Charter Standard for Clubs
This was produced by the FA in 1997 as part of the Charter for Quality, which placed the player central to all football developments.
The Charter Standard was introduced to raise standards, recognise good practice and reward quality.
Following the evaluation from the Pilot Programme in 2000 the FA will provide 2 awards:
- Charter Standard Club - Charter Standard Development Club.
Charter Standard Club - Checklist
1. Does your club have a written constitution?
Does it make reference to:
- Affiliation - Management Committee - AGM/Additional Meetings - Accounts - Membership Procedures - Child Protection - Code of Conduct - Disciplinary Procedures - Equity
2. Do you follow the FA’s Child Protection Policy, Procedures and Practices?
Have you appointed a Child Protection Designated person?
Has your Child Protection designated person attended the FA 3-hour Child Protection and Awareness Workshop?
Would all your coaches and volunteers complete the FA Personnel Disclosure Form?
3. Are all of your managers and coaches in receipt of at least a Junior Team Manager Award?
4. Would a representative of your club attend at least one in-service training event a year?
5. Does your club have a Code of Conduct?
Does it include:
- Coaches/managers - Players - Team Officials - Spectators/Parents
Does it make reference to:
- Fair Play - Equity - Respect - Behaviour - Expectations

6. Does your club meet the Charter Standard Criteria (above)?
7. Does your club have a Development Plan?
If yes, does it include:
- Recruitment/retention policy - Mini soccer - Links with schools - Links with boys/girls’ football - Staff development programme - Development of new teams - Exit routes
8. Do you offer at least 5 teams, at a minimum of 4 age groups?
9. Is at least one of your managers/coaches qualified to FA Coaching Certificate?
10. Will your club commit to attending at least 2 in-service training events per year?
