Aim: this newsletter is intended to provide up-to-date information on English local government policy from the Department of Environment, Transport and the Regions. Although Direct2LG is sent by the Local Government Finance (LGF) directorate we try our best to cover other policy areas. However, within DETR, housing, transport and environmental matters are the responsibility of other directorates. We therefore do not have ready access to as much information on these areas as we would like.

£9 million for local authorities to help schools and businesses reduce peak hour congestion
                           2 February 2001
********************************************************************************

Local authorities are to be given £9 million to promote travel plans to schools and business, Transport Minister Keith Hill announced to Parliament today.

The bursaries for 111 posts across the country will enable 84 local authorities to employ travel co-ordinators at a cost of up to £30,000 a year per post. Funding will be spread over three years.

Keith Hill said:

"We want to encourage more sustainable mobility and reduce congestion. Travel plans are an important part of the picture and need to be tailored to each area's circumstances if they are to have an effect.

"These new staff will spend time working with schools and businesses on the development of local measures designed to improve pedestrian and cycle routes, bus usage, car-sharing and tele-working, and thereby reduce reliance on the car. They will work in consultation with local public transport operators, health and education authorities and the wider community."

Councils invited to pilot "Local Government Online": Delivering services online - moving towards 2005 target of 100% capability
                           2 February 2001
********************************************************************************

Councils have today been given the opportunity to set up as e-government "pathfinder" authorities - to show the way forward on delivering services electronically.

£25 million will be available in 2001-02, for around 15-20 pathfinders. Proposed funding allocations in 2002/3, and 2003/4 are £135m and £190m respectively - for which all councils would be eligible.

Local e-government offers the prospect of better and more accessible local services, such as:

services available outside standard working hours, and where appropriate, via PC, digital TV and mobile phone formats;
internet access and email free to all citizens at their local library;
smart cards used for public transport passes to pay for school meals, and to authenticate transactions such as on-line voting.
In a joint letter with Local Government Association Chair Sir Jeremy Beecham, Local Government Minister Hilary Armstrong said:

"Our aim is to identify between 15-20 pathfinders to develop e-government initiatives and to be a centre of expertise from which all local government can learn.

"We would particularly welcome expressions of interest from partnerships involving councils and others working together to provide electronic service delivery."

The closing date for expressions of interest is 5 March.

                Corby leads the way in regeneration
                           2 February 2001
********************************************************************************

A new era in regeneration in Corby was launched today by Deputy Prime Minister, John Prescott, when he announced the formation of Corby Urban Regeneration Company (URC). Its challenge is to take forward the Government's commitment to revitalising our towns and cities - an important first step in delivering the regeneration promises set out in the Urban White Paper last year.

Corby URC will help make a reality of a key element of the Urban White Paper vision - to set up 12 new URCs, a new form of partnership, independent from key stakeholders but involving them in full.

Corby URC is the first to be launched since the White Paper, and now joins the pilot URCs: Liverpool Vision, New East Manchester and Sheffield One. The new URC is a public and private sector partnership between Corby Borough Council, Northamptonshire Chamber, East Midlands Development Agency and English Partnerships.

Corby URC will focus on creating a better economic balance in the Borough, attracting further investment, expanding the population, improving amenities -including the town centre - and creating a consultation culture within the URC area.
