1. ACTION PLAN 2006-7
DG expressed her thanks to the Friends, the officers and employees of D.B.C. for the improvements to the Park over the year. Referring to the Action Plan of 2005-6, it was noted that all the improvements had been completed, apart from 2 areas, removal of the bushes between the Park and the stretch of land that runs up to the railings near the Black Path and the installation of gates in the same area.
A provisional Action Plan for the coming year was drawn up, ready for discussion at the meeting in February. This included:
* Improvements to the Pavilion.
We need to access funding to do this.GW and DG to investigate and contact D.B.C. to produce quotations which will then be used in a funding bid. DG will contact Mr. O’Connor of the Bowling Club to see if he will attend the next meeting, so we will be able to look around the Pavilion and see what needs to be done. Other areas of funding were considered. JH believed that Social Services may also be interested in this project.
* Lighting in the Park.
* A shelter or Bandstand.
* Further planting and using the stones to create a rockery.
* In conjunction with Darlington Manor, installing a path and gates from the Park into the courtyard of the Manor. This will benefit both parties, who have worked together to improve the Park and stage events e.g. the litter pick
* A plant sale or swap in the spring/summer.
* Historic Walk with George Flynn.
* Litter Pick.
* Potential entry into Northumbria in Bloom competition.
2. Invitation to Chair of the Friends of North Lodge Park, Yvonne Richardson ,to our next meeting for her ideas and suggestions,esp.hanging baskets and security
3. JH asked the Friends to help to improve areas around the sheltered accommodation in Wesley Court and King William Street. Ideas included a litter pick and planting bedding . This to be done in conjunction with the Community Associations of each centre. We expressed our support for the idea and it will be referred to the next B.T.C.P. meeting.
4. EASTBOURNE PARK COMMUNITY FESTIVAL
(NE1) 25th July -28th July .2006
MWN detailed her plans and produced a calendar of events:

Wednesday 26th Festival of Arts and Drama
Thursday 27th Festival of Music
Friday 28th Community Festival Fete
The Friends expressed their unreserved support for the Festival and the creation of a Steering Group, including members of the Friends of the Park, to oversee the organisation of the event. First meeting Thursday 26th January at the Methodist Church.
5 John Rutherford volunteered (in his absence!) to organise a meeting with Pat Cook of Social Enterprise re. the old Eastbourne Nursery School..

1.ACTION PLAN 2006-7
Our major project this year is to be a refurbishment and modernisation of the Pavilion in the Park. To this end we toured the building, along with Shane Shrimpton of D.B.C. and Steve, the Head Groundsman.

Mr.O’Toole outlined the ideas that had already been submitted to the Council, and identified the needs of the Bowling Club

For many of the Friends, this was the first time they had been in the Pavilion and many ideas were forthcoming re. the refurbishment. Structurally, the building is sound and DG and JR will draw up plans for the next meeting. DG is to complete the application form for an award from B&Q, having
researched the cost of the items required.

The Friends support the project wholeheartedly. Our aim is to enhance the Park and promote its use. The installation of new seating and picnic tables last year was the first stage. Now we have the possibility of providing refreshments and toilet facilities for visitors. This will play an integral part in the success of the Summer Festival and other events planned for the year.
It is the Centenary of the Bowling Club and they have a busy schedule in the months ahead. They wish to welcome their visitors into a renovated and refurbished Pavilion.
Steve outlined his ideas and the needs of the groundsmen.
To enable closer links between all the interested parties, it was decided that future meetings of the Friends will be held in the Pavilion.
2. PLANTING
DG reported to JH that she had raised the issue at the B.T.C.P. meeting the previous evening. AL and JM have volunteered to try to involve the Committees from each Community Centre, Wesley Court and King William Street, in this project.

The Friends were delighted to see the spring bulbs, planted in November, beginning to appear

1. PHOTOGRAPHS /INTERVIEWS.
The Press took photographs and interviews about the Friends winning the Respect Task Force award with a prize of £1000 to spend on a Community Project. This money will go towards the refurbishment of the Pavilion, as outlined in our Action Plan for this year.
Communigate have designated us “Website of the Month” with a prize of a digital camera, which will be useful to record our progress in the Park.

2. THE BOWLING CLUB.
The Bowling Club expressed their concerns about plans to open the Pavilion. They are worried about the security of the building and their equipment. DG reassured them that the Pavilion would only be open when there was a member of the B.T.C.P. present. Bearing in mind the vandalism (bird box smashed and broken bottles and empty cans of drink), graffiti (painted out or removed just before the Press arrived) there is no way the Friends would have the building open, without close supervision.
There seemed to be some confusion about the ownership of the building and DG is going to approach John Williams, to clarify the position.
There also seemed to be difficulties regarding future activities that The Friends had hoped to develop in the Park. Equipment (bowls etc) that was there in the past appears to have disappeared; what is left is a few individual bowls, no sets. The pitch and put equipment has disappeared altogether.
It is possible to book a bowling rink at the Dolphin Centre, as JR demonstrated, but without keys it is impossible to access the Green. Keys appear to be a real problem, who has them and when, difficulties with the alarm in another room etc. All these issues need to be resolved, if the Pavilion can be developed as a resource for the community and for the Bowling Club to feel confident that the security of the site is maintained.
Mr O’Toole provided a fixture list for the Bowling Club. The first home match is on May 11th, with games every Thursday after that. There are many other games this season, but he is waiting for the lists to be issued.
MW gave information about the possibility of help from the Learning Disability Council and Social Services to refurbish/develop the Pavilion. Janet Pindar is the Supervised Worker. The Friends will contact her.

3 COMMUNITY FESTIVAL
Volunteers will be arriving on Tuesday, 25th July .They will need a schedule of work and a variety of ideas were suggested. These included painting the Pavilion and creating a Rockery, part of our Action Plan 2006-2007. The week will culminate in a Community Fête. More ideas will be developed at the next Partnership meeting.

4 LITTER PICKING
Shane Shrimpton has provided equipment to be kept at the Pavilion. It was suggested that each meeting of the Friends finish with a litter pick, to maintain the improvements made in the Park.

5 HANGING BASKETS
SS has promised to install brackets for hanging baskets, along the front of the Pavilion. The winter bedding will be planted out in the Park, when the summer bedding arrives. We are working towards the Northumbria in Bloom competition.

6 DG wishes to stand down as Chairman of The Friends. The B.T.C.P. will ask for nominations for this position at the next meeting
