1.       Lucy Gair from AdHoc Publishing
Lucy was unable to attend, and may come to a future meeting.  However the meeting was able to agree the point of principle that it was useful to invite such representatives to address future meetings,  to establish positive and supportive contact and communication between such organisations and the group, as well as with the members of the group as individuals.  <o:p></o:p>

2.       Minutes of the previous meeting [5 mins]
The minutes were accepted. <o:p></o:p>
3.       Reports from Sub Groups [5 mins each]<o:p></o:p>
a.       GREW<o:p></o:p>
·          Report from Bob Clarke on discussions held at the GREW plus discussions held with local residents’ group.
A questionnaire for local businesses to complete regarding the Headington Christmas Event is still pending.
An appeal has been lodged about the proposals for the Manor Ground.  There is no clear consensus among residents as to what alternatives would be acceptable.
Action: Sophie to give Bob 18 copies of PAREX for local businesses.<o:p></o:p>
 <o:p></o:p>
·          Co-op forecourt.  Report from Kat Luddecke.
The property has been let and sub-let.  The Co-op is pursuing a resolution of the current status, but this is still pending, and may take up to 2 years to resolve.  The Co-op realise that some re-development is in their own business interests as well, and are keen to make any re-development also include elements for the local community.  The support of the HCDG is welcome.<o:p></o:p>
 <o:p></o:p>
·          The new contacts for HCDG at Oxford Brookes (Lucy Davies and Jill Sanders ) have been approached by  Sophie, and had hoped to attend this meeting.  They are jointly taking on the responsibilities which David Attwood shouldered hitherto.  They are keen and positive about OBU involvement, and would like to promote OBU within the Headington community.  They would prefer to work on specific projects rather than just on the general work of the HCDG.<o:p></o:p>

4.       Marketing and Promotion<o:p></o:p>
b)       In the wake of the departure of David Attwood, there is currently no coordinator of this group.  Any volunteers or nominations are welcome for consideration.
Action: Nic will approach Impact Advertising about being involved.
Action: Sophie will approach Dan Ganly and Paul Gaffney from OBU Business School about being involved.<o:p></o:p>

5.       Design<o:p></o:p>
·          Allocation of noticeboards – decide on location of the boards, and people to maintain them. Delegated to the Design Group to report back.  Report from Tony Joyce
The proposed noticeboard outside the Gladstone Road Community Centre is too small (minimum needed would be 1.25m x 1m) and would be a waste of money.  It is also in the wrong place.  A board is needed near the Windmill Road crossroads with the London Road.  It may be wiser to re-direct the money intended for the board at Gladstone Road to help with the installation of a board in the centre of Headington.
Arthur Trehearne has agreed to maintain a noticeboard when one is installed.  There was some discussion about possible locations, including the wall of Barclays Bank (unlikely because it would provide a reason for loitering), and the barrier between Lloyds TSB and Barclays (a possibility, because there is already a barrier there because of the change in height of the pavement, but making it free standing may make it more of a target).
Action: Sophie will get a quote from City Design. <o:p></o:p>
6.       Progress Reports [10 mins – 2 mins per report]<o:p></o:p>
a. Headington Improvement Scheme – Sophie<o:p></o:p>
·          Bus shelters in Headington.  The County Council wished to purchase bus shelters and leave the City Council with the costs of maintainance and repairs (estimated £17,500 per year).  This is not acceptable to the City Council, who can get them from Adshell for free with maintenance and repairs by Adshell.  The City Council does want to get a deal sorted out with Adshell (or a similar company) with one contract for the whole city, rather than a different agreement for each shelter, and has asked the City Engineers to sort this out.  There appear to have been delays in this, a position which is only more reprehensible in the light of Oxford’s obligation to obtain best value.
Action: Andrew to write on behalf of HCDG, to Isobel Garner at Oxford City Council, to ask her to get this sorted out and stop this administrative drift.  Draft letter to be circulated by email to members of HCDG, and feedback provided to Andrew by Friday 9th February.<o:p></o:p>
 <o:p></o:p>
b. Headington and Marston Area Transport Strategy – Sophie<o:p></o:p>
·          B4495 (unofficial inner ring road)  The study continues, and has addressed minor issues (e.g. extra pedestrian crossings) but has failed to address any of the major issues.  This part of the study is now overseen by Buchanan’s as a part of the overall Oxford Transport Strategy.<o:p></o:p>
·          The main Buchanan report (stage 2 – how to improve the traffic situation in Headington) is now delayed, and is anticipated to be delivered at the same time as stage 3, on 24th February.
There is good news, in the expansion of Thornhill park and ride, and new park and rides around Oxford, and considerable development of railway facilities.  However, there is concern over some of the shortcomings.  
There was considerable discussion around the quality of the first stage of this study, and the quality of the service which Buchanan’s is delivering.  The reason for the slipping timetable appears to be Buchanan’s own internal problems with staffing and other contracts, and it was not felt that this was acceptable for an external consultant – a consultant should do a job of work to the schedule agreed, and it is their problem to deliver it on time – particularly given that the tender was competitive in the first place, and other consultants may have been able to do better.  David Edwards had 2 pages of erroneous assumptions which he identified in the stage 1 report, but he was unable to get anyone at Buchanan’s to accept these notes, far less to act on them.  It appears that there has not been sufficient local consultation over the first stage of the report.  There were strong concerns expressed that any plans (developed on the back of a study which is full of errors) will themselves be full of errors.
Action: Andrew to write on behalf of HCDG, to Peter Mann at Oxford City Council (copies to Alex Hollingsworth, Jean Fooks, Mike Wooley), to ask him address the issues of errors in the original report and the lack of local consultation.  Draft letter to be circulated by email to members of HCDG, and feedback provided to Andrew by Friday 9th February.<o:p></o:p>
 <o:p></o:p>
7.       Subway improvement scheme – Sophie<o:p></o:p>
c)       David Attwood and Sophie to refer the issue of purchasing overalls for the Subway Scheme back to the Youth Offending team.
This is now all in place, David Attwood is just trying to remember where the paint was stored, and the County Council are confirming their role in providing sealant for the work.  All help and those willing to wield a paintbrush, is very welcome.  Thanks to Sophie and David Attwood for their work and persistence on this project.<o:p></o:p>
