Football Association

All referees should be registered each season with the appropriate County Football Assocation (FA).
In York this is usually the N Riding County FA but depending upon where you live it could be the E Riding County FA or the W Riding Couty FA.

Any discipline that the referee has to deal with should also be reported to the relevant County FA.
(where the offending club is registered, not the referee).

FA Match Officials Association (FAMOA)

The FA are holding a Conference at Coventry (31 October -2 November 2005).
On the Wednesday 2 November there is a Referees' Day with presentations. These were given by Ina Blanchard (new Head of Refereeing), Ray Olivier and Janie Frampton (Regional Managers).
I attended the Child Protection workshop and the Referees' Conference. These were very useful and enlightening. Not as well attended as I was expecting but enjoyable and informative.

The next series of Development Days (near York) was held on 17 July 2005, at Elland Road, Leeds (10 am - 3.30 pm) - this was attended by some 200 officials including 10 from York. It was an excellent day's training, including Law updates by John Baker.

Incentive Schemes - last season some 1,000 referees claimed rewards from the FA. Make sure that you register for this season - it is worth it. Moreover, points are awarded for attendance at RA meetings (as well as new RA members). Local assessors are also rewarded with points

Important Developments in Refereeing The Referees' Committee proposals concerning a number of developments in refereeing received the approval of the Council of The Football Association on Monday 5th March 2001. In this article we address some of them to discover how they will affect members.

Regional Manager Appointments
Currently the support and development of match officials is supported in County FAs by Area Training Teams. These teams were expanded this season to include a representative from each County FA Referees Committee, a fitness co-ordinator and a National List Match Official. There are 19 teams each working under the supervision and guidance of an Area Advisor. The work of Area Advisors has increased considerably with the initiatives taken over recruitment and retention. Responsibilities will increase further to promote the activities described later in this article.

In recognition of the increased activities and responsibilities The Football Association has approved the funding of full-time regional managers. The regions will be based on those in The Football Association National Game Division to facilitate even greater co-operation between all regional officers work in grassroots football. The regional managers will each look after two Area Training Teams and support four or five County Football Associations.

Three of the Regional Managers will also be National Managers co-ordinating one of the initiatives The Football Association is promoting nationally. The initiatives are Instructor Training, Fitness Training and Continuation Training. The fourth national initiative is Assessor and Mentor Development, which will be headed up by Joe Guest, The Football Association's Referees Officer.

Job descriptions and personnel specifications are being drawn up at present. The positions will be advertised in the local press. We hope the National Manager posts will be available from 1st July 2001 and the Regional managers from 1st September 2001.

Select Group of Referees

SELECT GROUP LIST

Keith Hackett, the manager of England's top Referees, will move to lower the age of the Premiership's select group of Referees in a major shake-up this summer. Up to four senior officials may be replaced, with several up-and-coming Football League referees earmarked for promotion. Hackett will also reduce his 21-man select group so that the best referees are given more Premier League games. The changes mean the three leading officials who retired at the end of last season, Paul Durkin, Graham Barber and Jeff Winter, will not all be replaced. Hackett also wants to give referees longer in the top flight. However, his approach will be to elevate them at an earlier age.
The general manager of Professional Game Match Officials Ltd said last night: "The main task I've got is to bring through referees who can go on to the panel at a younger age, as happens in other countries."
All members of the select group are re-interviewed at the end of every season. Those whose marks are insufficient to guarantee reinstatement on £49,000 contracts will be part compensated by a bridging payment on their demotion to the Football League.

The Professional Game Match Officials Ltd.(PGMOL) - the body responsible for managing officials in the professional game in England - has announced the list of 19 Select Group officials for the 2004-05 season. Eighteen referees retained their place on the Select Group List, with Mark Clattenburg from Newcastle upon Tyne being promoted onto the list for the first time:
