New Policy

At the open meeting held on 20 February 2007, attended by club and committee members, the following policy is being introduced with immediate effect; this is a a result of the behavour of coaches, assistant coaches, managers, club committee members and parents whose children play for various clubs:

1. Any member of a club, be it part of the coaching staff or club committee found guilty of what the committee or FA consider inappropriate behaviour before, during or after a game willl have their registrtion with the York Minor League withdrawn;

2. Clubs whose parents abuse players, other parents, oppostion club officials or match officials will, when reported to the FA and to the league, will be brought to account;

3. The Mangement Committee expect the club concerned to remove the invitaiton to those parents causing trouble at their matches to watch any future games;

4. Where cluibs do not control those parents who transgress, sanctions will be imposed by the league management Committee against that club and the parents concerned;

5. The Mangement Committee will, if need be, cancel a player's registration if parents are seen to misbehave;

6. All disciplinary actions will be reported to all the clubs at various times during the season;

7. Any person who stands in to referee any game, when a qualified league apponited refeee is not available, carries the same opowers as a qualified referee. He has the power to issue cautions and dismissals which must be sent to the relevant County FA.

The ultimate action by the Management Committee is to seek a club's expulsion from the league and if that course has to happen, the Committee will most certainly go down that route. We are determined to have a junjior football league free of bad behaviour and abuse both on the field and off the field.

Constitution

Incorporated at the 1994-95 AGM and ratified at the EGM on 17 janaury 2001, and sactioned by NRCFA.

1. The previous season's final league positions will determine the league divisions at the next age level.

2. The previous season's York Mitchell Sports Football League finishing league tables is accepted as the basis for formulating the under 13 divisions. Clubs not moving up form the Mitchell League to be omitted from the tables.

3. Any new applicant who has not been a memeber of the York Minor League or the York Mitchell Sports League in the previous season shall automatically be placed in the lowest division of the age-group. however, if they provide written proof (ie last season's league table) that they should be in a higher division, they may then, subject to vote at the AGM, be fast-tracked into a hight division. This could mean that an extra team may have to be relegated to accommodate them.

4. Promotion and relgation shall be applied for the first two and last two teams in each division.

5. Relegation from division one is automatic and any subsequent vacancies will be filled by further promotion from division two.

6. If there are too many teams in division one, further teams will be relegated, starting with the third bottom team.

7. Home and away matches shall be played. If any division operates with eight or less teams entered, the teams in that division shall play each other three times.

8. The number of teams in divisions one and two to be roughly egual - with division two being the larger league if an odd number of teams is entered.

9. There shall be aminimum of 12 teams in any division.

With this ocnstitution it is felt that all teams will quickly find their own level and it will hopefully cut out many of the larger socres, which are not good for either team and are not good the for the game in general.

An example of the propesed league divisions will be presented at the AGM.


Snippets

Failure to confirm fixtures with referees or opponents:

All games must be confirmed by the home club secretary to the appointed match referee and opponents by the TUESDAY preceding the date of the fixture.

Referees are reminded that if they do not receive this confirmation on time, then they must report this in writing to the League Secretary.


Late Result Cards:

All result cards must be received by the Registration Secretary within 48 hours of the game. These cards must be correctly completed, including referee name and marks.


Late Telephone Results:

All results must be telephoned to the League Secretary BEFORE 1730 hrs on the SUNDAY evening.


Notification of Postponements:

Waterlogged or unfit pitches - please note that the League Secretary and Referee Appointments Secretary must be notified of all postponements PRIOR to kick off time - not as an afterthought at 1730 hrs.
