Developing the WVCP
Having produced the first edition of the Warminster & Villages Community Plan in 2005 (an example of what Local Government refer to as Community Area Plans, there being 20 recognised Community Areas across Wiltshire), one of the Partnership's priorities is to ensure that it remains 'fit for purpose'. One of its purposes is to provide the background against which Community Groups can bid for funds for their projects by showing how they relate to the Community's aspirations as set out in the Plan. It is also the case that proposals from Parish, Town, District and County Councillors are more likely to be acted upon by these Councils to the extent that they are consistent with Community Area Plans.
At the suggestion of the WVCP, Warminster Town Council is now expanding upon the current Community Area Plan by producing a Town Plan which will go into more detail on issues affecting Warminster itself. The Partnership is currently represented on the Town Plan Working Group by Tim Trounson. The Partnership has also been encouraging Parishes and Villages to produce their own Plans which similarly expand upon and develop the existing Community Area Plan. The Partnerships intention is that the next edition of the Plan will consist of the Town and Village Plans as detailed Annexes or supplements to an overall Vision for Warminster and the surrounding Villages providing a coherent summary of the individual Plans.
Another current priority for the WVCP is to encourage and support the formation and development of community groups. The aim here is to have effective and viable groups covering each of the 8 Pillars. There is a page devoted to each one on this site: a summary is provided here.
At present we have a Pillar Group covering the Economy & Tourism Pillar (see Community Project Groups page and/or the 'Economy & Tourism' Pillar page) and groups covering aspects of other Pillars, viz:
Countryside & Land-Based Issues: the Partnership is currently approaching people who it believes may be interested in forming a Pillar Group.
Culture & Leisure : A Theme Group called The Friends of Warminster Park (see Community Project Groups page) under the Chairmanship of Steve Welling is currently pursuing an action plan for improvememts to the Lake Pleasure Grounds with the aim of making them an Outdoor Community Centre for all ages. Also under this Pillar is a 2008 inititive being lead by Michael Mounde. Sport4Warminster aims to bring together representatives of all the local sports clubs, schools, the Army & local government to look for ways in which existing sports facilities can be better used and to work together to identify, resource and deliver improvements.
Social Care & Health: A Group has been meeting to discuss health service aspects under the Chairmanship of Councillor Chris March.
Education Skills & Learning: - this is represented by the Learning4Warminster website created a few years ago by two Partnership members (see Community Project Groups page). Keith Humphries is currently seeking to re-energise this initiative.
Crime & Community Protection: The Partnership worked with the local Police Inspector in the latter part of 2007 to set up the Neighbourhood Tasking Group (NTG). This is the local forum within which the Community and Police agree on the priority issues to be tackled and then identify and commission the most appropriate agencies to tackle the root cause of the problems. The Partnership also has links into the local Neighbourhod Watch Organisation.
Transport & Communications: Over the last year plans for a Warminster & Westbury Transport Hub have evolved into the Warminster Community Transport initiative currently being lead on behalf of the Partnership by Keith Humphries. A preliminary meeting is planned for 15th April 2008. See the Warminster Community Transport page on this site for more details.
The Partnership's approach here is not to 'invent' new groups where they already exist in the Community nor to 'take over' such existing Groups. However, it believes that it is to the avantage of the Community as a whole that existing groups consider how they contribute to the Quality of Life of the area as defined on the 'Pillars & Themes' page of this site and to keep the Partnership informed of their aspirations and current projects.
