The use of keepnets, other than in bona-fide agreed matches of not longer than five hours duration, is now banned at Laybourne Lakes, the object being the preservation of the fish therein.
Also at Laybourne Lakes, due to forthcoming legislation regarding child protection, children under the age of 12 years are not permitted to fish there.

REMINDERS OF RULES & REGULATIONS FOR FISHERIES
LAYBOURNE LAKES.
Your elected Committee attended a meeting on Tuesday 14th January 2003, to discuss specifically the operation of these Lakes.
There are 106 permanent numbered pegs, 12 being specifically for the disabled angler, having 'guardrails'.
Hooks, to a maximum size 12, will be barbless.
Fishing will be from 07:30 (no entry to the approach lane before this time- respect our neighbours), to dusk (defined as 30 minutes after sunset - lane to be cleared by this time).
Groundbait may be used, limit of one kilogram (dry) per visit.
Baits. Normal baits will be allowed, but sweetcorn may only be used as a hookbait.
Baits Banned. Boilies, Peanuts, Tiger Nuts, Cat Food, Bloodworm, Joker and Bread, other than in groundbait. Keepnets. Match anglers are to use two keepnets, one for Carp and the other for silver fish (first object of the Amalgamation - preservation of fish). Other Bans. Night Fishing, and Braided lines.
Matches. Will be of five (5) hours duration only.
Parking. Strictly in the car park, at right angles to the road (disabled spaces excepted). No speeding.
Juniors. No angler under 12 years allowed on the ponds.
'Dip-tanks' have now been provided for sterilising both landing and keep nets.
Anglers are requested to take unused bait home with them.

MELBOURNE MARINA. Agreement has been reached with BWB for the reinstatement of fishing over a length of roughly 30 yards from Pocklington Canal towards the marina proper, allowing up to 3 pegs. They are to provide an official BWB noticeboard, attached to a tree, “No fishing beyond this point”.
A little is better than nothing.

SELBY CANAL. For an experimental period the charge for Day Tickets for this water only will be reduced to £3.00. This follows observations made from interested parties. However, anyone found to be using a Selby Canal Day Ticket for any other of our Day Ticket waters will be called to attend a Disciplinary Committee hearing, to explain themselves, and this may result in disciplinary action being taken. If this experiment appears to be a success, then it will be subject to ratification at the Annual General Meeting.
Please do not abuse the system.

DOUG DALTON. He has now recovered enough to be brought home, where he now is. He is not very mobile, but is open to visitors for a short period at a time. As he still has to visit hospital three times weekly, it is advisable to give him a ring to see if the is “open to audiences”.
------------------------------------------------------------------------------------------------------------------- RED HOUSE LAGOON. There seems to be some doubt as to whether York DAA has continued the rental of the lagoon and associated river frontage. The answer is “Yes”, York has it for the next five years, (please see Newsheet 236). Also questions have been asked regarding the use of groundbait – this is not allowed, “No groundbait, or any other substance is to be introduced into the lagoon”. Feeders may only contain bait that can be eaten by the fish, as this is a source of water for the West Riding and Sheffield.
------------------------------------------------------------------------------------------------------------------- GOLDSBOROUGH. This water has been retained for a further year, until 2008. Members are reminded that in inclement weather if vehicles are taken to the gate at the river bank and get stuck, there will be no help from the landowner, you have to get yourselves out.
------------------------------------------------------------------------------------------------------------------- CLAXTON POND. It is understood that the access, although just as long, has much improved, in that the livestock is no longer at the farm. Apparently the bridleway has been levelled and wheels, barrows, etc., even ordinary feet can traverse it without much trouble.

RAWCLIFFE LAKE. On of our clubs recently, holding a ‘training session’ here found it necessary to eject some youths who were fishing within the designated “nature reserve areas”. Remember, the Year Book gives to you the right to challenge anyone else fishing where you are. Any angler fishing the lake is requested to challenge anyone they think may be ‘poaching’, and anyone trespassing in the nature reserve areas. If it is felt to be necessary the intervention of the police may also be requested. CoYC have been advised of the situation.

PARK VIEW LAKE. Several complaints have been made about the staging at this venue particularly, and also at other waters where bank maintenance is required. It all comes down to the usual call, if the facilities need attention, then it is not the ‘done thing’ just to ‘mutter and grumble’, anglers have to get out there and put some effort into giving preventative attention to all our waters, so that platforms, fishing places and accesses are maintained, and undergrowth predation is kept within check. This call for volunteers goes out on regular basis, but few are heeding the call. The elderly members of your committee do what little they can due to the constraints of age and health, but a margin of help from the younger element would be appreciated.

Y.D.A.OF A. “COMMUNIGATE” MESSAGE BOARD. (www.communigate.co.uk/york/ydaa).
A car was broken into recently at Park View Lake, and this has prompted an extended discussion on the “board” of what needs to be done at this venue to try and improve security, particularly for the night angler. This was raised at the YDAA GPC meeting last Wednesday evening and discussed at some length. It was agreed that the Trustees should meet to discuss this problem, along with a projected review of the Year Book Rules & Regulations. The committee of YDAA are well aware of the “partying” problem, and are taking on board some of the suggestions made, and are treating the matter very seriously. In the meantime notices at the lake have been cleared and made readable, and arrangements agreed for the locking of the gate by a night angler who is prepared to take on the temporary responsibility for some form of security. Any member, or group of members, has the authority, through possession of the York Year Book, to request any non-member and non-angler (particularly the latter) to vacate the water immediately. However we are aware that in the past bailiffs fishing this water and finding a problem have got a YDAA official out of bed to come and “sort it”, when they should have been doing it themselves. Other arrangements to address this problem are already in hand.

RAWCLIFFE LAKE. Members are reminded that any litter found in the area up to five metres from the water’s edge is the responsibility of the angler, and should be removed, and disposed in a correct manner. It should not be moved to above the 5m mark. Anything above the 5m mark is the responsibility of the local council. It is appreciated that during flood conditions the litter will be carried up the bank and left when the water recedes, however, this does not prevent the angler from removing rubbish that is obviously fishing litter. It also relates to litter on all our venues, if you find it, please ‘bin’ it.

PARK VIEW LAKE. Those of you that have access to the Internet and have viewed the YDAA ‘Communigate’ site www.communigate.co.uk/york/ydaa will have no doubt seen over the last few weeks much correspondence on the ‘message-board’ regarding problems at Park View Lake. The Trustees held a meeting to specifically discuss these problems and made certain recommendations to the General Purposes Committee when they met last night, the GPC agreeing with the proposals submitted by the Trustees to try and alleviate the problems that have arisen.
This is a general purpose coarse fishery, where common sense needs to be used by all members of the
Amalgamation who fish the water. It is with this in mind that the needs of the majority of anglers will
take precedence over the few.
As it is a general fishery open to all members then the gate will not be locked, as this would discriminate
against members who just wish to ‘turn-up and fish’.
The ‘concrete block’ will be signed “disabled anglers only” and should not be used by any angler other
than that group of anglers.
General Rules 33 and 34 must be strictly adhered to : -
Rule 33 : NIGHT FISHING. The Waters Secretary MUST be advised (01904 612990) in advance, of the
date of the visit, the venue to be visited and book number of the night angler.
Rule 34 : Members are restricted to two rods in use at any one time. (‘Marker’ rods count as one rod).
This rule should also be used whilst bearing in mind “Open Match Rule 13” - No ‘competitor’ (sic angler)
to interfere in any way with the swim of ‘competitors’ (sic anglers) on either side or directly opposite his
own swim. “Common sense” referred to above.
More bank-side ‘cover’ is to be introduced to try and attract fish to the margins to provide better sport for
the ‘general angler‘. When this, and the original fish ‘refuges’ that were placed originally are re-instated,
then they must be left alone and attempts to remove them must not be made. Any angler found to be
attempting to remove lilies and refuges will face the Disciplinary Committee and will be banned from the
water. A programme of re-stocking will also take place with the object of improving the fishery for all
categories of angler. There will not be any notification of when, or what species, are to be stocked.
A number of Bailiffs have been allocated to this particular venue, with a small incentive, to effectively
“police” the water, but it seems from the ‘message-board’ comments that a higher priority needs to be
given to this aspect. However, all Book holders have the right to challenge any person on the water for
their ‘permission’ to be there, and the book holder can request any unauthorised person or people who
are seen to be causing problems of any kind to vacate the water immediately. It is not necessary for a
YDAA official to be asked to be present, but if the situations gets ‘out of hand’ then the civil police may
be called to give assistance.
If conditions of vandalism, partying, abuse of persons and the water do not improve then the water will
be closed to night fishing (General Rule 33 applies). It is acknowledged that this will seriously affect
the activities of those anglers who prefer to night fish, but it is hoped that they will ‘police’ themselves,
and not bring about a situation, which has been considered as a last resort, to introduce, as at other local
venues, a “night fishing ticket” at a substantial charge over and above the Year Book cost just for this
particular venue.
The Trustees, in making these recommendations, and the General Purposes Committee which has ratified them,
having taken not a little time in considering the points raised on the website, have tried to come to a solution which will be of benefit to all anglers, the decisions having not been taken lightly, hope that all sections of the angling world can now use the water in a friendly and amicable manner, and work together in making sure that only fishermen make use of the facility.

S. V. C. Members are reminded that it is imperative, following an out break of this disease in local waters, that all nets must be ‘dipped’ when visiting the Laybourne Lakes complex. This is, landing nets for pleasure anglers, and both landing and two keep nets, for match anglers. Protection of the fish is the priority of all of us.

GOOD CONDUCT. Reports have been received recently of instances of “bad language” by anglers at Marley Pool, Laybourne Lakes, to such an extent that a member, fishing with his teenage son, felt he had to leave the water, so as not to have the son offended more than was necessary. Whilst we all know that a group of males will resort to this sort of language, some respect should be shown to others who are of an age that they may take offence to this sort of repartee.
Please show consideration for your fellow anglers, after all some of them may be our junior lady members.

ANGLING MATCH BOOKINGS. Complaints have been made that anglers attending Laybourne (Marley) recently for a pleasure fishing session have found the pool occupied by a number of anglers in a bona-fide match, and have been refused admission to the ‘spare’ pegs. There is an unwritten ‘rule’ that two hours after a match commences, any ‘spare pegs’ beyond the limits of the match may be taken up by pleasure anglers. There are several ways of finding out where matches have been booked, i.e. through the York tackle shops, at the Club Headquarters, from Terry Pinder, in the Friday evening edition of the York “Press”, and, for those from away, on the “Angling Match Bookings” page of the York “Press” website

LAYBOURNE LAKES. (1). Whilst litter is a great problem on all waters, here at Laybourne the problem is more extreme. Apart from pushing litter under the platforms and leaving it in the ‘dipping tanks’, the “caravan” intended to be used as a match headquarters has been extensively vandalised. Originally having a small cooker in, and a toilet cubicle, someone smashed all the windows, removed the cooker and also took the toilet, thus depriving lady anglers of the privacy necessary.
Now ‘anglers’ appear to be using it as a litter bin, as recently plastic bags of rubbish have been found inside the interior, and some “person” has actually defecated within the caravan. Any angler witnessing such an act should advise any committee member immediately so that action can be taken against those perpetrating such disgusting instances.

LAYBOURNE LAKES (2). Due to the predominance of a noxious weed, that needs removing according to the laws of the land, anglers visiting the complex are requested to “pull”, that is pull up by the roots five stems of Ragwort and lay it beside the path. This should clear the area in no time. The plants have yellow flowered (daisy like) tops, but should not be confused with Yarrow. This will greatly assist Jeff when he is visiting the water.

BENINGBROUGH (BELOW). Following the loss of the Beningbrough (Village) field and the ‘rough’ field below, some years ago, and the loss of the “old green hut” field two years ago, it has now become financially unviable to continue renting the long field between the ‘old green hut’ field and the ‘rough’ field, therefore your Committee have decided to give this up, so we do not now have any fishing below the village. We do still have the fishing from the bottom of the “pig field”
through to the boundary with the Beningbrough Hall grounds, including the gardens between the ‘pig field’ and the stone culvert upstream of the village. The field at Overton Ings, (above Bushey Close) is still a YDAA preserve.

SAND HUTTON GRAVEL PITS. There has been a report of YDAA ‘netting’ these pits. This is not so.

SELBY CANAL FISHERY. On the March Newsheet (No. 237), it was advised that day tickets for this water would be priced at £3.00, for an experimental period. All Day Ticket outlets are requested to endorse any sales of Day Tickets for this water with the words “Selby Canal only”, with a suitable note on the counterfoil, suggested “S.C.”, as was suggested some years ago for the sale of day Tickets for Rawcliffe Lake “R.L.” being written on the counterfoil. This will enable the Committee to assess the usage of these waters for future reference.

It seems that this Rule is not being adhered to, as it has been noted that some anglers have been night fishing at Tockwith, without the knowledge of the Waters Secretary. Also a number of anglers night fishing Park View Lake have not made their intentions known to him. Any angler wishing to fish at night on any of the permitted night fishing waters of York Amalgamation MUST advise the Waters Secretary (01904 612990) of when and where they intend to night fish, giving their name and year book number

POPPLETON (THE MOATFIELD). It has been reported that several anglers are fishing this stretch under the impression that it is ‘free’ water. This is not so, it under the jurisdiction of York & District and any angler wishing to fish it must hold a York Year Book or a suitable York Day Ticket.

LOSS OF DOCUMENTS (YEAR BOOK). A number of anglers have made us aware that if their year book has been lost, they do not know the procedure for replacement. A letter should be sent, with a suitable stamped and addressed return envelope, to the Book Distribution Manager stating the facts of loss, including if possible the number of the lost book and where purchased. A cheque for £2.00 made out to YDAA should also be included. Upon receipt a replacement book will be issued.

LITTER. This is still a problem. One of our veteran anglers has recently visited Park View Lake, without his fishing tackle, just with plastic bags in an effort to remove some of the rubbish left there. We also have problems with our Laybourne Lakes fishery, committee members removing amounts of litter from around the platforms, the paths and the surrounding banks of soil. B. W. B. have helped in litter clearance at the Selby canal water after an appeal from the York Committee. It’s no use just looking at it and letting it lay, if you see litter please pick it up and take it home for disposal, it won’t take up much room in the car boot. Don’t anyone go to Burn Road Pond at the moment !!!!!!!!! We are aware of the problem, and are dealing with it.

EAST COTTINGWORTH. (Pocklington Canal). A report was received that there was a ‘fish-kill’ at this venue recently, with many fish dead and in distress. A local committee man was despatched to assess the situation and reported back that he had seen only four dead fish. Further inquires of the person who originally reported the incident, revealed that it had taken place a number of days earlier. This caused an unnecessary journey, and time taken, for our representative, apart from losing the initiative if it was a case of pollution. It cannot be stressed strongly enough that if reports of possible pollutions, fish theft or any other misdemeanours are to be made, then they must be made as soon as possible and not left “for a few days”. Your committee cannot act upon information that is several days old, and this may cost you your fishing.

ENVIRONMENT AGENCY “MATCH RETURN CARDS”. Just a reminder to club secretary’s to not delay sending in these cards. If enough are returned, at least 85%, then a bonus is ‘triggered’ to add to the sum given for each card returned.
This money is then allocated to a ‘pool’ from which clubs that have a junior membership, may make application for funding for various projects they may wish to undertake to further the education and interests of the future generations of anglers.

BENINGBROUGH (PARK). Reports have been received that the field down ‘cardiac hill’ is very rutted following the floods earlier this year, and the effects of cattle wandering about the field. It is suggested that the better access is now, walk around the ‘ha-ha’ wall to the fence that leads down the field to the “Tower” then walk along this fence-side. It gives a ‘smoother’ walk and is not as steep to walk back up.

VENUES & FISHING PLACES. Again, many people are making comment about the state of the rivers and the lack of ‘easy’ access, comfortable pegs. Sorry, but it is in your own hands. If anglers are not prepared to get out and do some work on the banks, then we lose the fishing potential. Bankwork always needs doing and it needs to be ‘kept on top of’. We are always requesting help for work parties, but no-one seems to want to help. It comes down to “use it or lose it”.

BENINGBROUGH PARK (Sandbed opposite the Nidd mouth). Comments are constantly being made about the number of boats illegally moored at this point. In addition to the instruction in the Year Book any incidence of boat mooring on this sand bed should be reported to Beningbrough Hall (470666), for their information and action as necessary to ‘move them on’ !!!!!

LITTER. Reports are to hand of litter being seen at Stamford Bridge and the Howsham bridge venues. Whilst this may be due to persons walking the banks, it is up to the angler to make sure that it is not angling litter that is left, and also to leave the banks as he would expect to find them. It’s no use just looking at it and letting it lay, if you see litter please pick it up and take it home for disposal, it won’t take up much room in the car boot.

ENVIRONMENT AGENCY “MATCH RETURN CARDS”. An e-mail from the Environment Agency shows that just 94 cards have been returned up to now out of a total of just short of 200. Will all club secretarys please ensure that these cards are returned promptly. A list of “outstanding returns” will be published next month.

THE “DONKEY WOODS”. There have, apparently, been some problems in gaining access to the car park, before the official opening hours. The person who opens the gate has been advised of when fishing matches are to take place and he has agreed to change the locks over when closing the gate the night before. Two locks are on the gate, one a ‘bar lock’ for his use and the other a ‘hasp lock’ for our use. Any club fishing a match on the donkey woods, which does not wish to wait for the official opening time (10:00 hours on a Sunday morning), may obtain a key from one of the committee men listed below on the afternoon previous to the match, returning it to that committee man immediately after the match. Sorry for the restriction, but the City of York Council have issued us with five keys for our use, no doubt individually recorded.
Keyholders are Bob Hutchinson, Trevor Potter, Jeff Marley (2), addresses in the book and Dennis Bradley.

ILLEGAL ACTIVITIES BELOW YORK. It has been noted that several children (youths) have been exceeding the speed limit in ‘rubber dinghies’, for ’kicks’ in riding the bow waves and wakes of motor boats in the Fulford and Palace Ings areas. Also noted has been a brown speedboat on a number of occasions, and a white speedboat, (number 81035), the latter engaging in abusive conversations with anglers. These facts have been reported to BWB, and members are asked to report any further instances, direct to BWB HQ., Fearns Wharf, Neptune Street, LEEDS, LS 9 8 PB.

BENINGBROUGH (PARK) SECTION. Following on from the last newsheet, access has been agreed with the farmer for rounding the wall and walking alongside the fence to the Tower. Direct routes across the field to the pegs are not to be taken. It is also very strongly stressed that the entry to the field at the Hall gates is closed immediately after an angler or group of anglers together has passed though it. If this entry is left open that we stand a great risk of losing the access to the water, the alternatives being walking from the Newton village end, or from the lodge gates alongside the Hall grounds.

THE ANNUAL GENERAL MEETING. This was attended by 30 members, those ‘signing in’ representing some 9 clubs.
The following Notices of Motion were passed by those present.
All Voting Powers, with the exception of Serving Committee members, be limited to members residing within a 10 mile radius of the York Guildhall.
The Trustees shall have the power to obtain, and relinquish, water’s, to be ratified by the General Purposes Committee, subject to financial conditions.
That a G.P.C. of not more than 20 members, of whom a maximum of 7, reside outside a 10 mile radius of the Guildhall, York.
Rule 10. Delete “to be decided at the A.G.M.”.
Laybourne Lakes. Increase in the hook size to 10 (from 12).
Increase in the line strength to 10lbs (from 6 lbs).
The following Notices of Motion failed to be passed by the A.G.M.
Rule 8. To allow the Chairman to have a ‘members’ and a ‘casting’ vote at a committee meeting.
Rule 34. The addition of “A third rod may be set up and used as a MARKER ROD ONLY. Any other use may result in membership disqualification”.
Laybourne Lakes. Extend match time from 5 to 6 hours, if desired by participants. ****
Allow the use of keepnets in matches to be extended from 5 to 6 hours, plus weighing in time if the proposal above is accepted. ++++
Allow pleasure anglers to use keepnets for a maximum of 6 hours.
**** This became the subject of an objection after the AGM. The legal department of the A.C.A. has been asked for ‘guidance’ in this matter, following which the G.P.C. will consider the position.

NEWSHAM BRIDGE. Negotiations have taken place, and we have leased this water for a further two year period, to June 2009. Matches may be booked on this water.

BENINGBROUGH (PARK) SECTION The managers at the Hall have asked me to remind all anglers of the parking arrangements agreed here. Once to the Hall, turn left to the car park, crossing the cattle grid. When you are over this grid, turn immediately left and follow the track, turning left again, then parking neatly along the hedge. Anglers should not park in the “front” car park facing the Hall wall.

BENINGBROUGH (PARK). Anglers visiting this water have noted that YDAA “Peg Tickets” have been left in the banks, despite a written request on the tickets for them to be removed as it is litter once the match is over. Members are asked to remove their, and any adjacent peg ticket which has not been ‘drawn’, so as the banks will be left in the condition that we would expect to find them.
------------------------------------------------------------------------------------------------------------------- RAWCLIFFE LAKE. Recent reports indicate that fish are suffering damage, particularly to their mouths, at the Lake. It is felt that this may the result of handling by inexperienced anglers, or children, and attention must be paid to the welfare of the fish, one of the objects of the Amalgamation being “the preservation and fish and spawn”. Any angler witnessing others subjecting fish to ‘rough’ treatment is asked to speak to them with the object of educating them in the correct way to handle their catch, before returning it to the water in good condition.

As two members at the AGM elected to leave this committee, its’ strength is now down to 12, due to no-one at the meeting putting themselves forward for these “onerous” duties. Therefore if any member would like to ‘come and join us’ on a monthly basis, usually the first Wednesday evening of the month, providing you live within 10 miles of the York Guildhall, then put your name forward, and you may be co-opted onto the GPC. There is, of course, a small non financial incentive for those joining the committee.

2008 YEAR BOOKS. The books should now be in your possession.
Please read them very carefully, as there has been a fairly major amendment throughout the full book, the first such
exercise for a number of years.
Since they went to print, due to this being a ‘leap’ year, a couple of points have been “gremlinised” for the Veteran’s matches. These members should note that the matches scheduled for 7th May and 6th August are actually being fished on 14th May and 13th August respectively.
Also Page 18 has been transposed with page 16 (repeated). The easiest solution to this is to remove page 18 from your 2007 book before disposing of it, and sticking it in the appropriate place in your 2008 book.
Page 26. Claxton Brick Ponds & Park View Lake. Night fishing reference to Rule 33 should read Rule 34.

Again this serious problem has come to the fore. One of our riparian owners has expressed great concern about the amount of angler’s litter left on and around his property. He assures me that it was anglers who left the rubbish, and that he collected several bin bags of what he described as “picnic litter” following the Yorkshire Winter League match on December 23rd. It cannot be stressed strongly enough that this must not be allowed to continue, and there is the possibility that when the lease comes up for renewal, circumstances such as these will count against us and we may very well lose the water. If you want to ‘keep’ the waters please leave them clean.

LOSS OF WATER. We have been advised that Crambe Grange Farm has been sold, and the new owner does not wish to lease the water for the foreseeable future. This means that we no longer have the right to fish the Howsham stretch from the upstream end of the ‘golf course’ field down to the weir. Access to opposite the Hall will remain as now, via the left hand side of the hedge and thence upstream to the “Barnfield” section.

SALES OUTLET. Since the book was printed Eric’s Angling Centre at Whitkirk has advised that they no longer wish to sell Year Books etc.. A replacement outlet in the area is being sought.

SAND HUTTON GRAVEL PITS. As from 1st January, the paddock is no longer available to us for parking or access. Anglers visiting this water are asked to approach via the ‘path’ at the east side of the pit. Efforts will be made to ‘clean up’ this entry, and members are asked to do what they can, when going to and coming from the water. As usual, at this time of year, the call goes out for “volunteers” for bank maintenance work. All welcome.

NOTICES OF MOTION TO THE A.G.M. With reference to Newsheet 244, regarding the proposed extension of match times from 5 to 6 hours at Laybourne Lakes. The A. C. A., and others, supplied much guidance information on the objection raised, and the decision of the A.G.M. is upheld. Therefore match duration at Laybourne Lakes will remain at 5 hours, with keepnets, in matches only, being used no longer that the weighing in time required.

BURN ROAD POND. No doubt many will have noticed that there is ‘fly-tipping’ problem here, firstly with bottles and cans, which due to the efforts of some of your committee have now been removed. However, there is now so much tree surgery cuttings and garden refuse on there that the car park is virtually unusable. Anyone seeing persons dumping on our land is requested to immediately inform any Amalgamation official, preferably those near to the pond, so that this illegal dumping of rubbish can be stopped.

WATER RETAINED. The Church Commissioners water at Claxton Ponds, Sand Hutton Gravel Pits and the River Derwent stretch have been re-negotiated for a further year.

G. P. C. COMMITTEE. Since our appeal for additional members on the GPC four people have stepped forward leaving just four more vacancies to be filled. Anyone with ‘special skills’ in bankwork, tree management, platform building or general ‘getting hands dirty’ by being general dogsbodies will be most welcome.

BENINGBROUGH PARK FISHERY. You will be please to know that this fishery has been renegotiated for a further five years until 2013. Efforts to maintain the mooring rules at the sandbed opposite the Nidd Mouth are ongoing, but we may fighting a losing battle. Access is still available through the usual way, that is, through the gate in the field at the front of the Hall, keeping it closed at all times when anglers are not passing through. Individual anglers MUST close the gate, and not leave it open for other club members to trickle through one by one. This is a request from the farmer and must be adhered to. Once through the gate proceed round the walled garden to the fence and walk down to the tower. The slope here is less steep and should prevent the possible onset of cardiac arrest when returning to the parking area after fishing.

LAYBOURNE LAKES. Methods to improve the fishing in Marley are in hand, and a work party has this week been clearing the brambles etc., from the path at the back of Brown’s (pegs 26 to 36). Improvements to the ‘track’ leading to the complex have been authorised.
But this is only one venue, with much work still to do, and work is needed on our other ponds, for example the entry at the side of Sand Hutton Gravel pits needs “opening up” now that the use of the paddock is no longer available to us. It should be noted that the “Paddock” is no longer to be used for parking, this to be only on the roadside or in the layby. All volunteers for work parties will be most welcome.

BURN ROAD POND. All the bottles/cabs have now been cleared, thanks to our Selby lads, but there is still a problem with the dumping of cut trees and other vegetation. As asked before, if anyone sees this ‘dumping’ taking place, then please inform a committee member without delay.

POCKLINGTON CANAL. Canal Head has been dredged, the fish having been removed to another section of the canal for protection. A list of fish removed was given and provided some surprises in the amounts and types. It is understood that they will be returned to Canal Head this week.

CLAXTON POND. Following reports of fish distress recently, the Environment Agency has agreed to do a health check on them. Correspondence continues with the owners of the water for remedial action to improve the quality of the water for the fish conservation.

LOSS OF YEAR BOOK. Anyone losing their year book or requiring a replacement for books damaged, etc., should note that the correct channel for having a book re-issued is via the Treasurer, along with a payment of £2.00.

LITTER. As always still a problem. Members are again requested to remove all litter found in their pegs when fishing, leaving it in a pristine condition. If it is there when you arrive, you ‘inherit’ it. We all appreciate that polystyrene ‘takeaway’ meals containers are not dropped by anglers, and that much litter is deposited on the banks by the action of the river flow, but the general public does not accept this to be the case and just blames the anglers.
This also applies to plastic bags and other such rubbish, in fact, one of our riparian owners has made the suggestion that each club on his water should appoint two members as ‘litter-pickers’ and that they should clear the water after the match before leaving, suggesting that the water may not be available to us if the litter situation continues. This shows the concern that persons who allow us to fish their waters, and the public, have for the environment.
We MUST keep our ‘house’ in order and not give people the chance to have a “pop” at us.

LAYBOURNE LAKES. Much work has been put in here over the last few days, to improve things for the anglers.
There are now 38 accessible pegs on Brown’s Pool, and the track to the pond has been substantially improved, so much so, that anglers are reported to be “tearing down it to the complex”. This excessive use of speed has greatly upset one of our neighbours who also uses the track, and the cordial relationship previously held is now suffering. Notices are to be put up requesting speed reduction when driving along the track (10 mph MAXIMUM) is the current suggestion, and all members visiting the Lakes are instructed to keep their speed down.
After all, what is a couple of minutes ‘delay’ when possible restrictions may be imposed in the future?.

BURN ROAD POND. We are advised that the unauthorised dumping of bottles/cans/ tree-cuttings etc., have now been disposed of by our bailiffs, but reports must be made of any further ‘fly-tipping’ of this nature without delay.
It is understood that ‘tipping’ has been taking place before 07:00 hours, all “early birds” fishing the pond are asked to keep a special eye open, and contact the committee should they see any tipping taking place..
Special mention should be made of the efforts of two of the bailiffs (Colin and Alan), who have been putting in sterling efforts clearing the area of scrub and repairing platforms to make the fishery more accessible to the membership.

POCKLINGTON CANAL. The dredging at Canal head has been completed and the fish returned (but not, as we are given to understand, in the amounts that were removed). On a more serious note we have been advised by BWB that angling has been taking place in the marina at Melbourne. In February 2007 agreement was made with BWB for permission for angling in the “Arm” leading to the marina only, a notice on a tree giving the end of the fishing area from the canal proper. This amounts to only three fishing places, which should not be exceeded, as the marina itself is now full of boats. Future contravention of this restriction may lose us the right to fish the water. All anglers are requested to fish within the defined area only.

CLUB REPRESENTATIVES MEETING. This is to be held on Wednesday 19th March at Club Headquarters, St. Clements Club, starting at 20:00 hours (8:00 p.m.). If you haven’t paid for/collected you match permits, then this is the night to do so. Also, get to know what has happened over the past year, plus put forward your suggestions, complaints (constructive or otherwise) and any other business you may wish to “air”. After all the YDAA is your Amalgamation, and your elected committee members are there at your ‘beck and call’. If we are getting it wrong come and tell us, and if still not satisfied then the AGM is the place to make the necessary changes.

MARCH RETURN CARDS. Well, once again we managed (by the skin of our teeth), to ‘trigger’ the “bonus payment” and we have a good ‘pot’ for the junior anglers. As last year, clubs with a junior membership are invited to submit applications for help with funding any projects they may have in mind. Details of proposed projects should be sent to the General Secretary for consideration by the Committee.

Saturday 20th September, Sprint Regatta, (Scarborough Bridge to Lendal Bridge)
and Sunday 23rd November, Small Boats Regatta, (Fulford to King’s Staithe).
The last one will obviously affect any match booking on the Donkey Woods stretch, but pleasure anglers within the City limits should be aware of the other dates, which may affect their fishing.

CLAXTON POND. Further to reports of fish distress earlier, the Environment Agency has carried out a fish survey, the result of which is still awaited. However, the track to the pond is now easily passable, and negotiations are in hand for a further improvement in the access to the pond.

MATCH RETURN CARDS. Following the announcement in the last newsheet that funds were available for junior projects, only one club has made an application. Any others want assisting with junior projects should not delay their applications.

PARK VIEW LAKE. (1) Once again the website is the subject of communications between various anglers offering good and not so good advice on how it should be managed, with particular reference to night fishing. It is interesting to note that the Waters Secretary has received no notification of persons wishing to night fish at this venue. Members are reminded that this is a member’s only water and anyone wishing to fish at night should advise Marcus of their Year Book number and the date that they require to fish. Failing to advise him is a contravention of the Rules, and may be subject to disciplinary action.

PARK VIEW LAKE (2). A report has been made of some strong blue line being left in the trees behind the “railings” peg, this being removed by some of our more conscientious anglers. Members are reminded that this constitutes litter, and this and any other kind of rubbish, should be removed when leaving the water.

WORK PARTIES. At very short notice, not soon enough to get a Newsheet out, a work party was arranged for Park View on Saturday 12th April, the tackle shops being asked to advertise it by notice, or word of mouth. These work parties will continue at intervals throughout the ‘close season, and will be advertised accordingly. We now have a number of ‘willing hands’ on the committee, but they still need help, all volunteers will be greatly appreciated.

POCKLINGTON CANAL. Following the dredging of Canal Head, and the consequent removal and return of fish, in conjunction with British Waterways, YDAA has ‘matched’ their input for a stocking programme and a number of Bream, Tench and Chub have been placed in this venue. This should provide better sport for the anglers who prefer to fish there, including our less able anglers for which platforms have been installed over the years.

SUTTON – UPON – DERWENT. It has been noted that a certain amount of ‘fly-tipping’ has taken place on our car park – pictures of it being in the “Press”. No doubt the easy chairs and settee will be of benefit to anglers, but it is not a thing that we would wish to continue. Any one seeing this sort of occurrence should report it immediately to a committee member for remedial action.

BURN ROAD POND. Again a report of illegal activity. Persons have been seen in the pond in chest waders, “fishing” for freshwater mussels. These are a protected species, therefore anyone seeing this kind of ‘theft’ should advise the Environment Agency without delay (0800 80 70 60). Calls are at “York’s popular price”. Other ponds/lakes containing these mussels may also be ‘targeted’.

STAN TOMLINSON. It is with some sadness that we must record the passing of our Vice-President. Stan died peacefully in hospital on 30th April, having being admitted on 8th March. A staunch supporter of York Amalgamation, in many official positions, for more years than we care to remember, he had reached the grand old age of 91, and his wisdom and wit will be sorely missed..

THE “PRESS” COMMUNIGATE WEBSITE. Over the past few weeks certain correspondents on the YDAA ‘message board’ section have been using terms which are found to be insulting, offensive and in some cases obscene. If the discourse continues in this vein, then there is a strong possibility that the “Press” may take it upon themselves’ to close down the ‘message board’ service, which would not only be a loss to the Amalgamation, but also to those who wish air their views in a sensible manner. Correspondents are therefore requested to keep their comments in such a moderated language, so as to continue what has, so far, been an informative site.

LAYBOURNE LAKES. Those of you who have visited this complex recently will have seen the start of improvements to the water quality – further improvements are to be undertaken, despite the water depth being a little more than anticipated for the time of year, especially down the left hand side and the end of the island.

PARK VIEW LAKE. An amount of work has taken place here regarding the entry, and footpath access round the lake. Further improvements are scheduled for the platforms when the material arrives.

RED HOUSE LAGOON. With the assistance of Yorkshire Water, a wider path has now been created through the tree from the car park, and the fence has been raised by one bar to allow the passage of barrows, wheels, etc., but there is still the ‘flight of steps ‘ to get over. It is hoped that stile may be placed adjacent to these steps. Further improvements to the access to here and the riverside are anticipated.

LITTER. There is still evidence of litter on many of our waters, despite regular requests for this to be taken home and disposed of. It is appreciated that the vast majority of it is not deposited by anglers, but is carried downstream by the river, having just been ‘dumped’ by the general public. However, as it is seen on the river banks, the public then just puts the blame at the door of the angler. This is a ‘nimby’ case, perpetuated by the ‘out of sight, out of mind’ culture created by the present “throw away” society.

VETERANS MATCHES. These are held on Wednesdays, usually the second Wednesday of the month, with additional other Wednesdays. Anglers are asked to respect the “older generation”, and not fish Marley Pool on these dates, as the ‘senior citizens’ do not meet until 12 noon. Dates of the matches can be found in the Year Book, on the “Communigate” website and in the “Press”. ‘Veterans’ should be over 60 on the day of the match, tickets may be obtained from Terry Pinder.

FISHERIES MANAGEMENT . A number of anglers have indicated that they would be prepared to give assistance in bank works and improvements, via the ‘website’. It would be appreciated if Mr Dinkel would let us have his address, if not e-mail address, so that he may be contacted regarding future work parties.

=============================================================================== DOUG DALTON. Unfortunately Doug has picked up pneumonia bug, and has recently been hospitalised again. He is showing a slight improvement, and will remain in hospital (ward 34) for the foreseeable future.
------------------------------------------------------------------------------------------------------------------- THE DONKEY WOODS. Now that the river season is close upon us, Club Secretary’s are reminded that keys for the gate to the Crematorium car park may be obtained from J. Marley, R. Hutchinson and D. Bradley. These should be collected before the match and returned to the supplier immediately after the match.
------------------------------------------------------------------------------------------------------------------- THE NEW SEASON. Once again the rivers open this month and we have the freedom to roam, away from lakes, canals and other stillwaters. Anglers are wished many hours of good fishing, “pb’s” and, of course, “tight lines”.
------------------------------------------------------------------------------------------------------------------- BOOK DISTRIBUTION MANAGER. Due to circumstances beyond his control, Trevor has not got a ‘landline’ telephone. He can be contacted for book issue/replacement on mobile 07925 758 678, (using your discretion).
------------------------------------------------------------------------------------------------------------------- LAYBOURNE LAKES. Due to work being carried out on the “windmills”, members should note that the following closures of the lakes will take place to match anglers. On Saturday 21st June, both Marley and Brown’s will be closed. Sunday 22nd June, Brown’s pool will be closed to matches. Pleasure anglers will have the pleasure of seeing the Amalgamation at work. (sic).
------------------------------------------------------------------------------------------------------------------- MATCH BOOKINGS. To assist in avoiding possible confrontation between pleasure anglers and match anglers, despite the match bookings being published on the website, in the tackle shops, and sometimes in the “Press”, clubs are requested, if possible, to place a notice on the waters they are to visit, the day before they are due to fish. This arises from a recent case where less able anglers were asked to move from designated disabled pegs for a match to be pegged.
Your consideration in this matter would be appreciated.

The waters Secretary has been advised of the theft of several thousand pounds worth of tackle from a local garage. If anyone is offered tackle at a greatly reduced price, would they let Marcus know.
------------------------------------------------------------------------------------------------------------------- RYEDALE JUNIOR ANGLING CLUB. The organisers of this well run club, have advised me that due to ill-health, they are no longer able to do so. In order not to lose a good club which teaches youngsters the art of angling and responsibility for adulthood, if there is anyone out there in the Malton area, who feels that they could take over the running of the club please contact John Craft via the Portakabin in Wentworth Road, Malton.
------------------------------------------------------------------------------------------------------------------- LITTER. As mentioned above the rivers season opens this month, and when you get there, there will, no doubt, be ‘tons’ of the stuff. As is our usual request, while we know it isn’t ours, we always get the blame, so please remove and dispose of it later at home.

=============================================================================== RED HOUSE LAGOON (MOOR MONKTON PUMPING STATION). It has been noted that anglers are ‘cutting through’ the pumping station grounds to get to the “high numbered” pegs on Red House Lagoon and the riverside (in season). Anglers should only use the designated routes (through the trees, down the track, or round the pond above the works). The works grounds are privately owned and are therefore not an authorised route. Ignorance of this is no excuse and anyone approaching through the grounds is liable to be responsible for the possible loss of the water. Respect the riparian and landowners wishes. ------------------------------------------------------------------------------------------------------------------ RAWCLIFFE LAKE. It has been reported that an illegal match, by a group of anglers from the West Riding, took place on this water on Sunday 8th June. Keepnets were used and one angler was seen to throw 16 balls of groundbait into the lake. Matches are not allowed on the lake (City of York Council ruling, as are the following conditions, in addition to normal YDAA of regulations). No matches, keepnets, groundbait or night fishing. Barbless or microbarb hooks only, fishing only allowed 07:30 to dusk, or 22:00 hours (whichever is earlier), no fishing or trespassing in the nature reserves. Parking in nearby layby or street where possible, no entries/exits to/from private properties to be blocked. Children under 12 years shall be accompanied by a responsible adult. No litter to be left in the licensed area (5 metres from the water’s edge). ------------------------------------------------------------------------------------------------------------------- NIGHT FISHING. Some consideration should be given to YDAA when making applications to go night fishing. An angler telephoned the Waters Secretary at 20:15 hours one night to go fishing the same night. Advise to certain officials then cannot be made for confirmation purposes. When the ‘permit’ system was in operation a minimum of 7 days was needed to get the permit, allowing for the application to YDAA and the permit returning to the applicant. Would night fishermen please give sufficient notice for applications to be progressed efficiently? Thank you. ------------------------------------------------------------------------------------------------------------------- MATCH RETURN CARDS. Now that the matches have started in earnest, will club secretary’s please ensure that these cards are sent into the Agency without delay, postage is paid for you, it only takes a little time. ------------------------------------------------------------------------------------------------------------------- MATCH RESULTS. Would all clubs please let either Darren, or the “Press” know your match results, whether good or bad. You not only get your name in the paper, but it lets other anglers, pleasure or otherwise, know how the various venues are fishing. Sharing of information is of benefit to all. ------------------------------------------------------------------------------------------------------------------- SAND HUTTON GRAVEL PITS. We no longer have the right to park in the ‘paddock’, therefore anglers wishing to fish this venue should only park on the roadside. ------------------------------------------------------------------------------------------------------------------ LITTER AT LAYBOURNE LAKES. A local club visiting Marley Pool found several plastic bottles etc., around pegs 49/50, and handed them to an Amalgamation Official. Anglers should note that any litter in a peg when they arrive to fish is “inherited”, and should be removed when they leave. All anglers should be aware that it is an offence to leave litter on any waters under the jurisdiction of the Amalgamation, and that they should ‘clean up’ before they leave. Litter on rented venues could lead to the loss of the water. ------------------------------------------------------------------------------------------------------------------- SELBY CANAL. An incident took place recently whereby an angler on the ‘boatyard’ stretch of the canal, was taken to task by a boat owner stating “that fishing opposite the boats was not allowed”. A discussion took place between them, and following inquiries it transpires that this is not a “Rule” but an item in the “Code of Practice”. ------------------------------------------------------------------------------------------------------------------- AUGUST NEWSHEET. Unless there is any urgent business requiring attention, the meetings for August will be cancelled, therefore there will not be a Newsheet issue for that month. =============================================================================== SAND HUTTON GRAVEL PITS. It has been noticed that anglers are still parking their cars in the “paddock” at this venue. A reminder is given that we no longer have the jurisdiction over this area, and cars should be parked along the roadside, and not on the field. ------------------------------------------------------------------------------------------------------------------- NOTICES OF MOTION TO THE ANNUAL GENERAL MEETING. The meeting is to be held on Wednesday 12th November, commencing at 20:00 hours in the club headquarters, St. Clements Club, Count de Burgh Terrace, South Bank. Any members wishing to submit a Notice of Motion should note that it should be duly signed, and ‘seconded’ by a member of the Amalgamation, and presented to the General Secretary, no later than Wednesday 1st October. (10 miles radius applies). ------------------------------------------------------------------------------------------------------------------- YORK & DISTRICT WINTER LEAGUE - MEETINGS. The organiser of the League has advised that the Delegates meeting will be held on Wednesday 1st October, with the Annual General Meeting being held on Wednesday 15th October, both starting at 20:00 hours (8 p.m.), in Tang Hall WMC. ------------------------------------------------------------------------------------------------------------------- CREMATORIUM CAR PARK ACCESS. New arrangements have been made with the Crematorium staff, in that we now have the keys available for the official lock. Arrangements for obtaining the key remain as before, it must be collected the evening before your match and returned immediately after the match. Key holders are Jeff Marley, Bob Hutchinson, Dennis Bradley and Marcus Wade. ------------------------------------------------------------------------------------------------------------------- ENVIRONMENT AGENCY MATCH RETURN CARDS ‘BONUS’. Grants have now been made to the applicants for assistance with funding of projects, to the tune of £100 each. These are New Earswick Junior A.C, York Angling Associations Juniors, York Junior A.C. and the YDAA Junior Angling Championships. ------------------------------------------------------------------------------------------------------------------- PARK VIEW LAKE. A meeting of the Trustees and most of the GPC in August, discussed the problems being experienced at this venue and formulated a number of draft regulations for night fishing. These were confirmed by the full GPC at the September meeting. As a result, for a trial period of one year, the following suggestions will be observed, and if successful following a review, become a permanent agreement. 1. Control during the trial year will remain with the Y. D. A. of A. General Purposes Committee. 2. A special Park View Night Permit to be introduced from 2009 to run annually from 1st January to 31st December. 3. Issue will be by submission of a Special Application Form obtainable only from the Treasurer. Vetting will lay with the GPC, of presently known night anglers. Priority will be given to members carrying out Work Party duties under the control of the Fisheries Manager. He will draw up a ‘maintenance plan’. 4. Applicants must be in prior possession of a YDAA Adult Book for the relevant year. 5. The cost for the 2009 trial period to be set at £40.00, with a disabled/senior citizen concession of £10.00. 6. Approved Night Permit holders will be issued with a laminated photo-card, to prove that they are automatically duly appointed “Wardens” of Park View Lake. 7. Fishing times will be from dusk to 08:00 (8 a.m.), but no night permits will be valid for more than two (2) consecutive nights. Day Matches booked will always take priority. 8. The entrance gate will be kept locked at all times. A combination lock and chain will be brought into use and the ‘number’ inserted in the Year Book. 9. The total number of permits issued will be at the discretion of the GPC, with a starting figure of fifteen (15). 10. The reverse of the permit will state that all current YDAA Rules apply and will emphasise litter removal, no pitching of ‘bivvies’ over footpaths, a more commonsense use of the amounts of baits and the requirement for toilet usage to be discreet, and if necessary, sufficiently “buried” so as not to cause annoyance to other anglers and the adjacent riparian owners. 11. Failure to comply with the rules, or any other unacceptable behaviour, will lead to the withdrawal from offenders of all permits for our waters. PARK VIEW LAKE. Following the publishing of the trial period for this venue, particularly with reference to the “commonsense use of baits”, reports have been received of anglers placing up to 11 kilogrammes of pellets in the lake and “spodding” for up to four and a half hours. Whether these reports are true or not, this is not, in any way ‘commonsense’ use of baits. It is noted that interest is already being shown in the “night fishing” permit system, with a number of applications for them already being made to the Treasurer.

HEMINGBROUGH POND. The overhead electric cable has now been removed and placed underground therefore poles may be used here without restriction. We also have a new bailiff for the pond who is displaying notices regarding the use of the pond. Please adhere to all instructions.

HOWSHAM (OPPOSITE THE HALL). The third field upstream of the Hall has been sold and “Private Fishing” notices are now displayed. Your Committee is seeking to establish the new owner with a view to retaining the fishing rights for our members.

BENINGBROUGH (VILLAGE). It is reported that a “No Access” board has been placed on the fence at the village entry to the water. Entry for our members is via the track upstream from the parking area, through the gate, left to the water, thence along the river bank from the fence immediately upstream of the Newton water field, to the “Tower” at Beningbrough Park.
Below the village we own a field. This is located downstream of the Newton field, then the water owned by Mr. Wilson, followed by the (long) field owned by Mr. Blacker, through the next Newton field (the old “rough” field - opposite Red House Middle section), leading to our field. Below that is Bushey Close, followed by the Church Farm stretch.

THE ANNUAL GENERAL MEETING. This is to be held on 12th November at St. Clements Club, commencing at 20:00 hours. Voting rights as usual will be restricted to qualified members living within 10 miles of the Guildhall. It is pleasing to note that no “Notices of Motion” have been received from the general membership of the Amalgamation, thus indicating that there is satisfaction with the way that Amalgamation business is being dealt with by the current Committee members. However, the following “Notices of Motion” have been put forward by the General Purposes Committee :-
1. That Adult Members Subscriptions be increased, with a pro rata increase for Senior Citizens and Disabled
Members. All other subscriptions to remain unaltered. .
2. General Rule 1. Amend to read “That this Amalgamation be called the “York & District Amalgamation of
Anglers, with management of the Amalgamation vested in the General
Purposes Committee”.
3. General Rule 4. Amend to read “These Rules shall remain in force and may only be altered by resolutions
passed at an A.G.M. by a two-thirds majority of qualified members present”.
4. General Rule 39. Delete Rule.
It is hoped that the membership will support the “Motions” as enumerated above.

FISHING BELOW YORK. Reports are again being received of persons, particularly children, indiscriminately tearing up and down the river in rubber dinghies. Reports to BWB “currently” 0113 281 6860, may bring a suitable response. Also noted, have been anglers ‘trolling’ for Pike from boats. These anglers should be challenged as to their right to fish in waters under the jurisdiction of York Amalgamation. As we have both sides of the river below York, they should hold York Year books.
