate concerning the piece of land at Parkhill where a new Street Lighting Column has been erected. The caller indicated that the Company wished to receive a one-off cash payment from the Parish Council, instead of an annual Wayleave payment, as an acknowledgement for siting the Lighting Column on the Company’s land.
Some Members informed the Monthly Meeting that local residents in Parkhill had undertaken a Search of Title Deeds at the Local Land Registry and, apparently, there was no trace of a Title Deed in the name of Messrs. D. & J. Franks concerning the piece of land in question.
Resolved that the Clerk be instructed to write to Messrs. D. & J. Franks to seek clarification about the Title Deed.
b.The Clerk reported to Members that he had received correspondence from Durham County Council concerning the anticipated joint costs of employing a Community Highways Worker.
The total estimated annual cost for one employee currently runs at approx. £25,000. The total cost is reduced by deducting standard annual maintenance charges spent on roads in the Parish and dividing the remaining cost equally between the County Council and the participating Parish Council. The County Council is examining the viability of sharing a Community Highways Worker between the County Council and one, two or even 10 participating Parish Councils.
Resolved that the information be noted.
c.The Clerk informed Members that he had been notified by NALC & the Society of Local Council Clerks that agreement had been reached with the National Joint Council for Local Government Services (NJC) on a two-stage pay award for Parish Council Clerks. The first stage award was backdated to 1st April 2004 and the second stage award was due to be implemented on 1st April 2005. The Clerk left the Meeting Room whilst Members discussed the information received.
Resolved that the Parish Clerk’s Pay Award be implemented from the dates shown above.
d.The Clerk informed Members that he had received a letter of reply from Durham County Council responding to Members’ concerns about the recent closure of Bridleway no. 35 at Quarrington Hill. The Clerk passed a copy of the e-mail letter from the County Council to Councillor Armstrong for his information.

5 Audit of Accounts 2003/2004

1)Annual Return

The Clerk reported to Members that he had sent the Certified Annual Return for the Parish Council in respect of the year ended 31st March 2004 to the External Auditors, Messrs. HLB AV Audit p.l.c. of Southampton. The Clerk mentioned that the Return gave a Certified Statement of Assurances that, amongst other things, Members of the Parish Council were satisfied that appropriate internal controls governing the Council’s Financial Systems were in place and that expenditure incurred by the Parish Council was legal and within approved budgets.

2)Report of Internal Auditor

The Clerk reported that the Internal Auditor had made comments about various points of procedure whilst examining the accounts and financial records of the Parish Council for the year ended 31st March 2004. He recommended that the Clerk should present an Annual Budget Report for each forthcoming financial year to Members of the Parish Council at the same Monthly Meeting where they considered the amount of the Annual Precept to be levied upon Durham City Council.

The Internal Auditor also mentioned that, for certain legal reasons, the term “matters arising” should no longer be used as a Monthly Agenda Item. It should be replaced by another term such as “Points to note”. All of the recommendations made by the Internal Auditor will be implemented as soon as possible.
Resolved that the Report and Recommendations of the Internal Auditor be accepted and the action of the Clerk in submitting the Annual Return for 2003/2004 be approved.

6 Sales of Land

The Clerk informed Members that, for the time being, the occupiers of the Old School House, Tursdale, have decided that they do not wish to purchase the strips of land in front of and at the side of the Old School House. They are continuing to purchase the strip of grassed land in front of the Old School.
The Clerk notified Members that he had made arrangements to advertise the sale of this piece of open space land in accordance with the recommendation of the Parish Council’s legal representative. Any objectors to the proposed sale were asked to notify the Clerk of their objections in writing on or before September 15th 2004. The Parish Clerk has received no objections to the proposed sale.
Resolved that the information be noted and that the sale of the strip of grassed land in front of the Old School, Tursdale should proceed as soon as possible.

The Clerk also notified Members that the District Valuer’s Report on the sale of the strip of Parish Council owned land at Steavenson Street, Bowburn recommended that the sale value of the land should be in the sum of £2,900.
Resolved that the District Valuer’s Report on the sale of land at Steavenson Street, Bowburn be accepted and the Parish Council’s legal representative is notified accordingly. The Parish Council agrees to sell that parcel of land at the foot of Steavenson Street, Bowburn that is mentioned on the District Valuer’s Report to Hedley Park Developments.

P.C. Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 1 Case of Criminal Damage and 1 Case of Burglary (Home) and 2 Cases of Theft in Cassop, 2 Cases of Criminal Damage in Parkhill and 6 Cases of Criminal Damage, 1 Case of Arson and 4 Cases of Theft in Bowburn.
P.C Cockburn recommended the introduction of locked suggestion boxes at Bowburn and Cassop Community Centres. The boxes can be used by members of the public to pass on information in confidence to the Local Beat Officer. Keys to the suggestion boxes would be held only by the Local Beat Officer.
Resolved that (1) the suggestion boxes are put in place as soon as possible.
(2) Clare Peaden, the Anti- Social Behaviour Officer at Durham City Council is invited to attend the next meeting of the Parish Council to give a talk about her role with Durham City Council.

Beth Davidson of Durham City Arts attended the Monthly Meeting to give Members a presentation about a Sensory Trail Project that she is seeking to set up. Beth described to Members the items of local heritage interest for Villages in the Parish that she wishes to draw to the attention of local residents and visitors. She is seeking photographs and documents of local historical interest as well as attempting to set up Walking Trails in the Parish Area. Beth is hoping to connect the information from adjoining Parishes into a City Wide Trail, which gives visual and aural information about the places in which we live.

4 Minutes of the Monthly Meeting held on 15th September 2004

Councillor Syer asked that the word “footpath” be submitted for the word “towpath” shown in the Clerk’s report on Allotments in the Minutes of the September 2004 Meeting be made.
Resolved that the appropriate amendment to the Minutes of the September 2004 Meeting be made.

5 Points to note

a.The Clerk reported to members that he had received
correspondence from Messrs. Swinburne Maddison of North
Bailey, Durham, indicating that they hold pre-registration deeds
in respect of the land at Holmfield Villas, Coxhoe where the new
Street Lighting Column has been installed.
Messrs. D.& J. Franks have previously stated that they own the land
and they require a one-off payment in acknowledgement of that fact
from the Parish Council so that the Street Lighting Column can remain on the land.
Resolved that the information is noted.
b. The Clerk reported to Members that he had received clearance from the Office of Mr. Gerry Steinberg M.P. to respond to a request from Mrs. Carrie Whitfield for details of the Parish Council’s reply to the letter entitled “Bowburn” sent to Mr. Steinberg from Mr. V.O.S.Jones, Chief Executive of C.I.S.W.O., on the 19th August 2004.
The Clerk wrote to Mrs. Whitfield on 21st September 2004 outlining the Parish Council’s reactions to the inaccuracies and scurrilous
remarks set out in Mr. Jones’ letter concerning Parish Council matters.
Resolved that the action of the Clerk is confirmed.
c. The Clerk informed Members that all of the Village Entrance Stones had now been installed at their approved locations throughout the Parish Area. The Clerk also reminded Members that Durham City Council had promised to make a 50% contribution towards the cost of the Stones and this money had been applied for.
Resolved that the information is noted.
d. The Clerk also informed Members that Tesco Motor Insurances had reimbursed the cost of replacement and installation of the roadside
seats demolished in a traffic incident in Bowburn in 2003 a sum of £1,497.12).

6 Bow Street/ Burn Street Project

The Clerk reported to Members that Messrs. Burns Architects of Castle Eden have been appointed as planning supervisors in respect of the Bow Street/Burn Street Project.
The Clerk also informed Members that a Meeting between Members of the Parish Council, Groundwork East Durham and some Bowburn residents had taken place on 22nd September 2004 in order to finalise the layout of the Bow Street/Burn Street Site.
In addition, a Living Spaces Grant has been approved in respect of the Project.
Resolved that the information is noted.

7 Bowburn/Parkhill Community Partnership

Members of the Parish Council discussed the issues raised at recent meetings of the Bowburn/Parkhill Community Partnership that they had attended.

The Clerk read out to Members a letter from Mr. Paul Dawe, Chair of the Bowburn/Parkhill Community Partnership, received in response to a letter of complaint sent to him by the Parish Council. The Parish Council’s letter referred to comments allegedly made by another officer of the Bowburn/Parkhill Community Partnership about the attendance of people at Meetings of the Bowburn/Parkhill Community Partnership.
Mr. Dawe’s letter of reply did not address the Parish Council’s concerns as set out in its letter of complaint.

8 Section 137 Donations

Members of the Parish Council considered the annual list of applications received from Community Groups, Local Schools and other organisations seeking financial assistance.
The Parish Council has power to make general donations for “the benefit of the Community” under Section 137 of the local Government Act 1972 (as amended).
Resolved that a grant £125.00 should be awarded to each of the following Schools and Community Groups:

Resolved that the sum of £100 should be awarded to the City of Durham to promote a Beautiful Parish Section in the Beautiful Durham Competition 2005.

9 Allotments, Garages & Cemetery

Allotments

The Clerk informed Members that the Office of the Deputy Prime Minister (ODPM) has
considered a fresh application from the Parish Council for consent to sell the garden plot
at the rear of 61 Ramsey Street, Tursdale to the sitting tenant
OPDM has now granted consent to the sale, subject to current valuation of the garden plot.
The Clerk pointed out to Members that the District Valuer has previously valued the plot in
1998. The Clerk also pointed out that it would be unfair to ask the applicant to pay two
sets of valuation fees, as part of the time lapse between the two valuations is due to the
original refusal of ODPM to grant consent to the sale in 2003.
Resolved that the applicant for purchase of the garden plot at the rear of 61, Ramsey
Street, Tursdale be asked to pay the cost of the current valuation in addition to other fees
and disbursements in connection with the sale and the Parish Council should bear the
cost of the original valuation.

The Clerk reported to Members that he received a letter from Mrs. B. Athey of Front
Street, Cassop regarding the “Council Land that is to be released for potential
Development and building plots”. Mrs. Athey enquired whether the (Parish) Council is
making provision for an alternative garage site or a safe off road parking facility?
Members noted that the Council Land to be released for development is in City Council
ownership and the need to address Mrs. Athey’s concerns lies with that authority.
Resolved that Mrs. Athey be notified of the correct situation concerning any
responsibility for making alternative garage/parking provision available.

Minutes of the Meeting of Cassop cum Quarrington Parish Council held on Wednesday 17th November 2004 in Bowburn Community Centre at 7 p.m.

Present: Councillors Armstrong, G. Marsden, Raine, J. Robinson, M. Robinson, Shutt, Syer and Tickell (Councillor M. Robinson in the chair).

2.Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 1 Case of Burglary (Home) and 1 Case of Theft in Cassop, 1 Case of Assault in Parkhill and 3 Cases of Criminal Damage, 2 Cases of Assault, 3 Cases of Theft and 3 Cases of Arson in Bowburn.
P.C. Cockburn informed Members that Durham Constabulary is introducing a Community Cycle Pilot Scheme. Locally, Cycle Patrols will operate in the Bowburn and Sherburn areas. The Constabulary is seeking funding assistance for provision of protective clothing and headgear for Officers working in these areas.
Councillor Tickell proposed and Councillor G. Marsden seconded a motion that the sum of £250.00 is given to the Durham Constabulary Community Cycle Pilot Scheme.
Resolved that the sum of £250.00 is given as a funding contribution to the Community Cycle Pilot Scheme.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.
The Clerk informed Members that Mrs. Clare Peaden, Durham City Council’s Anti-Social Behaviour Officer, will be able to attend the January 2005 Meeting of the Parish Council to give Members a briefing about her role in the Public Protection Scheme for the area.

3.Minutes of the Monthly Meeting held on 20th October 2004

Resolved that the Minutes of the Meeting of the Parish Council held on 20th October 2004 be agreed and signed as a true and accurate record.
The Clerk reported to Members that the approved amendment to the Minutes of the Meeting held on 15th September 2004 had been done and the amended Minutes had now been signed by the Chairman as a true and accurate record.

4.Points to note
a.The Clerk reported to Members that the work required to provide a tarmac footpath allowing access to the relocated Bus Stop in Dallymore Drive, Bowburn is scheduled to start in week commencing December 6th 2004. When the tarmac footpath is in place, a new Shelter will be installed over the unprotected Bus Stop.
b.The Clerk reported to Members that Messrs. Smiths Gore had written to the Parish Council acknowledging that the Coal Authority were entitled to 75% of the gross sale proceeds of the parcel of land at Steavenson Street to be sold by the Parish Council to Messrs. Hedley Park Developments.
c.The Clerk reported to Members that he had received information from Durham City Council concerning the anticipated reorganisation of Parish Wards in Cassop-cum-Quarrington Parish as a result of recommendations made to the Secretary of State by the Local Government Commission.
A brief discussion among Members ensued about the proposed changes and the expected timetable for the changes.
d.The Clerk reported to Members that concerns had been raised about whether the Bede Terrace Centre was still in operation as it had not sought a financial donation from the Parish Council in 2004 under powers contained in Section 137 of the Local Government Act 1972 (as amended).
Resolved that the Clerk be instructed to write to the Secretary of the Bede Terrace Centre seeking clarification of it’s current organisational status.

5.Bowburn Centenary and Special Events 2005

Members held a brief discussion about the possibility of organising special events to mark the Centenary of Bowburn and Special Anniversaries due in 2005.
Members noted that no national plans have been announced to commemorate the 60th Anniversary of the End of the Second World War in 1945.
Resolved that a more detailed discussion about Bowburn’s Centenary Celebrations be held at the December 2004 Meeting of the Parish Council.

6.BMX Cycle Track at Parkhill

The Clerk gave details to Members of an updated cost estimate for the purchase and installation of the BMX Cycle Track at Parkhill, including the cost of seating provision, grass seeding, professional fees and one year’s maintenance costs for the Track.
The cost estimate totalled £18,973 (to the nearest £). A grant has been received from Barclay’s Bank to assist with funding of the Scheme and the Parish Council has set aside a sum of £6,500 from within its Budget for this Project. The Parish Council is to re-apply to Durham City Council’s Heart of the Villages Fund for a grant to meet the funding shortfall for the Project.
The Clerk also reminded Members that the first seven years of a lease of part of Parkhill Recreation Ground (where the Track is to be installed) is given to the Parish Council at a peppercorn rent, but a longer lease will be charged at a full market rental with additional Land Registration Fees to be paid.
Resolved that the cost estimate of £18,973 be accepted and that the Clerk be instructed to re-apply to the City Council for a Heart of the Villages Grant to meet the funding shortfall for the Project. The Clerk is also instructed to notify the Director of Legal Services at Durham City Council that the Parish Council will seek a lease of seven years of the part of Parkhill Recreation Ground where the BMX Track is to be installed.

7.Bowburn Regeneration

Members held a brief discussion on the latest developments concerning the Bowburn/Parkhill Community Partnership.

Allotments

The Clerk informed Members that the purchaser of the allotment garden in front of no. 61, Ramsey Street, Tursdale requires planning permission for a change of use of the land from agricultural purposes (the allotment) to residential purposes (the garden).
Resolved that the position be noted.
The Clerk informed Members that arrangements were in hand to repair the allotment fencing on the Depot Site that has been damaged recently by fire. Repairs will be estimated to cost £250.00 and work should commence in the week commencing November 22nd 2004.
Members enquired about the possible drawbacks involved with restricting access to the footpaths running through the Depot Allotment Site. There were concerns about problems associated with vandalism on the Allotment Site and dog fouling on its footpaths.
Resolved that the Clerk be instructed to write to the Director of Legal Services at Durham City Council to seek advice about legal problems which may be encountered if access to the allotment footpaths is restricted by the Parish Council.

3 Minutes of the Monthly Meeting held on 17th November 2004

Councillor Syer asked that Item no. 8 included in the Minutes of the Meeting held on 17th November 2004, which referred to the discussion about the possible restriction of access to the footpaths on the Depot Allotment Site should refer to Members’ concerns about vandalism on the site as well as dog fouling problems.
Resolved that the Minutes of the Meeting of the Parish Council held on 17th November 2004 be amended accordingly.

4.Points to note
a.The Clerk reported to Members that the work on the new Bus Shelter at Dallymore Drive, Bowburn had been completed, but the Bus Stop itself is awaiting relocation.
b.The Clerk reported to Members that he had supplied further information to the Director of Legal Services at the City Council about the location of the pathways on the Depot Allotment Site. Members of the Parish Council are considering the possibility of restricting access to the pathways on the Site in order to reduce the problems of vandalism and dog fouling on the Site.
c.The Clerk reported to Members that he had received a response from the Secretary of the Bede Terrace Centre concerning its continuing operation. The Secretary confirmed that Bede Terrace Centre is still active and that it still operates a separate bank account for the Centre’s activities.
Resolved that a financial donation of £100.00 be given by the Parish Council under powers contained in Section 137 of the Local Government Act 1972 (as amended).
d.The Clerk reminded Members that they had deferred from the November 2004 Meeting a discussion about possible funding assistance for Celebration Events for the Bowburn Centenary in 2006 and other Special Events in 2005. After a discussion about the general use of available funds, it was Resolved that the Clerk should write to the Chairman of Bowburn PARC to consult that organisation about possible expenditure on Play Equipment for Bowburn.

e.The Vice-Chairman of the Parish Council, Councillor Tickell, gave Members of the Parish Council a partial summary of the proceedings of the Annual General Meeting of the Durham Association of Parish & Town Councils which took place recently at County Hall, Durham.

5.Parish Council Budget 2005/2006

Members held a discussion about the use of remaining Parish Council Funds in the Budget for 2004/2005 and expenditure plans to be included in the Budget for 2005/2006.
The Clerk reminded Members that the discussion of expenditure plans for the forthcoming financial year’s Budget should tie in with the timing of the Parish Council’s Approved Precept Levy upon Durham City Council for the same budget period. This revised arrangement for budget discussions was in accordance with the recommendation of the Parish Council’s Internal Auditor as a result of the Audit of Accounts for the 2003/2004 Financial Year.
Councillor Syer proposed a Motion and Councillor George Marsden seconded the Motion about a proposed increase in the Parish Council Precept for 2005/2006 from the City Council.
Resolved that Cassop-cum-Quarrington Parish Council seek an increase in its Annual Precept upon Durham City Council from £21,500 to £22,500.
Resolved that a Special Meeting of the Parish Council’s Finance & Forward Planning Sub-Committee be convened on Monday, January 10th 2005 at Bowburn Community Centre at 7 p.m. The Special Meeting will discuss in fuller detail the Parish Council’s expenditure plans for 2005/2006. All Members of the Parish Council shall be invited to attend and the Parish Clerk shall also be in attendance.

6.Parish Boundary Changes

The Vice-Chairman of the Parish Council, Mr. W. Tickell, inaugurated a discussion about the effects of proposed Parish Boundary Changes, which are expected to be recommended to Government by the Local Government Commission. It was recognised that the proposed creation of two wards covering the existing Parish Area would probably be effective after the date of the next County Council Elections in 2005.

The Vice Chairman, Mr. Tickell, reminded Members that the Chairman, Mrs. M. Robinson, is currently recovering in hospital after a serious operation and proposed a motion that Members of the Parish Council send her a bouquet of flowers and a get well card. Councillor G. Marsden seconded the motion.
Resolved that a bouquet of flowers and get well card be sent to Mrs. Robinson.

2. Police Consultation

P.C. Bruce Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 2 Cases of Theft in Cassop, 1 Case of Criminal Damage in Parkhill and 3 Cases of Criminal Damage, 1 Case of Assault, 1 Case of Arson, 1 Case of Burglary (Home), 2 Cases of Theft and 1 Case of Theft of a Car in Bowburn.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.
Clare Peaden, the Anti-Social Behaviour Officer from Durham City Council, also attended the Meeting by prior invitation. Clare gave Members a talk about the nature of her post with the City Council and how it interacts with the roles of other senior officers within the City Council’s Management Structure and with the Police. She explained how the different Departments of the City Council have changed their responses to complaints from members of the public about anti-social behaviour within the City of Durham area.
Members thanked Clare Peaden for her report, whereupon she left the Meeting.

3. Minutes of the Monthly Meeting held on 15th December 2004

4. Points to note
a.The Clerk reported to Members that correspondence had been received from the County Council’s Governor Link Officer inviting the Parish Council to nominate an MLA Community Representative to sit on the Governing Body of Bowburn Infant and Nursery School. The request had been received as a vacancy had arisen due to another Community Representative having become disqualified.
Resolved that Councillor Andrew Shutt be nominated to sit on the Governing Body of Bowburn Infant and Nursery School as an MLA Community Representative. Councillor Shutt accepted the nomination and the Clerk was instructed to make the necessary arrangements.
b.The Clerk reported to Members that he had received correspondence from the Highways Department of Durham County Council regarding the possibility of setting up joint arrangements for the employment of a Community Highways Worker. The County Council is sounding out the possibility of entering into a joint arrangement with several neighbouring Parish Councils about employment of a Community Highways Worker.
Resolved that the information be noted.

5. Freedom of Information Act

The Clerk reported to Members that the Freedom of Information Act came into force on 1st January 2005. All local authorities are obliged to adopt an Information Scheme with effect from that date.
The Clerk outlined to Members details of the obligatory core classes of information and the optional classes of information that should be made available to members of the public by virtue of the requirements of an Information Scheme.
After a discussion, it was resolved that the Clerk obtain information about a written Equal Opportunities Policy document and a written Health & Safety Policy Document which could be made available for public inspection.
It was further resolved that copies of the Model Publication Scheme for Parish, Town & Community Councils be sent out to Members of the Parish Council for information before a final resolution about adoption of a Scheme is made.

6. Parish Council Budget 2005/2006

Members held a discussion about the 2005/2006 Parish Council Budget Document, which contained details of proposed expenditure items as recommended by a Special Meeting of the Parish Council’s Finance & Forward Planning Sub-Committee held on Monday, January 10th 2005 at Bowburn Community Centre.
The Clerk circulated copies of the Parish Council’s proposed Budget Statement to Members for their approval.
Members requested that additional items be included on the list of expenditure commitments in the Budget Document in respect of plans for a Joint Community Highways Worker and an earmarked contingency sum for the cost of asbestos removal on the Depot Allotment Site.
Members also instructed the Clerk to write to the County Council’s Street Lighting Section to give the requisite period of notice to seek permission to place Hanging Flower Baskets on specified Lighting Columns at Cassop and Bowburn.
Resolved that the amended Parish Council Budget Document be approved.

7. Allotments, Garages & Cemetery

Allotments

The Clerk informed Members that arrangements to clear the asbestos debris on an allotment plot at the Depot Site recently ravaged by an arson attack would have to be delayed due to other ongoing work commitments of the specialised staff employed by the City Council’s Community Services Directorate. The Clerk has informed the tenant of the relevant allotment plot and advised him to keep his visits to the site to a minimum for health and safety reasons.
Resolved that the action taken by the Clerk to arrange the removal of asbestos material and other fire debris from the allotment on the Depot Site be approved. The Clerk is also instructed to obtain details of the current asbestos regulations from the City Council so that the Parish Council can re-evaluate its responsibility to its tenants about their safety on the Site.
The Clerk also read out to Members a letter from the City Council’s Director of Legal Services. The letter was received in reply to an enquiry about the possible legal consequences of restricting access of members of the public to the pathways on the Depot Site. Members of the Parish Council had been concerned about the recent instances of vandalism on the Depot Site as well as ongoing problems with dog fouling nuisance.
The letter from the Director of Legal Services indicated that one of the pathways on the Depot Site is an existing Public Right of Way (Footpath no. 11 which appears on the Definitive Map). The Right of Way could not be restricted by the Parish Council without the certainty of a legal challenge against the move and the use of other statutory powers to arrange the restriction of access to other non-designated pathways would be clearly unfair to those members of the public who do not cause dog-fouling nuisance.
Resolved that the plans to consider restriction of access to the pathways on the Depot Site be withdrawn.

13.Police Consultation

P.C. Stuart attended the Meeting, in the absence of P.C. Cockburn, to give Members a report on recent offences committed in the Parish area. He indicated that there had been 1 Case of Theft in Cassop, 2 Cases of Criminal Damage and 1 Case of Theft in Parkhill and 5 Cases of Criminal Damage, 1 Case of Burglary (Home) and 1 Case of Theft in Bowburn.
Members discussed the continuing problems associated with anti-social behaviour being experienced by people living in the vicinity of the derelict houses in Philip Avenue and David Terrace, Bowburn. Members were concerned that the houses, which were awaiting demolition by the City Council, were targets for groups of young people intent on causing nuisance.
Resolved that the Clerk be instructed to write to Clare Peaden, the Anti-Social Behaviour Officer from Durham City Council, to bring this matter to her attention as a matter of urgency, and ask for action to be taken by City Council Officers and the Police to resolve the problems.

Cleveland Land Services had commenced with site clearance works and other preparatory works on site. The estimated total cost of the project is £86,189 with funding being provided by:

16.Sale of Land at Tursdale

The Clerk reported to Members that Mr. & Mrs. Bell of the Old School House, Tursdale had resurrected their desire to purchase the strip of grassed land in front of the Old School House, as well as the parcel of land between Allotment no. 18 and the Old School House.
In addition, Mr. & Mrs. A. Richardson of 61, Ramsey Street, Tursdale had also notified the Clerk of their wish to buy the piece of land between Allotment no. 18 and the Old School House. Both Mr. Bell and Mr. Richardson expressed their wish to attend the February 2005 Monthly Meeting of the Parish Council in person.
During the discussion by Members of the proposed sales of land, Mr. Bell & Mr. Richardson were asked to vacate the Meeting Room, so that the matter could be discussed in private.
The Clerk read out correspondence submitted by Mr. Bell and Mr. Richardson in support of their applications.
Mr. Bell and Mr. Richardson were asked to re-enter the Meeting Room and Mr. Richardson was asked to speak in support of his application and give further information about his reasons for wishing to purchase the piece of land between Allotment no. 18 and the Old School House.
After Mr. Richardson had addressed Members of the Parish Council, both he and Mr. Bell were asked again to leave the Meeting Room.
After a further discussion of the matter by Members in private, it was resolved that the decision to sell the land at Tursdale be deferred until the Clerk has asked the Parish Council’s Legal Representative to verify that there is no remaining right of way across the land between Allotment no. 18 and the Old School House, Tursdale.

17.BMX Track at Parkhill

The Clerk informed Members that a Pre-Contract Start Meeting had been held at Bowburn Community Centre on 15th February 2005. The Meeting comprised the Parish Clerk, Mr. Tim Barker of Groundwork East Durham, the Contract Supervising Officer, and Representatives of Cleveland Land Services, who are the Contractors.
It was agreed that the expected start date for contract works would be Tuesday, March 1st 2005 and that the duration of the contract work would be approximately three works. The Representatives from Cleveland Land Services qualified their statement by adding that anticipated seasonal bad weather could delay the completion of works, depending upon the duration of the bad weather.
The estimated total cost of the Project is £25,835.34, which will be funded by:

 Barclays Sitesavers Grant £10,000.00
 Heart of the Villages Grant £6,500.00
 Parish Council (Budget Contribution) £6,500.00
 Parish Council (Additional Contribution) £2,835.34

The additional contribution from the Parish Council is required to meet a funding shortfall and it will be financed from within Contingency Balances for the current and the forthcoming financial years.

18.Freedom of Information Act

The Clerk reminded Members that they had deferred a decision to adopt a Publication of Information Scheme at their previous Monthly Meeting until further information had been received about a written Health & Safety Policy Document and a written Equal Opportunities Policy Document.
The Clerk informed Members that they were entitled to adopt a Publication Scheme whether or not they had such documents available for public inspection at the present time. The Clerk further informed Members that Parish Councils, which employed fewer than five people, were not obliged to prepare a written Health and Safety Policy in any event.
After a brief discussion, it was resolved that the Model Publication Scheme for Parish and Town Councils be adopted and that the Information Commissioner be notified accordingly.

25.Police Consultation

P.C. Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. The Vice-Chairman expressed his concerns to Members about the effects of the recent introduction of Durham Constabulary’s Centralised Communications System upon the Local Community.
He expressed concern about the slower response times to incident reports and reduced amount of local knowledge of call response personnel. After a brief discussion, it was resolved that the Clerk be instructed to write to the Chief Constable to express the Parish Council’s concerns about the recent changes to the Constabulary’s Communications System and enquire whether local phone contacts could be reinstated in the future.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.
Dr. A. W. Pollard and Mrs. Wendy Graham, the Practice Manager at Bowburn Medical Centre, attended the Monthly Meeting along with another colleague, to seek financial assistance from the Parish Council in connection with the installation of Security Lighting at the rear of the Medical Centre. Dr. Pollard and Mrs. Graham informed Members about recent incidents of anti-social behaviour in the vicinity of the Medical Centre.
Resolved that the Parish Council agrees to make a financial contribution of £500.00 to meet the cost of providing Security Lighting at the rear of the Medical Centre to help deter future incidents of anti-social behaviour in the area.

27.Points to note
1)The Clerk reported to Members that commencement of work on the BMX Cycle Track has been delayed until the beginning of April 2005 due to inclement weather in recent weeks.
2)The Clerk informed Members that he had received a letter of reply from Bowburn P.A.R.C. concerning their play equipment needs. The Secretary of Bowburn P.A.R.C., Mrs. Armstrong, indicated that the group had still not been able to finalise its lease negotiations.
Resolved that the Clerk contacts Mr. Brian Splevins at Durham City Council to enquire whether there will soon be progress on this ongoing lease problem with C.I.S.W.O.

28.Sale of Land at Tursdale

The Clerk reported to Members that he had received correspondence from Durham City Council’s Legal Services Department concerning the issue of Rights of Way across the strip of land between the Old School House and Allotment no. 18 at Tursdale. There is no recognised Right of Way across the land in question. However, Members were primarily concerned about whether any local residents or other persons enjoyed private rights appertaining to the land.
The Clerk informed members that only Mr. & Mrs. Brian Bell of the Old School House had come forward with any form of written agreement, entitling them to particular rights over the land. It is certain that only Mr. & Mrs. Bell are paying any form of annual acknowledgement to the Parish Council as landowner for the enjoyment of any privately agreed rights.
Resolved that the Clerk seeks the advice of the Parish Council’s Legal Representative about the correct way to ensure that any person who might enjoy private rights appertaining to the land can be identified.

29.Clerk’s Salary Award (effective from 1st April 2005)

The Clerk informed Members that he had received notification from the National Association of Local Councils (NALC) about a National Pay Award for Local Council Clerks effective from 1st April 2005. The Pay Award added 2.9% to the Clerk’s existing salary scale (LC1).
Resolved that the Pay Award be approved and the Clerk’s annual salary point be adjusted to the new scale with effect from April 1st 2005.

P.C. Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish area. He indicated that there had been 1 Case of Theft from a Car in Cassop, 1 Case of Criminal Damage in Parkhill and 4 Cases of Criminal Damage and 2 Cases of Theft in Bowburn.
The Clerk informed Members that he had received an acknowledgement from Durham Constabulary to the letter sent by the Parish Council expressing concern about the Constabulary’s new Centralised Communications System.
Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.

37.Minutes of the Monthly Meeting held on 23rd March 2005

Resolved that the Minutes of the Meetings of the Parish Council held on 23rd March 2005 be agreed and signed as a true and accurate record.

38.Points to note
1)The Clerk reported to Members that he had placed a notice seeking information about any private rights of local residents adjacent to the land between the Old School House and Allotment no. 18 at Tursdale. Members of the public have until May 31st 2005 to contact the Clerk about any private rights enjoyed over the land.
2)The Clerk informed Members that he had contacted Mr. Brian Splevins at Durham City Council about progress on the lease renewal for Bowburn PARC. Mr. Splevins indicated, in general terms, that negotiations with CISWO on the lease renewal had been stalled for some time and they were unlikely to be resolved in the near future.
Resolved that a Site Meeting be arranged with Bowburn PARC to discuss purchase of play equipment for them.
3)Members discussed their concerns about the piles of builders’ rubble, which have been accumulating for some time near the new Morgan House Care Centre in Bowburn.

Resolved that the Clerk be instructed to contact the Manager of Morgan House Care Centre to enquire as a matter of urgency about arrangements for the removal of the accumulated builders’ rubble.

Allotments

The Clerk informed Members that he had made arrangements with the appropriate officer at Durham City Council to commence the final phase of allotment perimeter fencing replacement on the Depot Site. The arrangements include the provision of a new gate at the front of Allotment no. 39 and a partitioning fence in the middle of the same allotment.

Cemetery

Members of the Parish Council discussed the need for a new notice board to be placed at the entrance to the Cemetery asking drivers to park and turn their vehicles only at the hammerhead turning point at the top of the Cemetery. The Clerk also informed Members that the existing notice board barring the admittance of dogs to the Cemetery should be replaced as it has been extensively damaged over the years.
Resolved that the Clerk be instructed to arrange for the provision of two new notice boards to be placed at the entrance to the Cemetery.
Members also referred to complaints received from some visitors to the Cemetery that grasscutting machines were damaging mementos and flowers placed on some graves.
Resolved that the Clerk be instructed to write to Durham City Council to ask that grass cutters take more care whilst in the Cemetery.

45.Police Consultation

P.C. Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish Area. He indicated that there had been 1 Case of Theft in Cassop, no Reported Offences in Parkhill and 6 Cases of Criminal Damage in Bowburn.
Sgt. West also attended the Monthly Meeting in order to address Members about Durham Constabulary’s new centralised communications system. Sgt. West gave a brief verbal presentation about the new system and he concluded by offering Members an open invitation to visit one of the new communications centres in order to see the new arrangements at first hand.
Resolved that Sgt. West’s invitation be accepted and that several Members of the Parish Council be approved to visit a communications centre at a future date to be arranged.
Members thanked P.C. Cockburn for his report and Sgt. West for his presentation, whereupon they left the Meeting.

46.Minutes of the Monthly Meeting held on 20th April 2005

Resolved that the Minutes of the Meeting of the Parish Council held on 20th April 2005 be agreed and signed as a true and accurate record.

47.Points to note
1)The Clerk read out to Members a letter he had received from Messrs. W. Morgan Builders concerning the problem of building rubble deposited on land adjacent to the new Morgan House Care Centre in Bowburn. Mr. W. Morgan indicated that his Company was in the process of completing the build of a Children’s Day Nursery on the site and, when this work was concluded, the Company would remove all building materials from the site.
Resolved that the contents of Mr. Morgan’s letter be noted and the ongoing situation be monitored.
2)The Clerk informed Members that he had received a reply from the County Council’s Street Lighting Section informing him that none of the Lighting Columns at selected addresses in Bowburn and Cassop, referred to in the Clerk’s previous correspondence, were suitable for Hanging Flower Baskets for the Summer 2005 Season.
The County Council also indicated that they could not revise their annual testing programme of Street Lighting Columns unless the Parish Council met the additional testing costs of other Columns itself.
Resolved that, whereas the Parish Council must reluctantly accept the County Council’s decision about use of Lighting Columns for Summer 2005, Members are mindful that 2006 is the Centenary Year for Bowburn and arrangements should be made to persuade the County Council to be more flexible in its approach to the approval of use of Lighting Columns in Bowburn for Hanging Flower Baskets.
3)The Clerk notified Members that he had written to the Secretary of Bowburn PARC, as instructed, to seek a Site Meeting with that Group to discuss the purchase of Play Equipment for Bowburn.
4)The Clerk informed Members that work was almost complete on the Bowburn Doorstep Green Project. The Supervising Engineer on the Project, Mrs. MacCallam, had reminded the Clerk that arrangements should be put in place by the Parish Council for Seasonal Grasscutting on the site after the Contractor’s grass cut had been done in due course.

48.Parish Clerk’s Quarterly Allowances

The Clerk submitted a report to Members about a review of the Quarterly Allowances he receives from the Parish Council in March, June, September and December each year in respect of home telephone use and use of home accommodation for Parish Council Business. The current Quarterly Allowances have been in use since the date of the current Clerk’s appointment on 1st January 2001 and, possibly, long before that date.
Resolved that a decision on the review be deferred until the June 2005 Meeting of the Parish Council and that the Clerk circulates a copy of the Review Report to every Member along with the Agenda for the June 2005 Monthly Meeting at Cassop.

49.Footpaths & Rights of Way

The Clerk informed Members that he had written to Durham County Council in order to resolve Members’ concerns about various local footpaths and bridleways and to seek information about an up to date Map of Local Footpaths and Rights of Way in the Parish Area.
Resolved that the Parish Council’s Lighting and Footpaths Sub-Committee be convened on Thursday May 26th 2005 with all Members of the Parish Council being able and welcome to attend.

50.Allotments, Garages & Cemetery

Allotments

The Clerk informed Members that arrangements made with Messrs. Charleton Fencing of Chester-le-Street to undertake the final phase of allotment perimeter fencing replacement on the Depot Site would commence within the next few days. The arrangements include the provision of a new gate at the front of Allotment no. 39 and a partitioning fence in the middle of the same allotment and entrance gate at the rear of the allotment. Additional priority work is also required to replace fencing, which has been destroyed by an arson attack, on another allotment plot.
Members also expressed their concerns about the proliferation of gas bottles and cylinders on allotment plots on the Depot Site. The Clerk informed Members that a number of allotment tenants used gas bottles for fuel storage in order to accommodate heating of refreshments and food supplies on site as well as for provision of regular heating for sheds and outbuildings.
Resolved that the Clerk be instructed to write to the Chief Fire Officer of the County Durham Fire and Rescue Service to seek advice about the correct storage and use of gas bottles and cylinders on the Depot Site.

Cemetery

The Clerk informed Members that he had made arrangements to obtain a price quotation from Messrs. Ace Signs of Gilesgate for the supply and installation of two new Notice Boards for the Cemetery. The Notice Boards were required to warn that no dogs are allowed in the Cemetery and that drivers should park/turn their vehicles at the head of the access road in the Cemetery.
The Clerk also informed Members that he had written to Durham City Council about complaints received from some visitors to the Cemetery that grasscutting machines were occasionally damaging mementos and flowers placed on some graves.
The Clerk confirmed that arrangements for collection of refuse from the Cemetery have now been sorted out with the Durham Company and that unauthorised litter deposits left upon reserved grave paces have been removed.

56.Police Consultation

Sgt. Steve West attended the Monthly Meeting in the absence of P.C. Cockburn. Sgt. West reminded Members about the outstanding invitation to visit one of Durham Constabulary’s new centralised communications centres.
Resolved that the Clerk be instructed to write to Sgt. West when Members had decided who would be included in the group, which would visit a Police Communications Centre.
Sgt. West gave Members a report on recent offences committed in the Parish Area. He indicated that there had been 1 Case of Theft and 3 Cases of Criminal Damage in Cassop, no Reported Offences in Parkhill and 1 Case of Burglary (Home), 2 Cases of Burglary (Other) and 4 Cases of Theft in Bowburn.
Members also discussed an ongoing bullying problem involving local children in Parkhill out of school hours and asked Sgt. West to investigate the problem on their behalf.
Members thanked Sgt. West for his attendance, whereupon he left the Meeting.
Members of the Parish Council discussed the recent incidence of anti-social behaviour, which took place in the vicinity of the Co-operative Building on Prince Charles Avenue, Bowburn in the late hours of Friday, June 10th, and the early hours of Saturday, 11th June 2005. Various Parish Councillors expressed their grave concerns that these incidents of anti-social behaviour were becoming too frequent and more violent in their nature.
Resolved that the matter be included as a Special Item on the Agenda of the next Monthly Meeting of the Parish Council to be held on 20th July 2005 at Bowburn Community Centre and that the various interested parties who attended the previous Special Meeting of the Parish Council held in 2001, concerning this matter and others be invited to attend on this occasion.
The Clerk read out to Members the letter of reply, which he had received in response to correspondence sent to the Chief Constable, regarding the new Centralised Police Communications System. Acting Superintendent Hogg indicated in his letter to the Parish Council that Sgt. West had been asked to give a verbal presentation to Members about the new Centralised Communications System at a previous Monthly Meeting and that he could not add any further comment to what had been said to Members by Sgt. West at that Monthly Meeting.
Resolved that the contents of the Chief Constable’s letter be noted.

58.Points to note
1)The Clerk gave Members an update on the situation regarding the proposed use of various Street Lighting Columns in Bowburn for Hanging Flower Baskets in Bowburn Centenary Year 2006. County Councillor Whitfield had written to the Head of the Street Lighting Section and the Deputy Chief Executive at Durham County Council on the Parish Council’s behalf in order to facilitate a more positive response to the Parish Council’s request about use of Street Lighting Columns in Bowburn.
Resolved that the situation be monitored and Members be kept informed as matters progress.
2)The Clerk informed Members that he had received a list of Winners and Runners Up in the Beautiful Durham Competition 2004. Surprisingly, there were no Local Parish Winners or Runners Up in the 2004 Competition. Councillor Mike Syer had suggested that the Judges in the 2005 Competition be asked to nominate the best entrant from this Parish in each category so that the best local entry can be given a Plaque (if he/she wins) or Certificate of Merit (whether or not he/she is runner up) by the Parish Council in due course. The Competition Judges have agreed to this request for this year’s Competition.
Resolved that Members express their gratitude to Councillor Syer for his kind suggestion to help motivate local entrants participating in the Beautiful Durham Competition 2005.
3)The Clerk informed Members that he had not received written notifications from any interested parties concerning rights of access etc. over the land between the Old School House and Allotment no. 18 in Tursdale before the prescribed date of May 31st 2005. Members discussed the possible sale of the piece of land in question. A motion was proposed and seconded that the land be sold and a second motion was proposed and seconded that the land should not be sold.
After a vote by Members, it was resolved that the piece of land between the Old School House and Allotment no. 18 in Tursdale should not be sold at the present time.
4)The Clerk informed Members that work had started on the construction of the BMX Track at Parkhill. It is expected that work on the Track should take 2-3 weeks to complete.

59.Detached Youth Workers Presentation

Mr. John Niblo and two of his colleagues who work as Detached Youth Workers for the County Council, although seconded to work at Durham City Council, gave Members a verbal presentation about their team’s work with young people in Bowburn. Mr. Niblo and his colleagues can be contacted at Mill House Court, Gilesgate, Durham DH1 2JJ.
Councillor Mike Syer declared a personal interest in the matter being considered by Members of the Parish Council.

60.Parish Clerk’s Quarterly Allowances

The Clerk referred to a report given to Members at the Monthly Meeting in May 2005 about a review of the Quarterly Allowances he receives from the Parish Council.
The Allowances are received in March, June, September and December each year in respect of home telephone use and use of home accommodation for Parish Council Business. The current Quarterly Allowances have been in use since the date of the current Clerk’s appointment on 1st January 2001 and, possibly, long before that date.
Members had resolved at the May 2005 Monthly Meeting to defer a decision about reviewing the allowances and the Clerk was instructed to send every Member a copy of the written report on the Review of Allowances along with the Meeting Agenda for the June 2005 Monthly Meeting.
Resolved that the increase in Quarterly Allowances from £37.80 to £41.00 (Telephone Allowance) and from £87.50 to £95.00 (Home Office Allowance) be approved with effect from the quarter ended 30th June 2005.

61.Footpaths & Rights of Way

The Clerk informed Members that he had received photostat copies of parts of various Definitive Maps showing the location of various Rights of Way in the Cassop-cum- Quarrington area from Durham County Council. The County Council regrets that no electronic access to Maps showing Rights of Way is yet available.

Minutes of the Meeting of Cassop cum Quarrington Parish Council held on Wednesday, 20th July 2005 in Bowburn Community Centre at 7 p.m..

Present:

(County Councillor Donna Whitfield was also in attendance).
Various members of the public also attended the Meeting to witness the discussion under Item 68.

68.Police Consultation

P.C. Bruce Cockburn attended the Monthly Meeting, along with Inspector Dodds and Inspector Bell of Durham Constabulary. Officers from the City of Durham Crime and Disorder Partnership and some local Neighbourhood Wardens were also in attendance.
P.C. Cockburn gave the Parish Clerk a written report on recent offences committed in the Parish Area after the Meeting. The report indicated that there had been 1 Case of Burglary (Other) and 1 Case of Theft in Cassop, 2 Cases of Criminal Damage in Parkhill and 1 Case of Burglary (Other), 1 Case of Assault, 10 Cases of Criminal Damage and 5 Cases of Theft in Bowburn.
Members of the Parish Council discussed the recent incident of anti-social behaviour, which took place in the vicinity of the Co-operative Building on Prince Charles Avenue, Bowburn in the late hours of Friday, June 10th, and the early hours of Saturday, 11th June 2005. The discussion also took into account the general patterns and locations of anti-social behaviour in Bowburn. Officers in attendance from the City Council and the Police gave details of their strategies to combat these problems to Members of the Parish Council and the public visitors in attendance.
Police Officers and Members of the Parish Council considered the merits of Youth Shelter provision, amongst other options, in order to help alleviate the problems discussed.
Police Officers and City Council Officers in attendance agreed to organise a Crime Hot Spots Tour around Bowburn in order to identify main trouble spots in the Village and the type of trouble occurring there. Members of the Parish Council were welcome to accompany the Officers on the Tour and it is expected that the Tour will provide ideas about how to tackle the problems identified.
Members of the Parish Council thanked P.C. Cockburn, his senior colleagues in Durham Constabulary and Officers from Durham City Council for their attendance at the Meeting, whereupon they left the Meeting.

69.Minutes of the Monthly Meeting held on 15th June 2005
Resolved that the Minutes of the Meeting of the Parish Council held on 15th June 2005 be agreed and signed as a true and accurate record.
The Clerk informed Members that Minute no. 45 of the Monthly Meeting held on 18th May 2005 had been amended to read “several Members be invited to attend a communications centre at a future date”.

70.Points to note
1)The Clerk gave Members an update on the situation regarding the proposed use of various Street Lighting Columns in Bowburn for Hanging Flower Baskets in Bowburn Centenary Year 2006. Councillors Mike Syer and Margaret Robinson have held a Site Meeting in Bowburn with Mr. Anthony Smith of the County Council’s Street Lighting Section, concerning the use of various nominated Lighting Columns as part of Bowburn’s Centenary Celebrations in 2006. It was agreed at the Site Meeting that the County Council would look favourably upon the Parish Council’s request and the Parish Council agreed to offer a financial contribution, if required, to the County Council towards the cost of stress testing Lighting Columns in Bowburn. Members thanked Councillors Syer and Robinson and County Councillor Whitfield for their efforts in this matter.
2)The Clerk informed Members that he had received notification from Groundwork East Durham that work on the BMX Cycle Track at Parkhill would soon be finished. The Clerk has contacted the Council’s Insurers in order to extend the Council’s Public Liability Insurance Cover to include the Cycle Track. A warning sign reminding Track Users to wear safety helmets and knee & elbow pads at all times will be erected at the Site.
3)The Clerk reminded Members that Mr. & Mrs. B. Bell had applied to purchase the strip of grassed land in front of the Old School House, Tursdale last year, but the application had been placed on hold by the applicant, due to his wife’s health problems at that time. Mr. & Mrs. Bell have now resurrected their application to buy this piece of land.
Resolved that the Parish Council agrees to sell the strip of grassed land in front of the Old School House, Tursdale and the Clerk be instructed to make the appropriate arrangements with the District Valuer for valuation of the land.
4)The Clerk informed Members that work was almost complete on the Bowburn Doorstep Green. Arrangements have been put in place to have a regular clearance of the litterbins on site and Seasonal Grasscutting arrangements for the site are being sought. Warning Notices excluding motorcyclists, BMX Cycle users and dog walkers and requesting users to keep the site free from litter and alcohol are to be placed on site.


71.Footpaths & Rights of Way

The Clerk informed Members that he had written to the County Council’s Footpaths Officer, as requested, about long standing problems associated with Bridleway no. 35. The County Council’s Footpaths Officer has acknowledged receipt of the letter and will respond fully at a later date about the Parish Council’s concerns.
Parish Councillors drew the Clerk’s attention to recent incidences of fly tipping on the footpaths and adjacent areas near to the County Council’s Allotment Site opposite the Community Centre at Bowburn.
Resolved that the Clerk be instructed to contact the City Council to have the fly tipping debris removed and enforcement action taken against the culprits, who have left an old Company Notice Board at the scene of the tipping nuisance.
Parish Councillors noted that signs warning the public that no motorcycles should be used on Bridleways are not placed thereon or, if a sign has been previously removed from a Bridleway, the sign is not replaced.
Resolved that the action taken be noted and the Clerk be instructed to write to the County Council with regard to the Parish Council’s concerns about Footpath 29.

72.Allotments, Garages & Cemetery

Allotments

The Clerk informed Members that arrangements to undertake the final phase of replacement fencing work on the Depot Allotment Site have now commenced and the fencing required by the tenant who has suffered an arson attack in recent months is to be given priority. The Parish Council’s Revenue Budget for 2005/2006 contains a provision for the sum of £8,000 to cover the fencing costs.

Garages

The Clerk informed Members that arrangements have been made to cut the overgrown grass on the Back Burn Street Garage Site.

Cemetery

The Clerk informed Members that the two new information signs required for the entrance to Bowburn Cemetery have been ordered and will soon be put in place. Peterlee Signs & Graphics have quoted a price of £43.20 to supply and fix each of the two signs required and this quotation has been accepted under powers contained in Financial Regulations.

78.Police Consultation

P.C. Cockburn attended the Meeting to give Members a report on recent offences committed in the Parish Area.
The report indicated that there had been 1 Case of Assault and 1 Case of Theft in Cassop, 3 Cases of Theft in Parkhill and 2 Cases of Burglary (Home), 1 Case of Burglary (Other), 11 Cases of Criminal Damage and 12 Cases of Theft in Bowburn.
Members noted that new Community Letter Boxes have been installed in Bowburn and Cassop Community Centres to enable members of the public to contact Police Officers in confidence, if required.
Members of the Parish Council thanked P.C. Cockburn for his attendance at the Meeting, whereupon he left the Meeting.

79.Proposed Business Park Development at Bowburn

Mr. Angus White of Naylors Chartered Surveyors and his client, Mr. David Martin, attended the Monthly Meeting along with another associate to give Members a presentation about their proposals concerning a new Business Park for Bowburn.
Mr. White gave Members an outline of the planning application for the Business Park and answered Members questions about the proposals. He assured Members that new employment opportunities, which would arise as a result of the Business Park, would benefit people in the North East Region in the first instance.
Members expressed their concerns to Mr. Martin and his associates about the potential effects of their proposals upon traffic density on main roads around the proposed Business Park Area. Members asked Mr. Martin and his associates to give due regard to the likely effects on traffic congestion and density in the Parish Area whilst formulating their proposals for approval by the Planning Authority.
Mr. White promised to e-m@il the Clerk with an up to date Site Map of the Business Park Area to pass on to each Member of the Parish Council for his/her examination after the Meeting.
Resolved that the details of the presentation be noted and the matter be discussed further at the next Meeting of the Parish Council.

80.Parish Council’s Annual Return 2004/2005 (Statement of Assurances)

The Clerk informed Members of the Parish Council that the Annual Return for 2004/2005 had been sent off to the Parish Council’s External Auditors, Messrs. BDO Stoy Hayward of Southampton.
Messrs. BDO Stoy Hayward of Southampton have taken over the Company, which used to undertake the External Audit of the Parish Council’s Final Accounts (Messrs. HLB AV Audit plc of the same address).
The Clerk read out to Members details of the Statement of Assurances, which they must collectively provide to the public concerning their system of internal controls, the adherence to law concerning their decision-making processes, their risk assessments, their system of internal audit amongst other matters.
Resolved that the action of the Chairman of the Parish Council and the Parish Clerk in certifying Section 2 of the Parish Council’s Annual Return for 2004/2005 regarding the Parish Council’s Statement of Assurances be confirmed.

Resolved that the Minutes of the Meeting of the Parish Council held on 20th July 2005 be agreed and signed as a true and accurate record.
82.Points to note
1)The Clerk informed Members that he had received two items of correspondence from the Secretary of the Bowburn & Parkhill Community Partnership. The first letter suggested a Joint Meeting between Members of the Parish Council and Trustees of the Community Partnership in order to resolve previous issues concerning poor communication. The second letter from the Secretary of the Community Partnership invited the Parish Council to nominate a representative to attend regular Monthly Meetings of the Partnership. Resolved that Councillors Margaret Robinson, Sylvia Raine and Andrew Shutt be nominated to attend the Joint Meeting with representatives of the Community Partnership at a date and time to be arranged. Councillor George Marsden is nominated as a substitute representative in the event that a nominated representative should have to withdraw from the Meeting. Councillor Jimmy Robinson proposed and Councillor Muriel Marsden seconded a Motion that Councillor Margaret Robinson be nominated as the Parish Council Representative to attend Monthly Meetings of the Bowburn & Parkhill Community Partnership. Resolved that the Motion is carried and Councillor Margaret Robinson be appointed as Parish Council Representative to Meetings of the Bowburn & Parkhill Community Partnership.
2)The Clerk informed Members that he had received correspondence from Durham County Council concerning a parking issue at Clarence Street, Bowburn. The Clerk was instructed to make further enquiries about the matter.
3)The Clerk informed Members that he had received confirmation from the County Council’s Street Lighting Section that approval would be given to use various Lighting Columns in Bowburn to attach Hanging Flower Baskets in 2006. The Hanging Flower Baskets are to be used as part of the Bowburn Centenary Celebrations. The Parish Council has agreed to pay a contribution of £200 towards the County Council’s annual stress testing costs on Street Lighting Columns.
4)The Clerk informed Members that creation work was now complete on the Bowburn Doorstep Green. Arrangements have been put in place to have a regular clearance of the litterbins on site and Seasonal Grasscutting arrangements for the site have been made. Representations have been made to the Clerk to have all bicycles banned from the Doorstep Green area in the interests of equality and to minimise damage to shrubbery and grassed areas on the Doorstep Green. Resolved that only children of 5 years of age or less would be allowed to take bicycles onto the Doorstep Green area and they would be permitted to use the tarmac pathway only.
5)The Clerk informed Members that installation work on the BMX Cycle Track at Parkhill was also complete. A warning sign about use of safety headgear, knee pads and elbow pads had been erected on the site.
6)The Clerk informed Members that Mr. & Mrs. B. Bell had previously applied to purchase the strip of land between the Old School House and Allotment no. 18 at Tursdale. Members had rejected Mr. Bell’s application to purchase this land in June 2005 (Minute no. 58 (3) refers). Mr. Bell has now proposed a compromise alternative arrangement whereby he and Mrs. Bell would purchase half of the above-mentioned land and Mr. & Mrs. Richardson of Ramsey Street, Tursdale could purchase the other half of the above-mentioned land.
Resolved that the strip of land between the Old School House and Allotment no. 18 at Tursdale should not be sold.

90.Police Consultation

P.C. Cockburn was not able to attend the Meeting to give Members a report on recent offences committed in the Parish Area due to a prior commitment. However, he supplied the Parish Clerk with a written report about the relevant offences.
The report indicated that there had been 1 Case of Theft in Cassop, no Reported Offences in Parkhill and 1 Case of Assault, 1 Case of Wounding, 2 Cases of Arson, 2 Cases of Burglary (Home), 2 Cases of Criminal Damage and 1 Case of Theft in Bowburn.
The Clerk offered apologies received from Mrs. Pam Sinclair, Community Development Officer for Durham City Council. Mrs. Sinclair had wished to address Members of the Parish Council about her role at the City Council, but other work commitments have prevented her attendance at this Meeting.

91.Minutes of the Monthly Meeting held on 21st September 2005

Resolved that Page vi of the Minutes of the Meeting of the Parish Council held on 21st September 2005 be amended to read that “Councillor Syer declared a personal and prejudicial interest in the application shown asterisked above” (Minute no. 86 refers).


92.Points to note
1)The Clerk informed Members that the correspondence received from Durham County Council concerning a parking issue at Clarence Street, Bowburn referred to complaints from local residents about parking congestion at the top of that street at various times of the day. Residents are seeking to have “keep clear” road markings placed on the road, although a local business is opposed to any additional road marking being done.
Resolved that Interested Members of the Parish Council attend a Site Meeting on Friday, 4th November 2005 at 10 a.m., although this time may be brought forward to gauge the effects of “school run” traffic on the problem.
2)The Clerk informed Members that he had received information from the Council’s Internal Auditor and Councillor Syer that the Parish Council is obliged to hold an Annual Meeting each year between April and June at which Local Parish Electors may attend and raise any issue of Parish importance.
This Meeting must be held in addition to the Parish Council’s own Annual General Meeting or any normal Monthly Meeting.
Resolved that Cassop-cum-Quarrington Parish Council holds an Annual Meeting in May each year at which Local Parish Electors may attend. The Annual Meeting will be followed by the Parish Council’s own Annual General Meeting and the Parish Council’s normal Monthly Meeting.
3)The Clerk informed Members that he had contacted the County Council’s Governor Link Officer to inform her that minor local authorities were no longer eligible, under current regulations, to nominate a School Governor (for Bowburn Junior School). The Governor Link Officer informed the Clerk that a Governor nomination could still be made under the School’s Community Governors Allocation.
Resolved that the Parish Council does not nominate a School Governor for Bowburn Junior School at this time.
4)The Clerk informed Members that the Secretary of the Bowburn & Parkhill Community Partnership had suggested a number of dates and venues for a proposed Joint Meeting with Parish Councillors. None of the Meeting dates had proved to be suitable.
Resolved that the Clerk contacts the Secretary of the B. & P. C. P. with a view to seeking details of future dates for the Joint Meeting.

93.Footpaths & Rights of Way

Councillor Syer raised the proposal of a new Right of Way in Bowburn, as previously discussed at the Meeting with the County Council’s Rights of Way Officer on 10th August 2005.
Resolved that the Clerk contacts the County Council’s Rights of Way Officer once again in writing to set out in detail the exact route of the proposed Right of Way in order to seek progress on the matter.

The Clerk informed Members that a meeting had been arranged with Messrs. Charleton Fencing on 10th October 2005 to arrange for unfinished work on the Final Phase of the Fencing Replacement at the Depot Site to be done and unsatisfactory work to be put right.

The Clerk also informed Members that work arrangements were ongoing to repair the recent damage done to one of the entrance pillars of the Cemetery.
The Chairman also informed Members that work was required to resurface the lower part of the Cemetery Road as it was becoming very rough and potholed.
Resolved that monies be set aside in the Current Year’s Budget for the work, and two or more priced quotations should be obtained for the cost of the work. The Chairman agreed to report details of price quotations obtained to the Parish Council prior to work being authorised to be done.

Members generally welcomed the proposals, but they expressed grave concerns about the effect of those proposals on traffic congestion and density on roads in the Parish area.
Resolved that the Clerk writes to Messrs. Naylors (Chartered Surveyors) to inform them of Members’ concerns about traffic congestion and request that they take these concerns into account when framing their proposals.

101. Police Consultation

P.C. Cockburn introduced his colleague, Sgt. Cowen, to Members present at the Meeting.
P.C. Cockburn gave Members a verbal report on recent offences committed in the Parish Area. The report indicated that there had been no Reported Offences in Cassop, 1 Case of Attempted Criminal Damage and 3 Cases of Attempted Theft of Cars in Parkhill and 1 Case of Assault, 1 Case of Burglary (Home), 4 Cases of Criminal Damage and 2 Cases of Theft in Bowburn. P.C. Cockburn reminded Members that the Invitation to visit the Regional Police Communications Centre was still open.
The Clerk informed Members that a letter had been received from Durham Police Authority concerning the Proposed Merging of some Police Forces in England. The letter from the Clerk to the Police Authority advised Members of the Parish Council that Durham Police Authority considered that the best Merger Option involved merging with Cleveland Police and Northumbria Police to form a new North East Police Force. Comments and views were sought from organisations consulted about the chosen option before 28th November 2005. Various Members expressed concern about the degree of consultation and the fact that comments were only being sought about a favoured option.
Members welcomed the news that the Local Police Station at Bowburn would continue to be used on a regular basis and they expressed the wish that a good communications network should result from the proposed changes and good relations with Local Police Officers should be allowed to continue after any Proposed Merger becomes effective.
Resolved that the correspondence on the Merger Proposals be received.

102. Minutes of the Monthly Meeting held on 19th October 2005

Resolved that the Minutes of the Meeting of the Parish Council held on 19th October 2005
2005 be agreed and signed as a true and accurate record. The Clerk informed Members that the Minutes of the Monthly Meeting held on 21st September 2005 had been amended in line with Minute No. 86 (see the double asterisked footnote).

103. Minutes of the Meeting of the Finance & Forward Planning Sub-Committee held on 2nd November 2005

The Clerk read out to Members the list of financial donations to be awarded in respect of the applications received from Local Schools and Community Groups, as recommended by the Finance & Forward Planning Sub-Committee at its Meeting on 2nd November 2005.
Members also approved a donation to be made to Bowburn Local History Society, which has recently altered its name from Cassop-cum-Quarrington Local History Society in order to avoid possible confusion with another similarly named History Society in Cassop.
Resolved that the full list of approved donations to Local Schools and Community Groups as set out in the updated Minutes of the Finance & Forward Planning Sub-Committee Meeting of 2nd November 2005 be approved.

104. Points to note

The Clerk informed Members that the correspondence had been received from the Durham County Association of Parish & Town Councils, which confirmed that all Parish Councils must convene an Annual Meeting between March and June each year to which all Local Government Electors residing in the Parish Area can be invited to attend.
Resolved that Cassop-cum-Quarrington Parish Council holds an Annual Meeting each year in May prior to the Parish Council’s Annual General Meeting and the normal Monthly Meeting.
The Clerk informed Members that arrangements were in place to amend the signs at the Bowburn Doorstep Green to limit cycle use to children of 5 years of age or less who must stay on the tarmac pathway.
Members accepted the price quotation received from Messrs. Peterlee Signs & Graphics for the cost of provision & installation of amended signs. The costs of replacement signs would be partially met by grant assistance from the Countryside Agency.
The Clerk informed Members that details of Prize Winners, Runners Up and Best Local Entrants from the Parish Area in the various categories of the Beautiful Durham Competition 2005 had been received from Durham City Council.
Resolved that the persons named on the list be awarded Plaques or Certificates of Merit as necessary at an Awards Ceremony at a future Monthly Meeting of the Parish Council to be arranged.

105. Parish Precept 2006/2007

The Clerk informed Members that he had received correspondence from Durham City Council concerning the Parish Council’s Precept for the financial year ending 31st March 2007.
Resolved that the Parish Council convenes a Special Meeting of the Finance & Forward Planning Sub-Committee on Wednesday, November 30th 2005 at Bowburn Community Centre at 7 p.m. to discuss the Parish Council’s proposed spending plans for the financial year ending 31st March 2007.

Councillor Syer raised the proposal of a new Right of Way at Cassop Grange Farm on the opencast site at Cassop Moor.

The Clerk informed Members that outstanding work on the final phase of the fencing replacement at the Depot Site had now been completed. Discarded old fence posts and fence rails had now been removed from the site by the Contractor.

The Clerk informed Members that price quotations for the cost of resurfacing the lower part of the Cemetery Road were being sought. Price Quotations for the work were being requested from Durham County Council, Durham City Council and the Private Contractor who dealt with the partial resurfacing of the Cemetery Road some years ago.
The Clerk also informed Members that repair work to one of the Entrance Posts at the Cemetery and an adjacent walled area had now been completed.

113. Tribute to Mr. Tommy Wilson
Members of the Parish Council stood in two minutes’ silence as a mark of respect for Mr. Tommy Wilson, the former Treasurer of Cassop Community Centre, who passed away recently.

114. Police Consultation
P.C. Cockburn gave Members a verbal report on recent offences committed in the Parish Area. The report indicated that there had been 1 Case of Burglary (Home) and 1 Case of Burglary (Other) in Cassop, 1 Case of Assault and 1 Case of Theft in Parkhill and 1 Case of Burglary (Other), 4 Cases of Criminal Damage and 5 Cases of Theft in Bowburn. Members thanked P.C. Cockburn for his report, whereupon he left the Meeting.
The Clerk mentioned an incidence of minor vandalism where he had discovered several shattered glass flower vases strewn in the grass at the top end of the Cemetery. The Clerk has picked up as much of the broken glass as possible, in order to avoid distress being caused to visitors.
Members were informed that Mrs. Pam Sinclair, Durham City Council’s Community Development Officer, would attend the January 2006 Meeting of the Parish Council and give Members a brief talk about her role with the City Council.

115. Minutes of the Monthly Meeting held on 16th November 2005
Resolved that the Minutes of the Meeting of the Parish Council held on 16th November 2005 be agreed and signed as a true and accurate record.

116. Minutes of the Meeting of the Finance & Forward Planning Sub-Committee held on 30th November 2005
Councillor Armstrong read out to Members a report on the recommendations made at a Meeting of the Finance & Forward Planning Sub-Committee of the Parish Council held on 30th November 2005. The Sub-Committee had been convened to prepare recommendations in respect of the Parish Council’s Budget for the financial year ending 31st March 2007.
Members discussed the various recommendations made by the Sub-Committee including the budget allocation in the current financial year for assistance to be given to Cassop and Bowburn Community Centres.

Resolved that (1) the Clerk is instructed to write to the Treasurer of Bowburn Community Centre and, due to the recent death of the Treasurer of Cassop Community Centre, the Secretary of Cassop Community Centre concerning the financial assistance to be made available to the Community Centres.
(2) the Parish Council demands an increased Annual Precept of £23,000 for the financial year ending on 31st March 2007.
(3) the budget recommendations made by the Finance & Forward Planning Sub-Committee in respect of the financial year ending on 31st March 2007 be approved by the Parish Council.

117. Points to note
The Clerk reminded Members that the Parish Council had previously resolved to hold an Annual Meeting (which Local Electors were entitled to attend) each year in May, prior to the Parish Council’s Annual General Meeting and the normal Monthly Meeting. The Clerk recommended to Members of the Parish Council that the Annual Meeting be held in April each year instead, in order to avoid a cluster of Meetings being held in May each year.
Resolved that the Annual Meeting of Cassop-cum-Quarrington Parish Council be held each year in April.
The Clerk sought clarification from Members about details of awards to be given to Prize Winners, Runners Up and Best Local Entrants from the Parish Area in the various categories of the Beautiful Durham Competition 2005.
Resolved that the Clerk calculates the simple average of the various marks awarded in each category to each person named on the list received from Durham City Council. The person on the list with the highest simple average mark will be awarded a Plaque and other persons on the list will be awarded a Certificate of Merit at an Awards Ceremony at a future Monthly Meeting of the Parish Council to be arranged.

The Clerk reported to Members that he had written to the County Council’s Rights of Way Officer about the proposal concerning a new Right of Way at Cassop Grange Farm on the opencast site at Cassop Moor.
