County Competition Rules
1 Condition Of Entry
1.1 All entries into individual county competition must be prepared to attend the national finals week in Skegness (or Newark for indoor competition) should the competition qualify them to do so. Anyone winning a county competition and not attending the national finals without a valid reason (Holiday and other codes of bowls do not constitute a valid reason) will not be eligible to receive a swinger and will be banned from entering all future county competitions.
1.2 Where a competitor withdraws from a county competition after the draw has been made and published and after the 1st of may of that year except for ‘exceptional circumstances’ (Holiday and other codes of bowls do not constitute exceptional circumstances). Shall be expelled from all individual competitions for a period determined by the county executive committee.
1.3 Any player failing to play on the days specifically allocated for county semi- finals and finals except for illness or exceptional circumstances (Holiday and other codes of bowls do not constitute exceptional circumstances). Shall be expelled from all individual competitions for a period determined by the county executive committee.
1.4 Where a competitor withdraws from a county competition to participate in another association competition, that competitor will be disqualified from all county competitions they have entered that season and for a period of time determined by the executive committee. If they are a member of the pairs or rink entry, that entry will not be allowed to use a substitute and will be disqualified from all individual competitions for that season. If the entrant has been nominated to play for the county then the nomination will be withdrawn.
1.5 Re-arrangement of matches will not be allowed to accommodate ‘open competitions’ or competitions organised by another association. Any entrant found doing so will lose the tie and may be liable to disqualification from all county competitions.
2 Semi Finals & Finals
2.1 All semi finals will be played on the two semi finals days detailed in the handbook and will be on the appointed greens.
2.2 All finals will be played on finals days detailed in the handbook and played on the appointed green.
3 Dress
3.1 Dress for semi finals days and finals day will be full match dress consisting of: white dress shirt contained within white or cream trousers, white underwear and socks, white or cream pullover, cardigan or jacket (if worn). Hat (if worn) to be white or cream (no advertising). Regulation Bowling Shoes.
Ladies Dress to be as per EWBF Match Dress.
3.1.1. Dress for all qualifying rounds up to and including quarter finals and leagues to be:
a) Shoe regulation bowling shoes or regulation overshoes.
b) Trousers: informal. Tracksuit bottoms, shorts or jeans will not be allowed.
c) Shirts: white or cream dress shirt or white polo shirt.
d) Pullover, cardigan or jacket must be white or cream.
e) Hats: if worn must be white.
Only in heavy rain will any consideration be given to deviate from the dress dictated in rules 3.1.1. a)- e).
3.1.2 Inter county Bowling association matches: players participating in Inter county Bowling association matches, when arriving at match, match meals and presentations, the dress shall be: White shirts, with county or club tie (as appropriate) plus grey trousers and blazer with county or club badge (as appropriate) and dress shoes. (No trainers or sandals. Players reporting, incorrectly dressed will not be considered for the next county match.
4 All competitions shall be played in accordance with national EBF Federation competition rules as set out below. In case of conflict between NCBA Domestic rules and EBF Competition rules, the National EBF Ruling will take precedence.
Federation Competitions
4.1 Each affiliated county association shall be bound by these rules and by the law of the game.
4.2 All matches shall be played under the federation laws of the game, and in accordance with the appended schedule. Players affiliated to the EWBF are not permitted to smoke during play in any competitions or county bowling association team matches.
4.3 With the exception of the secretaries and Champion of Champions Championships, competitors for the national finals shall be provided by county association holding an appropriate competition.
4.4 Each round of every competition shall be drawn separately.
4.5 Only the winner(s) of a county association competition shall be eligible to play in the national finals.
4.6 If in any singles competition the winner is unable to play in a national final, no substitution will be allowed. Unless the engagement of a marker has been arranged by a county bowling association or a national bowling federation, in any single competition drawn round, it should be the duty of the first drawn player to engage the services of an efficient marker, who shall then act during the playing of the round in accordance with the markers and umpires rules; whenever possible a certified, qualified marker shall be engaged
4.7 In All competition players shall be allowed two trial ends.
4.8 Play in all competition shall be limited to two bowls per players except in four bowl singles and three bowls rinks.
4.9 In a game of ends there must be a stipulated number of played ends except where rule 4.19 applies.
4.10 In event of a draw at the competition of the prescribed number of ends an extra end shall be played. The skips shall toss for the choice of jack at the extra end, which shall be played from where the last end ceased.
4.11 Competitors may play for one county association in Federation competitions in any season. Members of club affiliated to different county association are required to nominate the county association for which they intend to play their competitions.
4.12 Except in mixed pairs and mixed rinks competitions the competitors (including a substitute) shall come from the same affiliated club. No competitor may enter competition from more than one club.
4.13 In Mixed Pairs The male competitor shall be a member of a club affiliated to the federation and the female competitor shall be a member of a club affiliated to the English women’s bowling federation and from within the same county association area
4.14 In Mixed Rinks each male competitor shall be a member of a club affiliated to the federation and each female competitor shall be a member of a club affiliated to the English women’s bowling federation and from within the same county association area. Where two male players constitute the mixed rink they must be from the same federation club; Where two female players constitute the mixed rink they must be from the same English women’s bowling federation club
4.15 Where a competitor has entered a competition as a named player, and the entry bearing his/her name has been included in the draw, he/she cannot afterwards play in place of another player in the same competition irrespective of whether or not he/ she has actually played his/ her original group.
4.16 A substitute may be used except in singles competition, where a substitute is permissible, as defined below, only that named substitute may be used in any subsequent round of that competition including national finals.
Pairs
The two players taking part in the first game shall constitute the pair and should normally play together throughout the competition including the national finals. One additional and the same player may, however, be used as a substitute at any time, provided that he/she has not already played in another pair and is eligible to play. He/she may play in any subsequent round for either player
Rinks
The three players taking part in the first game shall constitute the rink and should normally play together throughout the competition including the national finals. One additional and the same player may, however, be used as a substitute at any time, provided that he/she has not already played in another rink and is eligible to play. He/she may play in any subsequent round for any of the three players.
Mixed Paris
The two players taking part in the first game shall constitute the pair and should normally play together throughout the competition including the national finals. Two additional and the same player may, however, be used as a substitute: a male substitute may be used for the male player and a female substitute for the female player provided he/ she has not already played in another mixed pair and is eligible to play in that competition. At least one player from the original mixed pair must play in each round i.e. only one substitute may be used at any one time. The Substitute must come from the same club as the substitute player.
Mixed Rinks
The three players taking part in the first game shall constitute the rink and should normally play together throughout the competition including the national finals. Two additional and the same player may, however, be used as a substitute: a male substitute may be used for the male player(s) and a female substitute for the female player(s) provided he/ she has not already played in another mixed rink and is eligible to play in that competition. At least two player from the original mixed rink (except where two players play against three) must play in each round i.e. only one substitute may be used at any one time. The Substitute must come from the same club as the substitute player. The male substitute may play for either of the male players where two males play, and a female substitute may play for either of the female players where two female players play.
A Walkover in any preliminary or first round constitute taking part in the first game. Players awarded a walkover, must notify their county bowling association competition secretary of the situation and submit a scorecard with their names, and the names of their opponents, in order to proceed to the next round.
4.17 In event of a player, due to sickness or other exceptional circumstance needing to withdraw from a match (with the exception of singles) that has already started, a substitute may be allowed to take his or her place provided that the substitute meets the requirement of the rule 4.15 and 4.16 and that both sides agree to the substitution.
4.18 County Matches (Including Durham Centenary Trophy Matches)
Should a match not be started (On account of rain, an unfit green or other unforeseen circumstance) within ninety minutes of the original time for commencement, the visiting team may request that the match be played on another date; the home team shall then offer, within four days and subject to rule 4.20, three alternative dates, one of which must be accepted within two days.
Individual Competitions
The completion of, or the rearranging of, individual county competitions that are affected by rain or other circumstance cannot be legislated for at national level because of the differing formats under which county competition are held. It follows that each county association must apply local rules where matches are so affected.
4.19 In the event of match being unfinished owing to rain or other cause deemed sufficient by the committee of the competition concerned, the match shall be replayed in its entirety unless at least seventy-five percent of the total number of ends has been completed or seventy-five percent of the total number of shots required in singles competitions has been obtained, in which case the score at the state of abandonment shall be taken as the final score. Ina replayed team match players shall, it possible, be the same as before, but if either side finds it impossible to play the same rinks, substitutes shall be permitted.
4.20 If, in a county association match, or any round of a federation competition, a player fails to appear at the time fixed for the start of play, a maximum waiting period of fifteen minute shall be allowed, upon expiry of which a singles or pairs match shall be awarded to the opponent(s), but in a rinks match the play shall then commence in accordance with the laws of the game. If the missing player arrives after the match has started he or she shall not be allowed to take part and neither may the match be recommenced. For this interpretation the trail ends shall not be considered as part of the actual match, and the missing player may start if only the trail ends have been played.
Club 2 Bowl Champion Of Champion Competition
1. The Competition is confined to the past season’s winners of the 2 bowl championship of each club, and played under the rules of the NCBA (Three A Side). New club champions are not allowed to enter in first year of membership. Entrance Fee to Be Paid With Entry.
2. The game shall be decided on 21 points, two bowls each player. Bowls of less than number 3 bias not allowed. Two trail ends shall be allowed.
3. The heat shall be played on the green of the first named player as drawn and dated. The home player shall supply the marker, starting time as shown. If either player fails to turn up, the heat will be awarded to the opponent.
4. At the finish of the game the card shall be signed by the marker and forward to the competition secretary, by the winning player within 5 days (120 hours) of the game being played.
5. Winner to hold the “R.J. Hewitt Cup” for twelve months, and will compete in the EBF Championship At Skegness
County Four Bowls Singles Championship
1. The competition is open to all clubs affiliated to the NCBA (Three A Side) and played under the rules of the Association. Entrance fee to be paid with entry.
2. The game shall be decided on 21 points, two bowls each player. Bowls of less than number 3 bias not allowed. Two trail ends shall be allowed.
3. The Home player will provide the marker. The marker may answer any queries as to the position of the bowls and their distance from the jack, but shall not give direction to, nor consult with, either player as to the play. At the finish of the game the card shall be signed by the marker and forward to the competition secretary, by the winning player within 5 days (120 hours) of the game being played.
4. The games are to be played on dates as printed on the green of the first named player. Times of commencement as printed. All semi finals to be played on neutral greens.
5. Winner to hold the “ Rowland Blaylock Challenge Bowl” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Two Bowl Singles Championship
1. Rules as per Four Bowls Singles Championship.
2. Winner to hold the “ Michael Cairns Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Veterans Over 65’s Competition. Two Bowls Singles Competition
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association. Entrants must be 65 or over by the 30th April of the year of entry.
2. Rules as per Four Bowls Singles Championship except starting times. Games commence at 2.30pm for all heats.
3. Winner to hold the “ W. E. Harding Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Veterans Over 65’s Competition. Two Bowls Pairs Competition
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association. Entrants must be 65 or over by the 30th April of the year of entry.
2. Rules as per Two Bowls Pairs Championship except starting times. Games commence at 2.30pm for all heats.
3. Winner to hold the “ Seaton Burn Shields” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Junior Under 25’s Competition. Two Bowls Singles Competition
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association. Entrants must be 25 years of age on the 1st September of the year in which the competition is played.
2. Starting time as printed. Rest of the rules as per Two and Four Bowls Singles Championship.
3. Winner to hold the “ Joe Young Memorial Trophy” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Secretaries Championship Two Bowls Singles Championship
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association.
2. Starting time as printed. Rest of the rules as per Two and Four Bowls Singles Championship.
3. Winner to hold the “ Chronicle Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
Club Champion Four Bowls Singles Competition
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association.
2. Starting time as printed. Rest of the rules as per Two and Four Bowls Singles Championship.
3. Winner to hold the “ Tom Nicholson Memorial Trophy” for twelve months.
County Two Bowl Pairs Competition
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association.
2. Any number of pairs may enter from one club, but each pair must come from the same club. The Entry fee to paid with entry.
3.Games to be played on the green of first named player as drawn. Starting times as printed. The game shall be decided on 21 ends, two bowls each player. Two trial ends shall be allowed. All score with the names of players marked thereon and signed by the losing skip must be sent by winning skip to the competition secretary, by the winning player within 5 days (120 hours) of the game being played.
4. Winner to hold the “ Jackson Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
George Redpath Two Bowl Pairs Competition
1. Pairs to consist of one player under 25’s years of age on the 31st July and One Player over 25 years of age on the 30th April in the year in which the competition is played.
2. This Competition is open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association.
3.Rules will be in accordance with the Jackson cup pairs competition also the EBF National competition rules. Playing arrangement and dates will be as printed.
County Two Bowl Rinks Championship
1.Open to all clubs affiliated to the NCBA Three A Side and played under the rules of the Association.
2. Any number of rinks may enter from one club, but the member of each rink must come from the same club. The Entry fee to paid with entry. Three Players to constitute a rink. One substitute will be allowed as per National Rules.
3.Games to be played on the green of first named player as drawn. Starting times as printed. The game shall be decided on 21 ends, two bowls each player. Two trial ends shall be allowed.
4.All score with the names of players marked thereon and signed by the losing skip must be sent by winning skip to the competition secretary, by the winning player within 5 days (120 hours) of the game being played. The competition shall be under the full control of the executive who shall make any such additional regulations as they may deem expedient. Umpire will be appointed by the home club.
4. Winner to hold the “ George Dixon Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Three Bowls Triples Championship
1. All conditions of the county two bowl championship shall apply to this competition except that number of ends played shall be 18, not 21 and shall be three bowls per players, not two.
2. The games shall be played as dated with starting time as printed.
3. Winner to hold the “J P Cairns Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Two Bowl Mixed Pairs Championship
1. Open to male members of clubs affiliated to the NCBA Three A Side, also to female members of all clubs affiliated to the NCWBF. All lady entrant will be expected to comply with NCWBF regulation dress code. Entrance fee to be paid with Entry.
2. Games to be played on the green of first named player as drawn. Starting times as printed. The game shall be decided on 21 ends, two bowls each player. Two trial ends shall be allowed.
3. All score with the names of players marked thereon and signed by the losing skip must be sent by winning skip to the competition secretary, by the winning player within 5 days (120 hours) of the game being played. All entrant are expected to adhere to the rules for mixed competition, see conditions for county competitions.
4. Winner to hold the “Leazes Cup” for twelve months. The winner will also compete in the EBF Championships at Skegness.
County Two Bowl Mixed Rinks Championship
1.This will be a mixed rinks competition. All player to come from within the same county. The Male entrant must be members of clubs affiliated to the NCBA Three A Side, The female entrant must be members of a club affiliated to the NCWBF. All entries must be made by the male member. Two players must come from the same club. If the rink comprises of two men and one women, both men must come from the same club. The playing venue must be the green of the male entrant. A substitute, if used cannot come from a third club. All lady entrant will be expected to comply with rules for mixed competition, also NCWBF regulation dress rules. The entry fee shall be paid on entry.
2. The game shall be decided on 21 ends, two bowls each player and shall conform in all respects with rules of the NCBA Three A Side. Playing dates and starting time as printed.
3. All score with the names of players marked thereon and signed by the losing skip must be sent by winning skip to the competition secretary, by the winning player within 5 days (120 hours) of the game being played.
4. Winner to hold the “Marie Denny Trophy” for twelve months. The winner will also compete in the EBF Championships at Skegness.
Conditions For County Competition Including Senior Cup, Minor Cup, Potts Cup And Mixed League, Dress rules and competition entry rules
1. The Competition shall be under full control of the Executive of the Association, who shall make such additional regulations as they may deem expedient.
2. All entries shall be forwarded to the Association Secretary on or before 31st October, with the appropriate fee applicable. No entry shall be accepted after this date.
3. Notwithstanding that date are fixed for all competitions, provision is made for clubs or competitors to alter dates under extenuating circumstances provided that:
a) The alteration is mutual,
b) The new date is prior to the advertised date,
Special permission must be obtained from the League/ Competition secretary if clubs or competitors wish to play after the advertised date, but in such cases the permission will not be granted if the suggested alteration interferes with the running of the competition involved. Such permission must be obtained from the League/ Competition secretary prior to the advertised date.
4. Mixed Competition. All arrangement must be made by the male entrant, i.e. re-arrangement of games, complaints of opponents, non-compliance with request etc. All invited lady contestants must abide by the decisions made by her male partner.
5. Marie Denny Mixed Rinks. All entries must be made by the male member. Two players must come from within the same club. If the rink comprises of two men and one women, both men must come from the same club. The playing venue must be the green of the male entrant. A substitute, if used cannot come from a third club.
6 Penalties For Flouting Dress Ruling. The Team Captain of the non offending team should object to the opposing Team Captain about the offending players dress. If the offending player is allowed to play improperly dressed by his Team Captain, the objecting Team Captain shall submit a report to the Executive, Who in turn will penalise the defaulting team. The penalty being “ A deduction of 4 points per offending player per match”. In any county competition, an opponent will not be allowed to commence playing whilst improperly dressed. His opponent will then be awarded the game.
7. Substitutes. A substitute may be used except in singles competitions. Where a substitute is permissible, as defined below, only that named substitute may be used in any subsequent rounds of that competition including national finals.
7.1 Pairs. The two players taking part in the first game shall constitute the pair and should normally play together throughout the competition including the national finals. 7.3 Mixed Pairs. The two players taking part in the first game shall constitute the pair and should normally play together throughout the competition including the national finals.
