The proposed noticeboard outside the Gladstone Road Community Centre is too small (minimum needed would be 1.25m x 1m) and would be a waste of money.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It is also in the wrong place.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>A board is needed near the Windmill Road crossroads with the London Road.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It may be wiser to re-direct the money intended for the board at Gladstone Road to help with the installation of a board in the centre of Headington.
Arthur Trehearne has agreed to maintain a noticeboard when one is installed.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>There was some discussion about possible locations, including the wall of Barclays Bank (unlikely because it would provide a reason for loitering), and the barrier between Lloyds TSB and Barclays (a possibility, because there is already a barrier there because of the change in height of the pavement, but making it free standing may make it more of a target).

There is good news, in the expansion of Thornhill park and ride, and new park and rides around Oxford, and considerable development of railway facilities.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>However, there is concern over some of the shortcomings.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>
There was considerable discussion around the quality of the first stage of this study, and the quality of the service which Buchanan’s is delivering.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>The reason for the slipping timetable appears to be Buchanan’s own internal problems with staffing and other contracts, and it was not felt that this was acceptable for an external consultant – a consultant should do a job of work to the schedule agreed, and it is their problem to deliver it on time – particularly given that the tender was competitive in the first place, and other consultants may have been able to do better.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>David Edwards had 2 pages of erroneous assumptions which he identified in the stage 1 report, but he was unable to get anyone at Buchanan’s to accept these notes, far less to act on them.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>It appears that there has not been sufficient local consultation over the first stage of the report.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>There were strong concerns expressed that any plans (developed on the back of a study which is full of errors) will themselves be full of errors.
Action: Andrew to write on behalf of HCDG, to Peter Mann at Oxford City Council (copies to Alex Hollingsworth, Jean Fooks, Mike Wooley), to ask him address the issues of errors in the original report and the lack of local consultation.<SPAN style="mso-spacerun: yes">&nbsp; </SPAN>Draft letter to be circulated by email to members of HCDG, and feedback provided to Andrew by Friday 9<SUP>th</SUP> February.<o:p></o:p></SPAN></P>
